minutes of March 21~, 1951 meeting were heard and approved as read.
Cigarette Application of Michael Hadreas, together with check for X5.00
license, covering pro rated license fee thru June 30, 195., for license
Flameburger to sell cigarettes at retail at the Flameburgex, 1533 ~'~est
Larpenteur, was considered. On motion by Cartwright, seconded
by Hustrulid, it was voted unanimously to approve the application.
Fire Dept. On motion by I'_ustrulid, seconded by Cartwright, i±. was voted
Regn. #27 to approve Fire Departmen+., requisition No. 27.
Clerks was ordered approved on motion by Cartwright, seconded by
Regn. #25 Hustrulid.
Proposed Bldg., Joseph Cohen and his attorneys, Kaplan, Edelman and Kaplan,
SE corner, presented tentative plans for a proposed building, about 80x
Larpenteur R. 300 feet, to be erected on the southeast. corner of Larpenteur
Snelling and Snelling. The blue print showed the building would
accommodate a drug store, a women's apparel shop, a bootery,
super market and restaurant, with an off-street customer
parking area of about 111~x3b0 ft. D.gatters pertaining to the
present curb cut which would be in front of the proposed.

It was ap;reed that final plans would be submitted to the council
after the owners of the business properties concerned work out
arrangements for the flow of traffic so as to provide parking
facilities both in front of the properties and in the rear.

ordinance had been proposed, Attorney Graham said. this had
been done at the request of the council, and. he then summarized

his organization is interested in regulation of the industry

4'lilllam Nuot, 136 ~+est Larpenteur avenue, presented a
request.- variance request in writing, asking permission to erect, a
fence fence 44 inches tall along the front of a vacant lot, adjoining
143b 'est Larpenteur on the east, to protect: the Huot children
and others who use the vacant lot as a playground. After dis-
cussion of the request, the following resolution, on motion by
Shavor, seconded by Stewart, was unanimously adopted:
Resolution Ft:~SOLVED, that the council finds granting of permission to
Mrs. Huot to great a ranch-style fence, painted white, un to 44
inches tall, on the vacant lot to the east of her home at 11x36
~yest. Larpenteur, will not materially affect adversely health,
safety or general welfare or public or private property, and
that the request for variance is hereby granted,
Inquiry re J. A. tiFvhite, 1716 N. Albert, asked if there was anything about
proposed service parking of trucks covered in the proposed ordinance for licensing
station ordinance filling stations. Ne was informed that tYie council has the
authority to include such a provision.
Permit, Fa1.H±,s. Building Inspector Christensen presented application for
Schl. addition building permit, covering a proposed addition to the Falcon
Heights grade school Hustrulid moved that the permit be
granted. without fees, Stenzinger seconded and motion carried
unan imously.

Residences not After discussion relating to two residences reported by our
completed building inspector as not completed, one at 1529 'hest Iowa,
for which building permit was issued two years ago, and one
on Roselawn between Tatum and Fairview, for which permit was
issued in 194b, it was agreed t.o ask our attorney to check on
how similar situations are r~andled in St Paul.
Fence on In connection with. fencing located on the Roselawn avenue
Roselawn right of way at 191lt Arona, S+ewart. moved th?t the Clerk be
right-of-way requested to write a letter ±o ':?r. Jos. Lukoskie, 1911 Arona,
asking that he remove his fence from the Roselawn Avenue
right of way to within his property line and swing the gate
in on his own property. Seconded by Ster.zi,Zger and motion
carried unanimously.

