Fire Chief's was read, requestinn that all purchases for the Fire. Department,
letter re excepting emergency purchases, be made by the Village purchasing
Fire Dept. agent or clerk. Hustrulid then moved that the Clerk make all
purchases purchases for the Fire Department excepting emergency needs in
accordance with the Fire Chief's letter. Shavor seconded and
motion carried t;y a 1~/5 vote of the council, Stewart recorded as
not voting.

Meeting called to order at 7:115 P.M., with roll call recording all council members
present as follows: Robert E. Stenzinger, Mayor; George J, Shavor, Trustee;
Andrew Hustrulid, Trustee; David P. Cartwright, Trustee; Clyde J. Stewart, Clerk.
Also present - Ydilliam E. Olsen, Treasurer. Absent -Frank N. Graham, Attorney.
Blacktop Letter from Pdr. R.W. Wolfgram, 1530 11~est Iowa, together with
Iowa petition signed by Mr. Wolfgram and five others, requesting
repair of gutters and blacktopping on Iowa from Arona west
to dead end of Iowa avenue. On motion by Cartwright, seconded
by Stenzinger, it was voted unanimously to have the Street
Commissioner place order to have the work done, provided he
felt it was reasonable.
Cigarette Application to sell cigarettes at retail for period July 1,
licenses 19511 thru June 30, 1955, together with check covering license
fee of $12.00, was presented from each of the following:

Sales Mgr. Mr. Fred G. Hodges, Sales Manager, Minnesota Fire Equipment,
Minn. Fire Equipt. presented samples of his Company's fire hose and described its
construction.
After discussion, Shavor moved that said bids and hose samples
be referred to the Fire Department committee for tabulation and
report. Hustrulid seconded and motion carried unanimously.
Fire Dept. per Letter of June 15 from Attorney Graham transmitting copy of
diem - Atty Gen. an opinion given by the Attorney GenEral, State of Minnesota,
opinion under date of June 14, 1954, relating to
payment of a reasonable per diem to members of afire department
while attending conventions, if those members are receiving a
fixed monthly salary from a private employer, was read.
Stenzinger moved that the letter be made a matter of record in
our files for future reference. Hustrulid seconded and motion
carried unanimously.

Maple Knoll In connection with taking care of the drainage of the low
drainage spot on the grade of Garden Avenue in the Maple Rnoll addition
in accordance with Engineer Carley's recommendation, the
Mayor reported receiving a call from Mr. Berland, contractor
for the Maple Knoll developers, that the original agreement
was for two dry wells to cost about $550.00, but that the
proposed plan requiring two catch basins, two dry wells,
connecting pipes, etc., would cost about $1,000, and that
with catch basin and dry wells and no connecting pipes the
cost would run around ~75C. Berland said they would go ahead
with Mr. Carley's plan and then bill the Village for some or
all of the extra cost, Stenzinger reported.

Hibbing Conven tion Bill for expenses of Fire Chief attending Minnesota State Fire
expense - Fire Chf. Department convention, at Hibbing, June 1Ct, 15 and 16, 19511,
was considered separately. After discussion, Shavor moved
that inasmuch as the Fire Chief was the only Fire Department
member attending the convention, with the result that the
expense for one man was higher than anticipated, that full
amount of the bill be paid, amounting to X50.35. Seconded by ;
Cartwright and motion carried unanimously. .
Street bill, in the amount of $398.28 for period April 26 to May 25, 1954,
leaving an available balance of $731.16 in 19511 allotment,
was noted.
Baseball Robert Moder, 1660 N. Lexington, St Paul, whp acted as a real
stadium estate agent in connection with proposed locations for a major
league baseball stadium near Como or Cleveland or north of the
State Fair grounds, appeared before the council regarding a
petition with 20 signers, which had been filed with the council
previously, protesting the action of the council on May 12, 19511
against the baseball stadium proposal. i~linutes of Iv~ay 26, 19511
recording unanimous action of the council in voting to file said
petition on the basis that it did not represent a majority of
opinion in the Village, was read for Mr. Moder. After some
discussion, the Mayor informed Mr. Moder that if he could get
a majority of residents to petition the council in favor of
such a stadium, ,that said petition would be given consideration.
Mosquito Hustrulid reported that the University estimated the cost of
problem spraying for mosquitoes would run around $2~0 to 9k~75 per acre,
and that a minimum of two sprayings per year would be required.
Hustrulid also stated that the effectiveness of such a program
would be questionable unless handled on a county wide scale,
Stenzinger then moved that the clerk reply to Mrs. Fell's inquiry,

