Stenzinger, Mayor; George J. Shavor, Trustee; Andrew Hustrulid, Trustee; David P. Cartwright, Trustee; Clyde J. S+ewar+., Clerk, Also present, Gilliam E. Olsen, Treasurer, and Frank N. Graham, Attorney. Minutes of the February 2l~, 1954 meeting were then heard and approved as read. ?:iron. Taxpayers Letter and questionnaire from the P:Sinnesota Taxpayers Association, Association of ?Minneapolis, was read and discussed. The Clerk was asked. to check with the League of Minnesota Municipalities as to said Association. Municipal Letter of February 26 from the League of Minnesota 'Municipalities, Short relating. to municipal short courses, was read. Courses Requisition covering supplies needed by the Fire Department was considered. No. 25 Hustrulid moved approval of same, seconded by Cartwright, and so ordered. H.P. 3runcke, 1710 N. Albert, representing residents in Larp ~ Albert his area, referred to complaints about operations of the new Shell service station at Albert and Larpenteur, especially as to its bright lights, ;~°r. Bruncke said the station remained open from 6:G0 A.~~a. until about 10 o'clock at night, and that .the station area was used for parking trucks overnight, He called attention to the increasing number of filline~ stations in the Village and inquired whether these could not be regulated by ordinance, Attorney Graham advised that filling stations' could be regulated as to lighting, and hours of operation, The ?;~ayor reported that after contacting several residents who had comAlained about operations of the new Shell station, that he and Trustee Cartwright talked vrith the station operator, 'Mr. Earnest E. Taylor especially as to parking of trucks, and that. ?~r. '"aylor was in accord with a suggestion to plant trees so as to screen ov~w~r-, ~ ~ •) view of the trucks, which Mr. Taylor ~~ama~g~a~ were owned Sh ll S by customers who are continuing their patronage at his new e ervice location. 'Rr. Taylor then appeared before the council, stating Station it looked like he had gotten into a hot sp©t, but that he was a married man and was trying to make a living. Said the mat±•er of lighting should be referred t.o the Shell Oil Company, and that, in connection with the proposal to regulate hours that zt eventually it was intended t.o be a 2t~-hour station according to his information. As to the trucks, he said these were parked on the premises, not on the street, but that he wanted to be fair and was willing to cooperate on planting of trees or in any way that. he could. Followine a discussion of regulating service stations by ordinance, Stewart moved that. our attorney draft and make available to the council for study a proposed ordinance licensing gasoline filling stations. Cartwright seconded and motion carried unanimously. Stepnitz a'~ith Eespect to the proper t,; bounded by Snelling Drive, Larpenteur property ik~x, Arona and Idaho avenues, which the owners, the ~dssociated rezoning Investors, Inc., wish to rezone for development purposes, it was agreed to inform the ovrners in accord with recommendation of the Planning Commission, that the established procedure for rezoning be followed after a specific proposal for development of the entire property is submitted. Fire Dept. Trustee Cartwright reported tha± the Fire Department committee Committee has not met to act upon matters referred to the committee because one of its members has been out of town. Driveways, bl k i Street Commissioner Seaborn reported on calls he had received ac topp ng regarding blacktopping of driveways between the street line and owner's property line which the council had ordered dis- continued October 13, 1953. After some discussion, our attorney was asked to check the statute and to report on what the responsibility of the Village is in this connection. Tree trimming Seaborn urged adoption of an ordinance providing for uniform boulevard tree trimming and for assessing costs against affected property owners. It was agreed. to ask our attorney to check any statute pertaining to tree trimming, also to determine how • this is handled in the City of St Paul. Load limits Seaborn also reported that load limits, not over !~ tons axle weight, as prescribed by State Law, have been made effective on Village streets. Insurance In connection with a discussion of possible savings on Village insurance premium costs, Cartwrig_.ht moved that the clerk be authorized to turn over to T~s~r. `,~d.A. ~"ortenson upon proper receipt all Village insurance policies for the purpose of making an insurance audit and recommendation. St.enzinger seconded and motion carried unanimously, Civil Defense The IuRayor reported on meeting with ?ti4r. Kruse, Civil Defense director, who he said will present a proposed Civil Defense plan for council consideration in the near future. Also as to meeting with State Divil Defense representativas about securing Civil Defense equipment. Police The Mayor also reported that he had met with Sheriff C,ibbons and had discussed the matter of policing the Village with him. ~~ 1 1 Request of Robert In connection with. the request of ~?r. Robert P. Cassin E. Cassin to pur- to purchase 10 ft. of Lot 1, Rlock 10, Northome 2nd chase 10 ft. of Addition, which is Village property, the report of the Lot 1, Falk 10, Planning Commission, dated :arch 3, and letter of February Northome 2nd. Addn. 26 from the Village attorney pertaining t.o this :natter, were read. After discussion, Hustrulid moved that ~qr. Cassin's request be denied because the council feels that said land is needed for public purposes, also that no building permit for a house on Lot 2 can be issued without council approval and that no filling can be done on said lot without a hermit from the council. Shavor seconded and motion carried unanimously. Nor. States Power The Clerk reported that Mr, Tretter of the Northern States proposal re street Potiver Company planned to attend our Larch 21t meeting to lights explain a proposal whereby the Northern States Power Company offers to take over Villa~g street lighting on a 5-year contract providing for ~~re~luction in costs of about 96126.00 on the basis of 21 street lights, Pedestrian cross-walk, Mayor Stenzinger reported that in meeting with ~'r. Juetten, no parking Secretary, Minnesota Safety Council, that the latter suggested placing of no parking signs near our pedestrian crosswalk_ After discussion, Stenz~.nger moved that the matter of prohibi±ing curb parking of automobiles within no parking limits of the pedestrian crosswalk be referred to Mr. Chenoweth, County Traffic Engineer, and if agreeable to the county, that such signs be installed. Seconded by Cartwright and motion carried unanimously. League of ~~omen On motion by Hustrulid, seconded by Stenzinger, it was Voters voted unanimously to commend the Falcon Heights Provisional League of l~omen Voters on the League's very good work in preparing and making available the booklet, "Crossroa.ds to Convenience."