Fire equipment A list of~fire equipment items recommended By:cthecF.~~e}~Depart-
recommended men t committee at its April 1, 195 meeting with one committee
member absent, was discussed, with Fire Chief Swanson providing
information on chemox masks and fire hose requirements, In order
that the list could be referred to the absent Fire Department
committee member, the matter of acting on the proposed fire
equipment was deferred, with consent of the Fire Chief, until
the next council meeting.
Pedestrian Nustrulid reported on meeting with representatives oftbe
cross-ti°ralk business property owners, business men and Northern States Poo•:er
area lighting Company as~.ass~ic on Thursday, April 8, 195 , in the office of
the 3u.F. Stepnitz Agency. He said Cdr. Chenoweth, of the County
Engineer's office, was not present. Lighting of the Larpent:eur-
Snelling business area and of costs in this connection, were
discussed.. It was then agreed, Hustrulid said, to have the
Northern States Pobver Company lighting engineer draw up a tentative
ornamental lighting arrangement for the business area, and when
completed, t;o have another meeting for a further discussion of
the mat+.,er.
Legislative The I:2ayor summarized ma±ters considered by the Legislative
committee committee at its meeting ?arch 30, 195-1, with respect to a
municipal liquor store, tuition for school children in University
Grove and Thatcher Hall, Railway Express delivery, license fees
from concessions on the Fair Grounds, and rates on natural gas.
In connection with the statute prohibiting the sale of intoxicating
liquor within one mile of the Uriversity Farm, the council concurred
in the committee's request to ask that the Village Attorney secure
an opinion from the Attorney General as to limits of the University
Farm for measuring purposes under the statute. ~ It was also agreed
that the Cle rk should advise the committee's Chairman that he is
authorized to consult the Village attorney on legislative matters
when necessary.
Culverts on In connection with culverts along Holton from Roselawn to Garden,
Hol+.on from the Street Commissioner recommended filling in ditches in this
Roselawn to area so as to eliminate cleaning out of culverts and providing
Garden better drainage. Consideration x~as given to ,•rlsether the abutting
property owners wish to make the improvement on an assessment
basis. The tlayor and Stxeat Commissioner agreed to talk with them
about the matter.

Legion Pos t In connec±ion with request of the Last Side Post No. 358, of
request to the American Legion, for license to sell beer on the Fairgrounds
sell beer on P,?ay 8 and 9, 195, Hustrulid moved that our attorney write
Fair Grounds a~~r. John A Carlson, Chairman of said Post, with respect to
governing provisions of Ordinance A1o. 5. Seconded by Cartwright
and motion carried unanimously.
Congregational Letter of April 9, 1951 from ter. A.D. Cramp±on, of the County
Church drain- Engineer's office, relating to the solution of the drainage
age problem problem on lots south of the Congregational church, was read.
Shavor moved that copy of ~Ir. Cramp ton's letter be sent to
Ihr. b~arkentien, Chairman of the Church's Board of Trustees.
Seconded by Hustrulid and motion carried unanimously.
Alley adjacent The Clerk reported that in discussing with ~~~~r. Carley, engineer,
to business area the condition of the alley adjacent to business property north
north of Larpenteur of Larpenteur, that Mr. Carley said he had completed a survey
of the alley last fall. After discussion, Cartwright moved
that i~dr. Carley be asked to attend our next meeting for the
purpose of reporting on the survey and for making recommendations.
Stenzinger seconded and so ordered.
Street Lighting The attorney reported favorably on his examination of the
Contract proposed street lighting contract with the Northern States
Power Company. After some discussion, the following resolution
was on motion by Shavor, seconded by Stewart, adopted by a
unanimous vote:
Resolution RLSOLV.`r.;D, that the Village Council of the Villa~?e of Falcon
Heights, Ramsey County, ~~innesota, hereby accepts the offer of
the Northern States Pawer Company, a ~":innesota corporation, to
furnish illumination for street lightinv produced by
21 - 6000 Lumen Lamps
all located or to be located in said Village, and hereby approves
all rates, terms, conditions and specifications contained in the
proposed form of OVERHEAD STREET LIGHTING CONTRACT made a part of
the offer of said Company, a.nd the Pviayor and Village Council and.
the Village C1 erk are hereby authorized and directed to execute
the aforesaid contract for and in the name of the Village and affix
the corporate seal thereto.
