Stewart, Clerk Ralph Van Hoven, Treasurer Frank N. Graham, Attorney Meeting called to order at 7:40 P.M. and minutes of April 15th meeting were heard and .approved as read. " " " " water heater elec., 5-12, $6.84 The Rose Tribune, publish 1952 Villag® financial statem ant, X65.00 The Rose Tribune, publish Ordinance No. 21, X5.00 Traffic The Mayor declared open for discussion the. matter of traffic problems problems in the business area at Snelling and Larpenteur. Those present included Messrs. C.J. Lessard and Wiley, of the Falcon Heights Commercial Club; Messrs. A.D. Crampton and W.V. Chenowerth, of the County Engineer's office; Public Safety Committee Chairman,. Don Arndt, and Planning Committee Secretary, C.H. Otis. Lessard Bdr. Lessard was heard first and stated that present traffic conditions in the business area, especially afternoont, wes~not only hazardous, but tended to discourage people from shopping. Women and children especially, Lessard said, have difficulty in crossing Larpenteur during shopping hours. In discussing the matter with residents, Mr. Lessard said thought was given to a stop sign, at Arona and Larpenteur to stop westbound traffic on -~arpenteur, the sign hotbto be a stop and go but an activated sign. Doing away with the green light, permitting right turns from Snell- ing drive onto Larpenteur, Mr. Lessard said would provide a break in traffic from that direction. Chenoweth Mr. W.V. Chenoweth, Traffic Signal Supervisor for the County, stated there was no alternate for the green light, as the turning movement comprised about 15 per cent of the traffic load. Chenoweth also stated that pedestrian cross-walks should be at Arona and Larpenteur and at Snelling Drive rather than where the curbing is. Cross-walks At this point, the Mayor x'ead a letter from the Village attorney, under date of April 22, as to .the Village having general police powers to put a pedestrian cross-walk at any point where it believes such a Dross-walk is necessary and desirable from the standpoint of tie community. Crampton After some discussion, Mr. A.D. Crampton, Principal Assistant, County Engineer, stated that a low cost battery-operated stop 3~~a a sign might be tried out at Arona and Larpenteur, and that request Stop sign - for its installation, together with cross-walks, should be direoted cross-walks to the Board of County Commissioners. Messrs. Lessard, Winfrey, Arndt and Otis indicated they were in accord with the proposal to try out a battery-operated stop sign and two pedestrian cross-walks as suggested. Motion Henry then moved that request be made on the Board of County Commissioners for permission to install a b®ttery-operated atop sign at Arona and Larpenteur avenues for controlling westbound Larpenteur avenue traffic only, also for permission to install a pedestrian cross-walk at the same intersection and a second pedestrian cross-walk at Larpenteur avenue and Snelling drive. Shavor seconded and motion carried un- animously. Request install- After discussion, Shavor moved, seconded by Henry, that in case the ation coat Board of County Commissioners, authorized installation of the proposed estimates battery-operated stop sign and Dross-walks, that Mr. Crampton be advised by letter, with copy to Mr. Chenoweth, that the installation not be started until estimates of cost, including labor and materials, are received and approved by the Council, and that a proper number of signs for directing people to the proposed cross-walks be inclined in figur- ing the costs. The motion oarried by a unanimous vote. J.S.Garske 1576 N.Snelling Appeared before the Council relative to filling in the lot he recently purchased, adjoining Pillage property at Snelling drive and Idaho avenue. Mr. Getrske was informed that it was not permissible to Pill in the lot so as to interfere with the natural drainage. He then asked for and reoeived permission to smooth and slope off the property. Building In connection with pending building inspector vacancy, Howard N. Inspector Christensen, 1452 California Avenue ~1est, appeared before the Council as an applicant for the position. Mr. Christensen stated that he works as a superintendent of construction and is also a carpenter by trade. Mr. Christensen was thanked for appearing and he then departed from the meeting. Appoint After a oomplete discussion, it was voted unanimously to adopt Building the following resolution on motion by Stewart, seconded by Henry: Inspector Resolution RESOLVED, (1) That Howard N. Christensen, 1452 California ®venue West, be appointed building inspector of the Village of Falcon Heights, effective May 15, 1953, to succeed Dwight Reichow who is resigning on that date, to serve as such until the first Council meeting in 1954 unless sooner removed by majority note oP the Council with or wit hout cause. (2) That the building inspector shall turn over to the Village treasurer by the tenth day of each month all building permit fees collected during the previous month, together with a list there- of, and that thereafter the building inspector shall be paid a sum equal to 90 per cent of all building permit Fees collected except that the division of building permit fees on, and the inspection of, all structures costing more than X40,000.00 shall be arranged with the Council at the time the building permit is issued. University After discussion, Lindig moved that in view of complaints roads received by the Council that the Clerk be requested to write the University of Minnesota, asking for their cooperation in oiling and closing to public use the two roads on University property, running north and south, with gate entrances paralleling Larpenteur avenue betvreen Cleveland avenue and the University's property line, as a means of eliminating dust problems and traffic hazards. Lodahl seco nded and motion carried. Weeds After discussion, Henry moved that the Village participate in the State of Minnesota weed eradication program for 1953. Stewart seconded and motion carried unanimously. 1~feed Inspector Matter of appointing a weed inspector was then discussed. On motion by Henry, sec onded by Stewart, it was voted unanimously to appoint Frank H. Lindig, Sr., 1875 YYest Larpenteur, as Village Weed Inspector for a term expiring December 31, 1953. School dist., Letter of April 22 from County Auditor, together with map, Village, Twe-n- relating to boundaries of sohool districts or villages or ship boundaries other municipalities in the County of Ramsey. Post Office Letter of April 14 from St Paul Postmaster in connection with the territory covered by postal gone No. 13, or the Falcon Heights Branch Post Office.
