Stewart, Clerk Ralph Van Hoven, Treasurer Meeting called to order at ?:lt0 P.Y. and minutes of August !~, 1953 meeting were heard and approved as read. Bills: On motion by Lindig, seconded by Shavor, the following bills were ordered paid; Ramsey Co. Treas., street work, 6-26 to 7-25-53, X19.31 " " " street lighting, 7-53, ffi80.50 Baden~s Pure Oil, 2 fuses & gasoline, ~5.81t R.A.l~yers ~ Co. , 10 lbs multikleen, ~b2.50 Falcon Heights Hardware, supplies,F.D., 7-53, $13.~t~ Briggs ,Gilbert,Morton,Kyle Rc Macartney, legal services to 7-31,100 Northwestern Bell Tel. Co., Mi 5050, 7-53, X15.05 Pedestrian After discussion, Lodahl moved that the plan fora pedestrian cross-walk cross xalk on Larpenteur avenue between Snelling and Arona, be and hereby is approved, and that said plan be transmitted to County Commissioner Tony Schmidt, with request that he submit same to the Board of County Commissioners, and if approved by the Board, that the work be ordered done by the County according to the pedestrian cross-walk plan with the understanding that the Village of Falcon Heights be billed for the cost; also if the installation is approved that pedestrian stop signs be painted the new red. Fire Dept. Letter was read. from the Village Attorney relating to request Relief Assn. from the Fire Department Relief Association for an additional levy levy to provide for death benefits for members. After discussion, Shavor moved that the treasurer be requested to obtain from the Fire Department Relief Association an itemized statement of receipts and expenditures with respect to the Associations special fund,'from the inception of the Association to date. Seconded by Stewart and carried unanimously. Mock petition In connection with possible legal aspects, council members agreed to postpone acting on the Planning Commissions recommendation that the Mock petition be approved, until a future meeting of the council at which the Village Attorney is present. Barthel Villas- Joseph C. V~irrer, 1135 Thomas Avenue, St Paul, appeared before Joseph C.Wirrer the council in connection with his request for a building permit to erect a home on Lot 22, in Barthel Villas, Garden and Holton, this property being purchased by Mr. Airrer recently, When informed that such permit will be issued only when proper provision is made so as not to interfere with the natural drain- age, Mr. Wirrer stated he would have his attorney contact the Village attorney regarding the matter. ~ () ~ Gas mains, The Clerk reported on his phone conversation with-Milner ~. Hemline Ave. Carley, Engineer for the Sorthern States Power Company, as to statement desired fiia~E the Village of Falcon Heights does not ob3ect to the placing of gas mains along Hemline avenue xithin the Village limits, sub3ect to the approval of the County or City authorities having jurisdiction over the maintenance of said street. Stewart then moved that the letter to this effect addressed to Mr. Carley be approved as of August 6, 1953• Seconded by Lodahl and carried unanimously. Milner ~. The matter of appointing Milner ~. Carley as Villa ge Engineer Carley, apptd for the gas project xith the view of having him report to the Village Lngr council in this connection. After discussion, Lindig moved for gas project that Milner ~. Carley be and hereby is appointed Village Engineer for the gas project xith the understanding that he will serve without cost to the Village as per his understanding with the Clerk. Shavor seconded and motion carried unanimously. Space heating Proposed space heating and gas permit ordinances, together and peas permit with copies of similar ordinances from South St Paul and West ordinances St Paul were discussed, Lindig then moved that said proposed ordinances be referred to Trustee Lodahl for study and suggested changes, if any. Seconded by Stewart and carried unanimously. Fees, Village Letter of August 3, 1953, from the Vi17a ge attorney as to Clerk Village Clerk fees, was read. Aonds - VH!~FS and Fire Equipt Treasurer Van Hoven presented statements from The First National Bank of Saint Paul, covering premium, interest and bond charges due September 1, 1953, in the amount of $1,026.25 on Fire 8quipment bonds, a~doed~m~3ing premium, interest and bond charges due September 1, 1953, in the amount of X4,262.00 on Village Hall and Fire Station bonds. Lindig moved that payment of said charges be authorized. Seconded by Henry and so ordered. Adjournment: On motion, the meeting adjourned at 10:40 P. M. Approved: er ayor 1
