Lindig, Trustee Defense Mrs. Kru lal~ Civil Defense Director submitted a chart showing the^g'~~iizational set up and answered questions of the council relating thereto. Minutes of July 7, 1953 meeting were heard and approved as read. Bills: On motion by Lodahl, seconded by Shavor, the following bills were ordered paid - Geo. E. Printing Office, Civil Defense volunteer instruction publications, X37.50 Salary increases Letter of July 30, 1953, from Stanley P. Schultz, and letter requested by of July 31, 1953, from Bertrand J. Slams, the two paid firemen, paid Firemen requesting salary increases, were read. On motion by Lodahl, seconded by Shavor, the letters were ordered referred to the Fire Department committee for study and recommendation. Fire .Dept. Relief Letter of August 1, 1953, from Henry J. Dachtera, Secretary, Firemen's Relief Association, relative to request of Board of Trustees of said Association that the council levy an additional .4 of a mill for ~e year 1954 towards firemen's relief. On motion by Henry, seconded by Shavor, the letter was referred to Attorney Graham for checking and report. Gruake letters Letter of August 1, from Earl W. Grumke, Secretary, Falcon re expenses attend- Heights Firemen's Association, re payment of expen es f fi amen ing fire schools, attending fire schools, meetings, etc., was ordere~ re~erre~ to etc., also vol.firemen's request,re wages full time firemen. ~. ~{ the Fire Department committee for their consideration in connection with the proposed 1951 budget. Firemen's Mr. Grumke's letter re volunteer's request to increase salary salaries of full time members of Fire Department, was comparison also referred to the Fire Department committee for study and report. Fire Dept. Henry Dachtera and Fire Ghief Swanson spoke in turn as Committee to limited number of Fire Department committee meetings meetings that have been held by the present committee and on their understanding of how this committee was to function. John Rysgaard asked if matters can be referred to the Fire Department committee, requesting report from the committee by a definite date. Froposed Fire Earl Grumke requested that the Fire Department ordinance Dept. Ordinance be changed to provide for a larger membership on the change Fire Department committee. Safety - Lodahl reported on discussion of traffic controls for pedestrians he had with a representative of the Safety pedestrian Council, and in this connection, a letter from the traffic controls Minnesota Safety Council was read, suggesting that a request be made on the County Board for a complete traffic survey of the situation. Dr. K~elland spoke as to dangers of placing a cross-walk in the middle of the block and expressed doubt that a cross walk is going to be the answer to our traffic problem. Henry Dachtera told of attempt some time ago to put up stop signs for school children which did not work out. The Mayor reported on seeing cross walks in various states on his recent trip west, including some in center of street and others above the street. R.K. Peterson said he favored cross-walks and suggested that the idea be tried out. Tony Schmidt on traffic controls County Commissioner Schmidt said that a proposed stop sign at Hamline and Larpenteur should help the situation. Said he didn't know whether a pedestrian cross walk world help, but that the council should decide what they want to try out. read Planning Committee The Clerk/report dated July 31, 1953, by the Falcon Heights report on Mack Planning Commission with reference to the proposed rezoning petition of the Keller property, stating that it was not goad planning to have one small business area in the midest of a large residential area and that rezoning the property to Residential A would not be detrimental to the best interests of the Village. The Planning Commission also pointed out that the signers of the petition had acted in accordance wi th the law and that their wishes should bear weight. The Planning Commission's recommendation was that the Mock petition be accepted and that the property be rezoned to Residential A, with the stipulation that the present business may be continued there, but it may not be enlarged or any additional buildings be erected for commercial purposes. Shavor on Mock petition Shavor then said it was not made clear that while the petition ;~ requests rezoning of the Keller property to Residences A that it also provides for continuance of the present Shavor on business on the property. He said his understanding is Mock petition that the request for rezoning to Residence A had to be included for technical reasons in requiring that the business be restricted to its present size. He called attention to an article in The Minneapolis Tribune of July 2t~, reporting that the Minneapolis city planning commission voted to recommend rezoning from commercial to residential a 12-lot area. Reconsideration Shavor then moved .that the previous action of the council on asked. June 2lt, 1953, denying the Mock petition, be reconsidered. Seconded by Stewart. Discus ion xa called far, and following this, the motion xa°s~x`ithdr~ . Action on Stewart then moved that final action on the Planning Commission's Planning Commission recommendation to accept the Mock petition be deferred until recommendation all fiv® members of the council are present. Shavor seconded, deferred. and the following vote xas taken on roll call and recorded: Ayes: Lodahl Stewart Shavor Not voting: Henry The motion xas declared approved by a majority vote. Clapp Thommsen Messrs. Thommsen and McDonough, developers; Mr. Crompton, of Maple Knoll the County Engineer's office; and Messrs, ~'illiams and Otis, of the Planning Commission, had a full discussion with the council xith respect to drainage in connection xith the proposed "Clapp Thommsen Maple Knoll",plat. The developers have agreed to install two dry xells at the low points on Garden avenue, and have also agreed to square Lot 1, of Block 1, to eliminate the tip at the zest end of Garden avenue. the developers also agreed that the plat rill shox that the northerly 7~ feet of Lot l0, Block 1, and the southerly ?