Henry, Mayor Absent, Ralph Van Hoven, Treasurer George J. Shavor, Trustee Arthur A, Lindig, Trustee George I. Lodahl, Trustee Clyde J. Stewart, Clerk Frank N. Graham, Attorney Also present: The three members of the Fire Department Committee, Andrew Hustrulid, Chairman; Gordon Nelson, Volunteer Fireman member of the Committee; and Clyde Stewart, Council member of the Committee. About twelve volunteer firemen were in attendance. The Mayor called the :Heating to order at 7:15 P.M., stating the purpose of the meeting was to discuss Fire Department problems with the Volunteers. Henry Dachtera, representing the Volunteer Fireman, reviewed requests made on the Council, as follows: (1) .Increase Fire Dept.com~aittee from three to five members. ~2) To levy an additional .lt of a mill for the year 195l~ towards firemen's relief. (3) To appropriate money to defray expenses of Fire Department members attending State Convention, State Fire School, etc. (!t) To increase salaries of paid firemen and to increase compensation of volunteers for drill and fire time. Fire Dept. As to request for increasing Fire Department committee membership committee to five, including the Fire Chief, two volunteers and two citizens not members of the council or of the volunteers; it was explained that the three-man committee as at present was set up originally after discussion with the Fire Chief and on recommendation of our first Fire Department Committee Chairman, the 1 ate Harry Anderson. It was also explained that the purpose of the Fire Department committee is to provide a buffer between the council and the Fire Chief, the council depending on the committee for its recommendations. Andrew Hustrulid Meetings held by the present Fire Department committee and action taken on matters referred to the committee were reviewed by Mr. Hustrulid since his appointment as Chairman, Membership of Question as to whether a five-man committee would find it more Committee difficult to get together for meetings than a three-man committee was also discussed. It was finally agreed between the Council and Volunteers that five citizens should be appointed by the Council to serve as a Fire Department committee, excluding from membership the Fire Chief, Council members and Volunteer firemen. The Village Attorney was asked to prepare a proposed Fire Ordinance amendment to cover. Firemen's Relief As to additional levy of .?~ of a mill for the year 1954 for Firemen's relief; the volunteers were informed that the proposed 1954 budget provides for this. 4 ~ C~ Expenses & As to the Fire Chief and two delegates being reimbursed for wages lost expenses and wages lost in attending conventions, state attending meetings and fire school; it was agreed that the council conventions, would consider expense allowance, also payment for time lost etc. up to a maximum of ffi15.00 per day. Salaries to As to increasing salaries of paid firemen in line rovith firemen's paid men salary schedules in communities such as St Louis Park, Richfield, Columbia Heights, South St Paul and West St Paul. In this connection, the 195b budget report for the Fire Department, as submitted by Fire Department Committee Chairman Hustrulid, was read from the minutes of August 25, 1953• This indicated that a study of conditions in the communities mentioned with respect to height of buildings, hazards, etc., should be undertaken before decision is reached on the salary question. The Volunteers were informed that such study is under way, the Clerk reporting on comparative figures secured in this connection as to the population and total assessed valuation of each community. It was agreed to advise-the Volunteers when study is completed and to ask their representative, John Rysgaard, to attend the council meeting at which this matter and the paid firemen's salaries will be considered. Volunteers' As to increasing compensation of volunteer firemen from l~1.00 compensation to l~2.00 per hour for drill time, and from X2.00 to X3.00 per hour for fire time; there was no ob3ection and the Volunteers were informed the new compensation rates as requested would become effective with the 1954 budget on the first of next year.
