Meeting called to order at 7;l~0 P.M. and minutes of regular meeting, Dec. 9, 1953,
and of Canvassing Board meeting, December 9, 1953, were heard and approved as read.
On motion by Shavor, seconded by Hustrulid, the following bills were ordered paid;

Gibbs Richard. De Witt, caretaker of the Gibbs Homestead, property of the
Homestead Ramsey County Historical Society, appeared before the council to
request a 90-day extension of a permit granted Sept. 22, 1953, for
using a trailer as living quarters for himself and family while
the Gibbs Homestead building is being remodeled, Shavor moved that
the permit be extended for 90 days, Seconded by Henry and so ordered.
League. of Mrs. Lucille Moe and ~~rs. Vera Thorne, representing the Provisional
Women Voters League of Women Voters of Falcon Heights, appeared before the council
apologize in connection with an article published in the League of ~`+omen Voters'
column, in The Rose Tribune, of Dec. 10, 1953, reporting on the
December 9, 1953 meeting of the council. A letter signed by Lucille
Moe, President, was presented and read, ofrEering the Provisional
League's apology for the report as published. A copy of the League's
statement to The Rose Tribune for the purpose of correcting the
incident so far as possible, also was read.
Barthel Building Inspector Christensen reported request from the o~rner of
Villas Lots 2 and 3, Block 1, Barthel Villas, to divide this property into
3 lots so as to provide for three homes, one on each lot. Since the
three proposed lots would not conform to the lot width requirement
under the ordinance, the building inspector was informed that he is
without authority to issue the permit. Attorney Graham advised,
howezer, that the owner may file a request for variation from the
ordinance if done so in writing to the council.
Lindig The Building Inspector also reported that Lindig's Midway Greenhouses,
permit Inc., had filed application for permit to move a building on Lindig's
property so as to provide .a basement and foundation for same, also
for constructing a small conservato-ry or green house to be attached
to said build ng - t e u ldings to be on property of the owner which
is now zoned ere were no objections, but the council
agreed that Mr. Lindig should be asked to submit plans and specifications
as required by the ordinance.

Civil Mary Lee Kruglak, Civil defense Director, V~omen's Division,
Defense reported receiving dust recently a letter from the State Civil
Defense Office dated October 1, 1953, referring to availability
of federal funds, provided such funds were used for certain
Civil Defense pur~ uses for the Villageand that the Village would

Defense Defense Director, was read relative to the need of a volunteer
training specialist for development of a first aid station.
Treasurer l~lilliam F. Olsen, incoming treasurer who will take office
Jan. 2, 195L~, appeared before the council to participate in
a discussion of matters pertaining to his taking over the
duties of treasurer, Treasurer Van Hovers summarized what
had transpired at the December 9, 1953 meeting with respect
to coverage and costs of a complete audit of Village accounts,
also audit of limited scope. The proposal to have a representative
from the Public Examiner's office verify funds on hand with the
retiring Treasurer and acceptance of same by the incoming
Treasurer was also discussed. r,~r. Olsen then stated he would
accept custody of the funds and accounts of the Village as
turned over to him by~Treasurer Van Hovers without the services
of the Public E:xaminer's office.
School Copy of Attorney Graham's letter of December 10, 1953, to
Bus Martin E. V~alsh, Pres., Columbia Transit Corporation, St Paul,
operations stating in answer to the Corporation's request for a permit,
that "Under our interpretation of the law, no permit is necessary
for the operation of a motor vehicle on the Village streets if
that motor vehicle complies with local regulations as to speed
and manner of operation and. any load restrictions which. are
applicable."
Air In connection with complaint of }Ars. Donald Roth, 1870 Tatum
rifle about dogs being wounded by a neighbor with a high-povrered air
rifle, Attorney Graham reported there is a state law making it
a misdea~aanor to discharge an air rifle in a public place where
there is any person to be endangered.
Master Ga.s On motion by Henry, seconded by 5havor, it was voted unanimously

Special On the question of whether the balance in the special assessments

unanimously to authorize temporary transfer from the general fund.
to the special assessments fund of X16,300.00 to cover the estimated
costs of the Larpenteur Avenue curbing pro3ec t and of the seven-alley
improvement pro3ect, to be assessed against the benefited property -
said amount to be returned from the special assessments fund to the
general fund as soon as collections are made from such assessments."
Treasurer Van Hovers then pointed out that at the present time there
are approximately ~5,600.G0 in the special assessments fund. He
asked the council whether or not a transfer back to the general
fund should be made or authorized at this time. After discussion,
it was concluded that no transfer back should be made at this time,

but it was also pointed out that the fund should remain a special
assessments fund in accordance with the original intent, and should
not without further council action become a permanent revolving fund.
Regn. X17 Requisition No. 17 covering supplies for the Clerk's office and for
a, 18 the Dec. 8 Village Election, also Requisition No. 18, for Fire
Department supplies, were considered. On motion by Henry, seconded
by Hustrulid, said requisitions were approved.

?~4eeting called to order at 7:10 P.B6. Roll call was then taken, recording all
council members present, including Robert E. Stenzinger, Mayor; Trustees, George
J. Shavor, Andrew Hustrulid, and David P. Cartwright, and Clerk, Clyde J. Stewart.
Also present were William E. Olsen, Treasurer, and Village Attorney, Frank N.
Graham.
Minutes of December 22, 1953, were heard and with reference to 'Lindig's permit'
page l~31, statement with regard to property zoned commercial was corrected to
read zoned "farm residence." The minutes were then approved as corrected.
Summons re In connection with the summons dated December 2lt, 1963,
registering naming the Village of Falcon Heights a defendant in the
title Maple matter of application of Cetem Realty Corporation to
Knoll Addn. register title to Clapp-Thomsen "P~iaple Knoll°t addition
Attorney Graham's letter of January 11, 195l~, was
summarized, the attorney reporting that since the Village
has no interest in the property he would not advise putting
in an ansvrer to the summons, and that while he knew of no
special assessments against the property that the clerk
could determine this. Cartwright moved approval of the
attorney's recommendation subject to check by the clerk of
any special assessments against the property. Hustrulid
seconded and motion carried unanimously.
Doan spout Letter from the ~Pd,F. 5tepnitz Agency, by Don Julen,
water, Natl. relative to water from the down spout at the northeast
Tea Store corner of the National Tea Store running into the alley.
Shavor moved that the Stepnitz Agency be asked to connect
the downspout to the underground drain as early in the
spring as possible, Seconded by Cartwright and so ordered.
