Meeting called to order at 7:l~0 P.lu±. , roll call recording the following council
members present: Robert L. Stenzinger, Mayor; George J. Shavor, Trustee; Andrew
Hustrulid, Trustee; David P. Cartwright, Trustee; Clyde J. Stewart, Clerk, Also
present, Frank N. Graham, Attorney. Absent: William E. Olsen, Treasurer
Mosquito Letter of hay 2~t from Mrs. Doug Fell was read regarding the
problem mosquito problem and her request that spraying be done to
control them. After discussion, Cartwright moved that Mrs.
Fell's request be referred to Trustee Hustrulid for checking
and that the Clerk acknowledge receipt of the letter. Shavor

Dairy Way Application of Robe
t
E. Strom, 2106 Goodrich Avenue, St Paul,
to operate a Dairy Way at 1702 N. Snelling Avenue, together
with check for X10.00 covering pro rated license fee for period
June 1, 195l~ thru June 30, 1951, was presented. On motion by
Hustrulid, seconded by Cartwright, the application was approved.
Hall Heating:. _ Mall Heating Company, 371 University, St Paul, application for
M,G.I. lic.#23 Master Gas Installer's license for pe~~Q~:June 9 thru June 30,
1951-~, with check for 9510.00 covering pro rated fee, was con-
. sidered. Cartwright moved that the Clerk be authorized to issue
said license, seconded by Hustrulid, and so ordered.
Twin City T~in~ City Furnanee Company application for Master Gas Installer's
Furnace Co. license for period JuL~e 1, 1951 thru June 30, 1955, .together with
M.G.I. lica~#2!~ check for $525.00 covering fee was considered., and on motion by
Hustrulid, seconded by Cartwright, was ordered approved.
Diamond Engr. Co. Stenzinger moved that application of the Diamond Engineering Co.
MGI lic. #22 for Master Gas Installer's license for period July 1, 195l~ thru
June 30, 1955, be approved as issued on June 3, 1954. Seconded
by Hustrulid and so ordered.
Gasoline service The clerk reported receipt of one application to date for license
station applic. to operate gasoline service station; viz, from the Shell Oil
for license Company. Cartwright moved that said application be filed until
next meeting. Shavor seconded and motion carried.
Industrial Letter from Chamber of Commerce, St Cloud, re Central Minnesota
development.. Regional Industrial Development Conference, at Hotel St Cloud,
conference, Tuesday evening, June 22, was read and ordered filed.

Board of In connection with Board of Review meeting, it was agreed the
Review Clerk should ask the Village assessor to let us know when
books can be secured from County Assessor's office.

Minn.State Consideration was then given to the following five claims from
Fire School Volunteer firemen, Earl Grumke, Henry Dachtera,. John Rysgaard,
per diem G. Baden and Robert Dowdell, each for per diem payment of X15.00,
account attendance at Minnesota State Fire School evolutions,
April 26, 195• It was reported that while the council had
authorized attendance of four volunteers at said School that
five volunteers had attendedii[ In connection with the question
of per diem payments claimed, it was found that Fire Chief Swanson
Letter to had made a written request under date of April 1, 195t~, to the
Mayor Mayor for the $15.00 per diem allowance, but a check of the minutes
disclosed no council action on such a request, A~t~~ some dis-
cussion as to the legality of allowing per diem, Cartwright moved
that payment of expenses in the amount of X60.00, which would be at
the rate of X12.00 for each of the five volunteers who attended,
be approved. Stenzinger seconded and motion carried unanimously.
The Village attorney was then requested to get an interpretation
from the Attorney General to determine whether Sec. l~38.11 of the
Minnesota Statutes authorizes payment of a per diem to firemen who
receive a monthly salary from a private employer.
Public Safety Don Arndt reported to the council on special Village police
operations started May 19. He stated that if residents before
leaving on vacations will notify the police, theyr will be glad
to check on such properties during absences. Residents absent
on vacations or for other reasons .should not allow their property
to appear vacant by permitting newspapers to accumulate, etc.,
he said. In this connection, Arndt reported one break-in this year.
Falcon Hry In connection with peo~s~ting the surface above the boiler at
Cleaners gas the Falcon Dry Cleaners in accordance with Sec.l~-28 of the
installation Building Code ordinance, Building Inspector Christensen reported
that he and the Fire Chief had made an inspection of this and
found the ceiling above the boiler properly protected with transite.
Building permit Building Inspector Christensen reported that Oscar J. Husby ~ Sons,
violations contractors, had twice commenced donstruction work within the Village
without first obtaining building permits from the building inspector.
The Clerk was asked to write Husby :~ Sons , calling their attention
to this report and advising them that any further violations of the
building code by them will be prosecuted..

Building The Clerk also was asked to write a similar letter to George fit.

the petition, quoting Mr. Carley's report. Stenzinger seconded
and motion carried unanimously.

Maple Engineer Carley reported that he had talked with the party who is
Knoll installing dry wells in the Maple Knoll area, It was 'Drought out
that an easement had been given to the Village to insure flash
flood protection. This. easement affects 15 feet of Lot 3 and 15 feet
of Lot 1t, lying on either. side of the line dividing these two
lots. Attorney Graham stated he had the copies of these easements
in his office and would turn them over to Engineer Carley. The
Engineer recommended that a 12-inch overflow pipe, !~0 f t. in lengtr,
be extended to the north on the above mentioned lot line, and the
engineer was asked to contact the developers with that plan.

Klatt Engineer Carley then discussed. the proposed platting of a portion
property of the Klatt property north of the Falcon Heights grade school.
It developed that Mr. Klatt had not told Mr. Carley all about the
problem of extending Ruggles street to the west. Mr, Carley
asked the council for tentative approval of the general layout
subject to satisfactory arrangement for the streets and drainage,
which would be submitted later, but previous to submittal of the
final plat. The council took no action in the matter.
Alleys to After discussion, Cartwright moved that the Street Commissioner
be oiled be authorized for 19511 to order oiling and sanding of alleys that
come up to required specifications and that he report each year
on any new alleys to be included. Stenzinger seconded and motion

Fire Equipt. The clerk reported on the handling of competitive bids secured
bids by him and the Fire Chief on fire equipment items which were
recommended for purchase by the Fire Department committee and
ordered to be secured thru competitive bids by the council on

Fire Chief's was read, requesting that all purchases for the Fire. Department,
letter re excepting emergency purchases, be made by the Village purchasing
Fire Dept. agent or clerk. Hustrulid then moved that the Clerk make all
purchases purchases for the Fire Department excepting emergency needs in
accordance with the Fire Chief's letter. Shavor seconded and
motion carried ry a !~/5 vote of the council, Stewart recorded as
not voting.

Blacktop Letter from Mr. R.W. Wolfgram, 1530 West Iowa, together with
Iowa petition signed by Mr. Wolfgram and five others, requesting
repair of gutters and blacktopping on Iowa from Arona west
to dead end of Iowa avenue. On motion by Cartwright, seconded
by Stenzinger, it was voted unanimously to have the Street
Commissioner place order to have the work done, provided. he
felt it was reasonable.
Cigarette Application to sell cigarettes at retail for period July 1,
licenses 195l~ thru June 30, 1955, together with check covering license
fee of X12.00, was presented from each of the following;

Cartwright moved approval of said applications and that
list of said licensees be furnished to the Village police
for their information. Hustrulid seconded and motion carried
unanimously.