Mosquitoes stating that the council had looked into the matter of spraying
(cont'd) for mosquitoes on a community amide basis, and that information
developed indicates costs would be prohibitive for Falcon Heights.
Seconded by Stewart and motion carried,
Parking trucks In connection with a petition dated May 18, 1954, signed by
at Falcon Oil Mr. M.G. h4iller, 13I~9 'California Avenue VGest, and ten other
Company residents, protesting daytime, overnight and week end parking
of car carriers and trucks at the Falcon Oil Company, Cartwright
reported that Lq.r. Husby told him only one transport truck is
parked at the station occasionally, and if this was not permitted
the truck would be serviced for gas and oil elsewhere. Cartwright
suggested that the petitioners be informed that there is question
whetherthe Village can legally ban such trucks, but that the
station owner, ~?r. Husby, has agreed to landscape the bakk of the
property with any kind of trees agreeable to the petitioners, and
if the petitioners will get together with ?~ir, Husby that. something
mutually satisfactory may be worked out. Shavor then moved that
the substance of Cartwright's report be transmitted to the first
signer of the petition. Seconded by Stewart and motion carried
unanimously.
Iowa home not As to petition signed by Mr. Mike J. Elnicky, 1532 Idaho Avenue
completed 'JVest, arxi 12 others, requesting the council to act in the matter
of Mr. James C, McGuire, 1529 `J`Test Iowa Avenue, not completing
the building on his property, Shavor reported that he and the
Mayor had been delegated to investigate the matter, and that the
owner promised to try and complete the building this summer.
The owner subsequently made some improvements to the garage and
lawn, Savor said. Shavor then moved that the clerk notify the
first signer of the petition of the action taken in the matter
and the promise secured from the owner. Seconded by Cartwright
, and motion carried unanimously.

Landscaping Shavor also reported. on proposed landscaping around the Villa ge
Village Hall Hall, to be done if possible at the same time the Farmers Union
Grain Terminal Association landscapes their adjoining property.
Costs, Shavor said, were roughly figured at ?150.00, including
sloping to Farmers Union Grain Terminal Association fence, 100
yards of black dirt an d 850 yards of sod, Shavor said he would
consult with Engineer Carley regarding establishing of the grade
and surfacing on driveways. Cartwright moved that establishing
of the grade and landscaping of grounds around the Villa ge Hall
be authorized, subject to approval of the Village Engineer as to
grades and levels, provided the cost is less than X500.00.
Seconded by Stewart and motion carried unanimously.
Chemox masks Recent competitive bids secured on fire equipment items by
the Clerk and Fire Chief were discussed, the Fire Chief
taking part in the discussion with reference to d~selosere
by someone of one of the Chemox mask bids to the Mine Safety
Company people. Because of this the Clerk reported he had
not purchased the two chemmx masks as yet. Stenzinger then
moved that the Clerk be instruc ted to purchase the Chemox masks
• within the next 30 days at the most reasonable price possible,
Cartwright seconded and motion carried unanimously.
4 p ~ Because of the Lauderdale mayor's absence, Stenzinger reported
O being unable to contact him on the matter of discussion with
the Lauderdale council a proposed adjustment of their standby
fire protection contract with Falcon Heights.
Standby contract, As to timing relay for siren at the fire station, Stewart
Lauderdale reported on bid received from Ernie Nelson covering
installation with three push buttons, one in office, 1 in
Relay -fire sta. dormitory and 1 upstairs, for ~c170.00. Stewart said. he
siren. had discussed this matter with John Rysgaard of the Fire
Depart~mant committee, who plans to report on other bids..
Fly problem Stewart reported on arrangements that had been made with
Fire Station Dr, L. Cutko~ap, Etymology Department, 5t Paul Campus,
University of Ivlinnesota, for inspecting the fly problem
at our fire station later on in the season when it becomes
troublesome, and for trying out a new spray at that time
which the Etymology Department is testing.
Civil Defense In connection with reporting on Falcon Heights participation
director appt. in the recent state wide civil defense operation, the Mayor
announced the appointment of George Swanson as Civil Defense
director, men's division.
Weed. inspection As weed inspector, Stenzinger reported on notifying owners
of properties infested with high weeds,
To Review Cartwright brot up the matter of asking the Village Planning
Zoning plan commission to review the overall zoning plan of the Village
with the idea of submitting recommendation to the council,
especially with respect to future business expansion on
Larpenteur west of Snelling, and so moved. Stenzinger seconded
and motion carried unanimously.
Park B~ playground Cartwright also brot up the matter of park and playground
development. After discussion, Stenzinger moved that Trustee
Cartwright be asked to head. a committee of as many residents
as possible to study the matter of establishin F parks and
playgrounds within the Village and to report back to the
council. Seconded by 5havor and so ordered.
