REGULAR MEETING, TUESDAY, JUNE 9, 1953

Due to an info rural di soussi on with real estate representatives as
to the proposed plattf ng of the 'dcGee property, the meeting was not oelled to
order until 8:15 P. M. Minutes of the Diey 26, 1953 meeting were then heard and
app roved as read.
Garbage Clarence Richter, 2550 N. Hemline, appeared before the council
oollection and calle3 attention to a state law effective July 1, 1953,
requiring garbage to be cooked before being Ped to hogs. This,
Mr. Richter said, will terminate the present garbage colleotion
arrangements in Falcon Heights. He offered a proposal
providing far collecti on of garbage and rubbish,Qnot including
grass clippings or brush) in the Village Por $1.00 per month,
starting July I, 1953. A sanitary feature of the proposed
plan is that garbage may be wrapped. Establishment of the
plan will depend on the number oP homes to be served, Mr.
Richter indicated. After discussion, in which Mr. Glen
Har3ung, 1865 Simpson Avenue, representing the Falcon Heights
Community Club took part, it was agreed that the Community
Club would circularize residents to see how many are in favor
of Mr. Richter's garbage and rubbish collection proposal.
The Clerk was also asked to prepare a news item covering
the matter.-
Hoyt Avenue John tdeGuigan, 1449 W. Hoyt; Douglas G. Garfield and Mrs.
bus Garfield, 1389 W. Hoyt; A. E. Seebeck, 1403 ~P. Hoyt and
James M. Duddleston, 1429 W. Hoyt, asked to be heard with
reference to a petition filed previously wi th the council
relative to discontinuing Street Railway bus operations on
Hoyt Avenue between Hemline and Pascal. After discussion,
it was agreed to table the matter with the understanding
that action, if necessary, would be taken at a future date.
Traffic Trustee Lodahl reported on di soussion he had with County
Commissioner Tony Schmidt relative to controlling vehicle
traffic in the Larpent au r-Swelling business area. Proposal
discussed, Lodahl said, was installation of a pedestrian
operated stop and go sign. After discussion, Lodahl was
requested to cheok as to coat of the sign.
University It was voted unanimously on motion by Henry, seconded by
lease Stewart, to authorise payment to the Regents, University
of Minnesota, of $15.00 rental due July 1, 1953, on property
at 1644 West Larpenteur, in aaeordanoe with terms of the
lease dated August 25, 1949.
Natural gas Attorney Graham reported to the council on the proposed
gas ordinance and on appointments he has scheduled in
this connection.

Cigarette The clerk presented application from the Farmers IInion Grain
license, Terminal Association, together with the Association's chectk
Farmers IInion for $12.00 covering license fee to sell cigarettes at retail
Grain Term'1. for the year beginning July 1, 1953. Henry moved approval
of said application ~®r licenso. Seconded by Lodahl and
carried unanimously.
Meeting recessed The Mayor ordered the meeting recessed at 11:00 P.A~.
Meeting reconvened Regular meeting of June 9, 1953, reconvened at 9:45 P.M.,
June 10, 1953.

Purchase contract, The clerk presented Form R, General Electric Lamp contract,
General Electric of the General Electric Supply Company, providing for a
discount of 30~ to the village on all orders of l~nps, also
a 2~ discount for prompt paymaritl with no sales requirements
and the privilege of terminating said contract at any time.
Lodahl moved that the Clerk be authorized to sign said contract
four the village. Seconded by Shavor and motion carri ad
unanimously.
Larpenteur - Letter of May 25 Prom the State Department oP highways
Federal aid route referring to its previous request on the council for a
resolution approving the village portion of Larpenteur
avenue as part of the Urban Federal-aid system, and stating
that a ruling from the Bureau of Public Roads received on
May 22, 1953, permits the financing of th ® construction of
this structure without the designation of an urban route
on Larpenteur, and that requested action of the council is
unnecessary.
Jumbo ~Systery Letter of the Luverne Fire Apparatus Company, of June 4,
nozzle 1953, was read, relative to their inability to furnishs
the 2~" Jumbo Myste ry nozzle, polished brass, with swivel
type adapter, as ordered. The Minnesota Fire Equipment

Company's bid being the next lowest; namely, X95.00
for said Jumbo mystery nozzle, less special discount
of 10~, and X18.00 for adapter less special discount
Jumbo mystery nozzle of lOjb, Henry moved that the clerk purchase the Jumbo
mystery nozzle and adapter Prom the B~innesota Fire
Equipment Company at a total price of X101.?0, delivered.
Lodahl seconded and motion earri.ed unanimously.
Fire Chief Copy of letter from Fire Chief Swanson to D. J. Woll,
resigns as sales ~inneapolie, offering his resignation as Fire Equipm~ t
representative, Sales representative for the D.J. Woll Co., was read and
D.J. Woll Co. referred to our attorney. '
Fire Chief Henry moved that the Clerk advise the Fire Chief by letter
purohavres that he secure two or more competitive bids on ~upp11N
to bs purohaeed by the Chief and that such bids be cleared
with the LGayor or Clerk before purchase is made. Shavor
seconded and motion carried unanimously.
Traffic controls, Lodahl reported on discussion he had regarding traffic
Larpenteur-Snelling controls in the Larpenteur-Snelling business area, stating
that estimated cost of a pedestrian operated stop and go
sign is X1,600.00. The attorney was asked to check the
statute as to installation of such sign.
Cigarette license- Application for license to sell cigarettes at retail
A.J. LaBeau at the Falcon Oil Company, Larpenteur ~ Hemline, together
with oheck for $12.00 from A.J. LaBeau, Sr., covering
license fee for year beginning July 1, 1958, was considered.
Approval of said license application was moved by Henry,
seconded by Stewart, and carried unanimously.
Clerk's req}1 ~6 dated June 4 for 36 light bulbs, 200 postage stamps and
12 manila envelopes, was approved on motion by Henry,
second®d by Shavor.
Bldg. Inspection Matter of providing a case for the permanent Piling of
plena plans kept by the Building Inspector was considered
and referred to Lodahl who will work out details with
Drrlght Reichow and Clarence Relsgtad.
