?~eeting called to order at 7:30 P.'~., roll call recording all council members present
as follows: B.obert E. Stenzinger, ~~;ayor; George J. Shavor, Txnstee; Andrew Hustrulid,
Trustee; David P. Cartwright, Trustee; and Clyde J. Stewart, Clerk, Also present,
~;dilliam. E. Olsen, Treasurer, and Frank ~`~, Graham, Attorney.
Minutes of the March 10, 1Q5~ meeting were heard and approved as read.
Outside Letter from the Northwestern Bell Telephone Company relative
Public to installation of a~ou~~ide public telephone booth preferably
phone at a busy intersection, was read. The sheriff had previously
booth stated that such booth would be especially helpful in emergency
cases. The clerk reported he had talked the matter over with
?~4r. N.L. Hermes and that the latter inalicated he would consider
locating of such a booth on his property at Larpenteur and
Snelling. Stenzinger then moved that the Telephone Company
be referred to Mr. Hermes to check on proposed phone booth
locations on the Hermes property as well as elsewhere in the
Village. Cartwright seconded and motion carried unanimously.
Scarlet Letter from Dr. ~~~.5. 5~khorn about recording case of scarlet
fever fever at 1503 ~'q. Hoyt reported on ;'arch 5, 14S!~, was read
and ordered filed.

drainage as to a drainage problem involving possible damage to
problem shrubbery and trees on property south of the church, was
read. .After discussion, Shavor moved that, inasmuch as Garden
avenue is a Goun+,,y highway that the request be referred to ~`r.
A,D. Crampton, of the County Engineer's office. Seconded by
Stewart and carried unanimously.
Pedestrian ^.~~essrs. Bishop and ~'dinfrey, of the Falcon r?eights Businessmen's
cross-walk Association; p?r. rrl. Trett,er, of the Northern States Power Company;
and ivlr. ~rilliam Chenoweth, of the County Engineer's office,
appeared before the council to discuss ways and means of improv-
ing our pedestrian cross-walk in the Larpenteur ~ Snelling Avenue
business area. Suggested improvements included larger and
brighter colored warning and stop signs, installation of two
push-button cross-walk signals and better lighting of the area.
Also th at curb painting indicating no parking at, intersection
of Arona and Larpenteur be extended so that motorists making
turns onto Larpenteur at this intersection could see o~4-coming
traffic. w`:r. Bishop also said that having police officer
Earle Smith to enforce pedestrian cross-walk regulations in
the past had worked out very well and urged such policing be
resumed especially between It F.w=. and 5 P.;;~. In connec±,i on

better policing conditions and stimulate business in the

considerably with improved lighting, Installation of pedestrian
cross-walk signals, Chenoweth said, would identify t:he crossing
at all seasons. After further discussion, Stewart moved that
Trustee Hustrulid be requested to meat as soon as possible with
those representing the business property owners, businessmen,
the Northern States Power Company and County Engineer's office
for the purpose of studying the matter and bringing in a
recommendation to the council. Stenzinger seconded and motion
carried unanimously.
Pro posed street ?t"r. Tretter, of the Northern States Power Company, explained
lighting contract, the proposed contract which his Company offers the Village
Northern States at an annual saving of X5.00 per light on street lighting costs
Power Co. as compared with what is paid to the County at present for this
service. ~1r. Tretter said that Villages are entitled to a lower
rate since they are not spread out as the County is, Ne also
said that the County had asked the Northern. States Power Company
to try ar~'3 negotiate street lighting contracts with the villages
and townships. After discussion, Cartwright !roved that the
proposed street lighting contract be referred to our atto rneY
for study and report to the council at its next meeting.
Seconded by Stevaart and carried unanimously.
Tree Trimming Letter of L4arch 17 from Attorney Graham, as to trim-ning
trees adjoining the strEets, was read and discussed.
A question that. developed concerning branches of trees on
private property overhanging public property, was referred
• to our attorney for checking and report.
Blacktopping I~et+.,er of rdarch 13, 195 from Attorney Graham, relating to
private driveways responsibility of the Village to blacktop the portion of private
driveways from the property line to the paved or blacktopped
portion of the street, The attorney reported that the owner
has no right to require the Village to construct such driveway,
but that the abutting owner has such right to construct such
driveway subject to reasonable regulation by the Village.
After discussion, Stenzinger moved that the matter be referred
back to our attorney for takinp• up with the street commissioner
the question of whether or not an ordinance regulating construction
of driveways by permit is desirable, Seconded by Cartwright and
- carried unanimously.
Farney The request of ~:ir, Frank J. Farney, of February 2~a, 195~t, asking
Variation for permission to divide his property at Pascal and Roselawn into
request three separate lots with two facing on Roselawn and one facing
on Pascal (one of the lots as proposed being composed of only
9,900 square feet) was considered as a request fora variance
under Ordinance No, 17. Cm motion by Hustrulid, seconded by
Cartwright, the council found that the granting of such
variation would not affect adversely health, safety or general
welfare or public or private property, and voted unanimously

