Stenzinger, Pfiayor; George J, Shavor, Trustee; Andrew Hustrulid, Trustee; David P. Cartwright, Trustee; Clyde J, Stewart, Clerk, Also present - 'itilliam E. Qlsen, Treasurer, and Frank N. Graham, Attorney, ~~finutes of regular meeting January 27, 19511, and of special meeting, February 5, 19511, were read. Minutes of January 27, page l~la2, re civil service, were then corrected in two places to read ~~a 3/5 vote" instead of na 2/3 vote" of the council. The mines of January 27, 1951,, as corrected, and of special meeting February 5, 19511 `ywere then approved, Stepnitz Letter of February 9, 195!1, was read from VF. F. Stepnitz Agency, Rezoning enclosing plat showing four irregular pieces of property bounded by Snelling Drive, Larpenteur, Arona and Idaho avenues, owned . by the Associated Investors, Inc., which the owners wish to rezone for development purposes. After discussion, Hustrulid moved. that the letter and plat be referred to our Planning Commission for recommendation. Cartwright seconded and motion carried unanimously. Letter was read. from the I~,innesota Safety Council, dated January Minn. 27, 19511, relating to completion of annual reports for traffic Safety safety contests, and information needed in this connection from Council Falcon Heights when qtr. R, V. Juetten, Assistant Secretary of the Minnesota Safety Council, will be in the Village on Tuesday, March 2, 19511. on motion by Cartwright, seconded by Hustrulid, it was voted unanimously that the Clerk secure the necessary information for completing the form and returning same to the Minnesota Safety Council. The clerk explained that it. had been reported to him that the party for whom this information had been developed., Per. Gerald Anderson, was no longer interested in the property, and further explained. that another interested party, Mrs. Cassi~.~, upon learning that the lot ad3acent to Lot 2 on the west was Village , owned, stated they could make their own arrangements with the 'rater Department for the extension. Cartwright then moved that the matter be tabled. Seconded by Shavor and so ordered. . Fire Engineer- Subscription for our Fire Department to the magazine, Fire ing magazine Engineering, for one year at X3.50 or for two years at X6.00, was considered. Cartwright moved renewal of said magazine on the tiro-year basis. Seconded by Hustrulid and. carried unanimously, f ~ Fire protection Correspondence relative to Lauderdale's Ordinance No. !~0 to Lauderdale's authorizing the annexation of lands described therein to annexed area the Village of Lauderdale, effective February 15, 195, and informal approval by the Falcon Heights council of extending fire protection to the area annexed, subject to consideration of an adjustment of our standby contract because of the additional fire protection responsibilities. After discussion, Cartwright moved that papers in this connection be referred to the Fire Department committee for recommendation, Seconded by Stenzinger and so ordered. Competitive •In connection with bills, Stewart reviewed procedure followed bids on in making Village purchases at a saving by securing competitive Village purchases bids on various items, He stated that fire maintenance purchases were by far greater than in any other department and that spot checks of fire maintenance bills he had made convinced him there were opportunities to save the Village money by securing competitive bids on stric8.y Fire Department items varying in cost from a few dollars up to amounts under X504. Ne suggested that it would be in the best interests of the Village if the paid firemen would utilize their time • and the Village phone to secure such competitive bids by calling three or more firms handling the same item. Stewart also stated that the matter had been discussed with the State Public Examiner's office, that they strongly approved the plan and suggested further that the paid firemen keep a record of such competitive bids, shov~ring names of the firms and prices quoted. After discussion, Shavor moved that the ~~E'a Competitive suggestions, together with files in this connection, be bids - Village referred to the Fire Department committee for study and purchases recommendation. Hustrulid seconded and. motion carried unanimously. Earlier Hustrulid moved that the council try to adjourn its Adjournment meetings in the neighborhood of 11:00 P. M., calling a special meeting if necessary to complete unfinished business. Cartwright seconded and motion carried unanimously. Fire Department The Mayor announced that the regular order of business report and proposed would be dispensed with at this point in order to give ordinance revision Councilman Shavor an opportunity to present a report on the Fire Department and a proposed ordinance revision. Presentation In this connection, Shavor read an introductory article which he had. prepared for publication in The Rose Tribune, but said time did not permit, getting it in the paper. He then read a report on the Fire Department: based on a study started about a year ago, covering operations and activities of the department. for 1950-51-5?