~ Peet of Lot 9, ffiock 1, are subject to an easement for drainage, utilities, etc. The developers agreed further to execute a recordable agreement relating to the grading of lots 3 and !~ of ffiock 1 to provide that at no time is the grade on either of the said lots wi thin 15 feet of the line between said lots to be raised above the curb level so as not to interfere xith the present natural drainage to the north. With these changes and agreements, the Planning Commission recommended approval and the council indicated they xould apprnve the plat. ~fm. Hite on Yrm. Hite, representing the Indemnity Insurance Co. of North insurance America"explain policy IH lt1650 providing fire, xindstorm, etc. insurance on the txo fire trucks, and Comprehensive Auto liability policy X30560 providing liability coverage for both firetrucke and non-ownership liability for the Village. Meeting recessed The meeting xas ordered recessed at 12:05 A.M., Aug. 5, 1953• ~eq,~ Meeting The meeting reconvened at 7:lt0 P.M., xi th Ralph Van Hoven, Reconvened Treasurer, absent. Gas ordinance Messrs. Mayer and Tretter, representatives of the Northern discussed States Poxer Company, xere present to discuss xith the council a proposed natural gas ordisnce. Also about 20 residents xere present, all indicating following the discussion that they favored the proposed ordinance, excepting txo residents from University Grove. Gas Ordinance Trustee Lodahl introduced a certain Ordinance No. 22 entitled No. 2°L "AN ORDINANCE GRANTING PERMISSION TO NORTHERN STATES POWER COMPANY, A MINNESOTA CORPORATION, ITS SUCCESSORS AND ASSIGNS, TO ERECT A GAS PLANT, AKH 4'8 USE THE STREETS, ALLEYS AND PUBLIC GROUNDS OF SAID VILLAGE FOR THE PIlHFOSE OF INSTALLING, ENLARGING, OPERATING, REPAIRING, AND MAINTAINING IN THE VILLAGE OF FALCON HEIGHTS, MINNESOTA, ~iE NECESSARY GAS PIPES,. MAINS, AND APPURTENANCES FOR THE FURNISHING OF GAS TO SAID VILLAGE AND ITS INHABITANTS, AND OTHERS, AND TRANSMITTING GAS INTO AND THROUGH SAID VILLAGE. and on motion made, seconded, and duly adopted, the above- entitled Ordinance xas read. Thereafter a motion xas made by Trustee Lodahl, and seconded by Village Clerk Stexart that the above-entitled Ordinance be adopted as read and in its entirety. On roll call the vote xas as folloxs: Ayes: Lodahl, Shavor, Stexart, Asnry Nays: None The Mayor then declared said motion duly carried and the above entitled Ordinance duly passed and adopted, and ordered the Village Clerk to publish the same in accordance xith the lax in such case made and provided. Hexitt Rubber Division Fire Vfith reference to the four fire hose bids as listed in the hose bid minutes of June 2l:, 1953, xhich xere referred to the Fire accepted Department committee on July 7, 1953, it xas reported that after holding txo meetings on the matter, the Fire Department committee voted to recommend acceptance of the Hexitt Rubber Division bid as presented by $he~ph Auel, on 500 feet of 2~" Circle brand easy folding d.~. xhite hose at X1.53 per foot; terms of payment, 2~ 10th proximo. Acceptance After discussion, Shavor moved that said recommendation of the Fire Department committee be accepted and that the treasurer be directed to return certified checks covering such fire hose bids to the unsuccessful bidders. Lodahl seconded and motion carried unanimously. - Street Plan Following some discussion, Henry moved that Trustee Shavor from Planning be directed to ask the Planning Commission to prepare a Commission street plan, covering the area betxeen Snelling and Cleveland Avenues south of I,arpenteur. Seconded by Stexart and carried unanimously. ~~~ 1 1953 Henry moved that the treasurer be directed to xrite department Budget heads so as to have their budget needs available in xriting for the August 25, 1953 meeting. Lodahl seconded and motion carried. Planning After considerable discussion, Stewart moved that David Loeka, Expert - Community Planning consultant, be engaged to vier the property Mock Rezoning involved in the Mock petition and to make his recommendation to the council at a coat not to exceed E25.00, Shavor seconded, Roll call vote xas called for and recorded as follows: Nays: Henry - Lodahl Ayes: Shavor - Stewart 1 1 The motion xas declared last for lack of a majority. Requisition #9 Requisition No. 9 covering Civil Defense volunteer instruction Civil Defense publications coating X37.50, xas presented. Lodahl coved that the purchase be authorized. henry seconded and carried unanimously. Requisition #10 Stewart moved that requisition No. 10, maintenance supplies for Fire Dept. the Fire Department, be approved. Shavor seconded and motion carried unanimously. Fire Chief's Stewart reported a request from the Fire Chief indicating his vacation preference for his vacation during the period August 10 to August 23, 1953, inclusive. On motion by Lodahl, seconded by Shavor, it xas voted to approved the Chiefs request. Adjournment On motion, the meeting adjourned at 11120 P.~d. Approved: w ` ~' I ayor