Shell service L.T. Gazink, 102 4'~. Larpenteur, asked to be heard regarding
station matters pertaining to operation of the Shell ser vice station
at Albert and Larpenteur, He asked that the bright lights
which illuminate the station be hooded. Referring to increased
traffic because of the service station, ~".r. Gazink said that
some kind of restrictions sh ould be imposed as to hours of
operation so that children in the area could get to bed at
a reasonable hour without the need of blackout curtains.
1~Rrs. ~'~illiam Paock spoke as to +he parking of trucks at the

Fire Dept.. Cartwright presented. copy of minutes of the Fire Department
Committee committee's meeting of March 22, 1951•
In connection with recommendations Aresented by John R. Rysgaard,
the council acted on the following:
On motion by Hust,rulid, seconded by Shavor, it, was voted un-
animously to approve purchasing procedure recommended by the
Fire Department committee as follows:
1. As to purchases of supplies or equipment from established
sources of supply, which have al ready been agreed uponby
the council, such as light bulbs; that the fire chief or
village cl erk may purchase the necessary items without
securing competitive bids.
2. Emergenc3- Fire Department purchases should be purchased by
the Fire Chief who shall secure prices from. at least three
sources of supply, unless the emergency is of such nature
that the equipment must be secured immediately. Unless
unreasonable due to the urgency of the purchase, the Fire
Chief should report the various prices available to the
Village Clerk and ask for his opinion on which item to
purchase.
Fire Dept. 3. Routine p~zrchases of supplies and equipment should be purchased

event the pez^son making the final purchase agreement, shall check
purchases with t:he other to be sure that. the prices and equipment are sat-

Chief or by the Village Clerk, at, least three suptiliers shall
be checked, and records of the respective purchase prices of
each supplier shall be maintained. Each record shall be avail-
able to the council if it is requested.
State Fire Chiefs' In connection with the dues for 1951 in the ?~innesota, Fire
Association dues Chiefs' Association for the Fire Chief and two assistan t
chiefs, amounting to X15.00; on motion by 8hatron~a~, seconded
by Bhst~a:z~ti~it was voted unanimously to approve recommendation
of the Fire Department, committee as follows:
That the dues or membership fee be paid and. that the
Fire Chief submit a request for approval before attending any
of the meetings, if the expenses of attending such a meeting
are t:o be paid by the Village. The Fire Ghief's r~:quest for
attendance at such meeting or meetings should include an
estimate of the mileage and all other costs.

Village of hauderdale; ~iustrulid moved that no monthly standby
contract charge of less than '150,00 be considered, and that,t.he Clerk
be requested to write a letter to the Lauderdale council,
advising them that Fire Department committee members, David
P. Carton==right and John R. Tysgaard, have-been appointed by the
council to meet with the Lauderdale Villa ge Council at its
next meetinp~ to discuss a proposed adjustment. of rates in
our standby fire protection contract, Shavor seconded and
motion carried unanimously.
Timing relay After discussion of our manually operated fire siren and
for siren proposal for installation of timinp~ relay eggpmen t; Nustrulid
moved that the Clerk secure three bids on same. Cartwright
seconded and motion carried unanimously.
Public Safety Stenzinger presen+ed and moved concurrence in a Public Safety
Committee proposal, providing for a Public Safety Committee for 19511,
appointed .?c to be composed of the Pllayor, ~~?r. Don Arnd± and ~r. 'eilton Bohn,
Public Safety said committee to study and -Hake recommendations ±.o the Village
proposal council on a.ll, utters relating to public safety except fire
