'JVith reference to appointment of election judges, page 1~$~, correction was made to show Vera A. Thorne appointed election judge, district No. 1, instead of Lucille Moe. The minutes were then approved as corrected. Recess Bills: ~~eeting was recessed at 8:20 P. M. and reconvened at 8:30 P. M. On motion by Lindig, seconded by Shavor, the following bills were ordered paid: McClain R. Also presented was applicatid~n from Daniel H. Sundquist to operate a Christmas tree stand. at the corner of Como ?~ Snelling avenues, State Fair grounds entrance, together with X10.00 license fee check for period. ending Dec. 31, 1953• Lindig moved approval of said applications. Seconded by Shavor and carried unanimously. 2 Master Gas On motion by Shavor, seconded by Lindig, it was voted unanimously Installer's to approve applications for faster Gas Installer's licenses Licenses from the following firms and of issuance of such licenses to said firms as of dates shown on the licenses: Neil Hubbard Heating 8r Air Conditioning Co, Noble Gas Co. The Snelling Co. Hinding & Co. Building permit question N.C. Larson, 1731 Fry St., and Building Inspector Christensen referred to the council the question of whether Mr. Larsen is required.. to take out a building permit for moving a shed from the front of his property to a location on the back of his lot. Bar. Larson advised this could be done for much less than X150.00. Attorney Caraham advised that under the ordinance no permit is required.. Twin City Letter of November 9, 1953, from the Twin City Rapid Transit Rapid Transit Company, re proposed inter-Campus bus line, was discussed. and Co. bus referred to Trustee Shavor for checking and report. GTA iNater On motion by Lindig, seconded by Shavor, it was voted to renew agreement the water agreement with the Farmers IInion Grain Terminal Association for period December 27, 1953 to December 27, 1951, covering water extension from GTA property to the Village Hall. Scherbel firffi Letter was presented from b?rs. J.C. Scherbel, of St Paul, run cA~im declining to oay for afire run performed by the Falcon Heights dropped Fire Department on August 17, 1953, to the Scherbel car at a point on Snelling Avenue near County Road B., our Fire Department having responded to a phone call from St Paul police that the Scherbel car was on fire on Snelling Avenue somewhere south of County Road B. The Scherbel letter stated that the Scherbels did not request tLL'~e service. On advice of our attorney, it was agreed to drop the matter. Audit attorney Graham's letter of November 2l~, 1953, was read, proposed expressing the opinion that the status only requires the council to make a "thorough examination of the accounts" of the retiring treasurer, not necessarily requiring an audit of those accounts. The Clerk and Treasurer then reported on their separate contacts with the Public Examiner's office relative to the proposed audit of Village accounts, presenting such information as they had .developed as to coverage and cost of a complete audit as compared with an audit of limited scope. Also letter of December 2, 1953, from the Public Examiner as to an audit of limited scope, was read. It was also stated that the co~cil may request at a nominal cost the services of a representative of the Public Examiners office to verify funds on hand with the retiring Treasurer and acceptance of same by the incoming Treasurer. It was then agreed to ask the incoming Treasurer to attend the next meeting so that he might participate in final discussion of the matter. `~ ~~ Stop Signs, The Mayor reported that request for a four-way stop at Hamline Hamline & and Hoyt had been denied by the City of St Paul on the basis Hoyt of a traffic survey at this intersection. Hustrulid Letter of November 28, 1953, from Andrew Hustrulid accepting? accepts his appointment as Village Trustee for term expiring in Trustee January 195b, and offering his resignation from the Fire appt. Department committee. Stewart moved acceptance of Hustrulid's resignation from said committee. Seconded by Lindig and so ordered. Columbia Transit Letter of November 2, 1953, from the Columbia Transit Corporation, Corporation of St Paul, was read, requesting a permit to operate school buses School buses in Falcon Heights. Our attorney was asked to check the statute covering this and to reply to the Columbia Transit Corporation letter. Defective Letter of December 2, 1953, from Hewitt Robins, Inc., Buffalo, N. Y., Fire hose reporting that the section of fire hose returned by the Village was found to be defective by their factory inspector, and that they were arranging to ship to the Village prepaid a new 50-foot length of hose in replacement. r_ I `~ To return Treasurer Van Hoven inquired as to whether he may be authorized Certified check, to return certified check hTo, 18037 for 450.00 received from Fire hose bid Hewitt-Robins, Inc., with their fire hose bid. Henry moved that the Treasurer be authorized to return said check to Hewitt- Robins, Inc. Lindig seconded and so ordered. Special Assessments n ~~`~ ~ .V ~R_; '+ i f Treasurer Van Hoven inquired as to whether balance in the special assessments fund, including payments for alley improve- ments and for Larpenteur curbing received prior to the time when unpaid assessments were certified to the County Auditor, should be transferred back to the general fund. After discussion, it was agreed that the clerk should check the minutes as to what was stated when the transfer was made originally out of the general fund and into the special assessments fund. Permit for Letter of December ?1 from Attorney Graham was read as to his Bottled Gas opinion that Sec. 1-3 of Ordinance No. 23 requires that a permit burner be taken out whenever a bottled gas burner is converted over to conversion natural gas. Dop_s wounddd Complaint was reported from Mrs. Donald Roth, 1870 Tatum, with air rifle relative to dogs in her neighborhood being wounded by a neighbor with a high powered air rifle. The clerk was directed to inform Mrs. Roth that the dog owners may have cause for a civil suit and that they should see their own attorney. Water from Natl Tea Store down-spout running into alley al~c~ererac , State FDrgl~shool Henry reported that water from the down spout at the northeast corner of the National Tea Store was running into the alley. The Clerk was asked to write the property owner's r epresentative, Don Julep, to have the condition corrected. Fire Chief Swanson's letter of Dec. 8 was read, asking authority to use one engine and four volunteers for participatin, in the State Fire School evolutions and drills, Apr.26-30,195 on the University's Agricultural Institute Campus. Olsen was elected Village Treasurer for a term of two years. Donald E. Nelson was elected to the office of Justice of the ` Peace for a term of two years. Henry J. Dachtera was elected Village Constable for a term of two years.