_ R• 53. He also read a proposed ordinance revision, and then moved that. said report, ordinance revision and other information,(copies of which were furnished to each member of the council) Referred to be referred to the Fire Department committee for study and Fire Dept. recommendation. Seconded by Hustrulid. Stenzinger spoke committee briefly on the duties of the paid firemen and Fire Chief., The previous question was moved and the matter was ordered referred to the Fire Department committee by a ~t/5 vote of the council, the Mayor voting no. Ask Fire Chief Stenzinger then moved that the clerk be instructed to write attend ordinance a letter to the Fire Chief, requesting that he be present revision dis- at the meeting of the Fire Department committee for any cussions, discussion of the proposed amendment to Ordinance No. 1. Seconded by Cartwright. Amendment Stewart moved that said motion be amended by adding the voted. following clause: '~At such times as the Fire Department, committee requests." h':otion to amend was seconded by Shavor and carried by a !~/5 vote of the council, the ~Tayor voting no. ~ vote on the motion as amended was then called for and carried by a I~/5 vote of the council, the AA.ayor voting No. 60 persons Some 60 persons were present. and discussion was held by the present council whether they would be heard at this time or at a regularly publicised hearing for the purpose. Cartwright then moved that all interested persons be allowed to speak on tkie report for not more than 5 minutes each. Clarence Rekstad first to speak from the floor, sated he did not know about a hearing to be held at this meeting and that hs had not been invited to attend any. He urged that the matter be considered at a properly publicised hearing. against the report Those speaking against the report and proposal were: ~ ~ ,y Against Henry Dachtera, Jane Sanderson, H. P, Bruncke and Earl report Grumke. Kenneth Hanson asked if the proposed. ordinance revision was for getting rid of Fire Chief Swanson. Dr. D.G. Canfield stated he realized we had one of the best fire departments in the state, but did not think we could afford one. suitable for a community of 50,000. He also expressed the wish that the Fire Department committee would hold a public hearing on the matter. Lorris l~illiams said that after five years of operation it was time to review and to look over things to see what improvements, if any, could be made, and that he thought Councilman Shavor should be complimented on the Fire Department report and information he had presented. James t'~'hite spoke of the need of allowing the people to be heard on such matters. JVith regard to a statement that many of the people present had attended a previous meeting, the Clerk asked the Mayor what he knew of such a meeting. 1!~r, Earl Hanscom, 17t~7 Holton, replied that the meeting was held in his home because of rumors about the Fire Department proposal that 1~r. Shavor was to present. He added that after hearing the proposal he now felt there is nothing to be excited about since it is intended to hold a public hearing; on the whole matter. Fire Department Cartwright submitted report of the Fire Department committee, Committee report reading the minutes of a meeting of said committee held on February 8, 195.. He then furnished a copy of the minutes of the February 8 meeting to the clerk for his file. Stewart moved that the Fire Department committees report as submitted be accepted, St,enzinger seconded and motion carried unanimously. Ordinance No. 2b The proposed ordinance was read, After discussion, Gartwright_ adopted moved adoption of Ordinance No. 26, AN ORDINANCE PROVIDING FOR CTVIL DEFEi~SE AND FOR PROTECTION AND PROMOTION OF PUBLIC SAFETY, HEALTH, AND V4F;LFARE iii THE VILLAGE OF FALCON HEIGHTS DURING CIVIL DEFENSE F~uIERGLNCIFS. Seconded by Hustrulid and the following vote taken and recorded: Ayes: Sten~inger, Shavor,Hustrulid, Cartwright, Stewart Nays: None Ordinance No. 26 was then declared duly adopted by a unanimous vote and publication of same was ordered. 4d Railway Express As to proposal for securing overall Railway Express service service for the Village; Stewart reported that ~Ir. Bishop, President of the Falcon Heights Businessmen's Association, informed him that the proposal is favored by the Association and that they are acting on the matter. Requisition No. 23 Requisition rTo. 23, covering supplies needed by the Fire Department, was considered. Hustrulid moved approval of said requisition with the understanding that such items as light bulbs and electric lantern batter6~PSbe purchased from the General Electric Supply Co. in order to obtain 30~ dis~.ount allowed by our contract with said firm. Seconded by Cartwright and so ordered. J.P. report of Report of Justice of the Peace Lloyd Riley, covering fines traffic violations and costs for traffic violations thru January 11, 195, totaling X101.00, was noted by the council. Certificates of In connection with certificates of indebtedness in the Indebtedness securing amount of $20,000.00 on deposit as security for Village Village funds in funds in the Falcon Heights State Bank, the treasurer read bank exchanged for copy of his letter of February 2, 195It, authorizing the U.S. Treasury First National Bank of St Paul to exchange said certificates certificates due February 15, 195t~, for a like amount of D.S, Treasury Certificates at 2~~, due November 15, 1961, or equivalent. Cartwright moved. approval o.f the Treasurer's handling of the matter as of February 2, 195. Seconded by Stenzinger and carried unanimously. Bond interest ~ The treasurer then presented bond a~ interest and service service charges charges due the First National Bank of Saint Paul on March 1, due 1st Nail 195, on issue for Village Hall and Fire Station in the Bank of St Paul amount of X225.00 and for Fire Eouipment bonds totaling 417.00.
