Meeting called to order at 7:l~0 P.M., roll call recording the following council
members present: Robert E. Stenzinger, Pdayor; George J. Shavor, Trustee; Andrew
Hustrulid, Trustee; David P. Cartwright, Trustee; Clyde J. Stewart, Clerk.
Also present -William E. Olsen, Treasurer, and Frank N. Graham, Attorney.
Minutes of June 23, 1951 were heard and approved as read.
M.G.I. Following Master Gas Installers' licenses, together with
licenses Nos. checks each for X625.00 covering license fee th ru June 30,
30, 31, 32, 33, 1955, were received and ordered approved on motion by

Regn. Nos. 33 !~ 34 Requisition #33, daily report forms for Village police,
and Requisition #3Lt, office supplies for fire department,
were ordered approved on motion by Hustrulid, seconded
by Cartwright.
Gas house connection Copy of Engineer Carley's letter of July 10 to the
damage to streets Northern States Power Company re damage caused to our
streets in making house connections for natural gas, was
read and the clerk instructed to check as to the Company's
reply.
Maple Knoll drainage Engineer Carley's Vetter of June 30, together with sketch
streets showing the plan which was used for drainage of the low
spot on the grade of Garden avenue in ~~iaple Knoll addition,
was considered. In connection with stabilizing the streets
in this area, Hustrulid moved that Carley be authorized to
inspect the work as it is being done. Seconded by Stenzinger
and motion carried unanimously.

Hustrulid moved acceptance of the Power Company's offer to
reimburse the Village for repairing said alleys and street
in the amount of ~55L~.00. Cartwright seconded and motion
carried unanimously.

Gas connection After discussion, Shavor moved authorizing the gas service
Village Hall pipe connection of 105 ft. by the Northern States Power Co.
in order to make natural gas available in the Village Hall,
only 65 feet of said connection to be charged for at the
rate of 90¢ per ft., or 358.50, Stenzinger seconded and
motion carried unanimously.
Proposed Cities Messrs. N.W. Seiffert and Grant May, representing the Cities
Service Oil Station Service Oil Company, 500 Robert Street, St Paul, stated
their Company would like to make application to construct
a gasoline service station on the southeast corner of Larpenteur
and Snelling. After discussion and checking of proposed plans,
dir. Seiffert and Mr, May were instructed to fill out an
application for building permit and to present same for con-
sideration at the council's July 28 meeting.
Klatt property Dwight Reichow, School Board member, and Conrad Klatt
appeared before the council in connection with the proposed
development of the Klatt property north of the Falcon Heights
grade school. After discussion, Shavor~moved approval of
the grades as shown on the plan, subject to approval of said
grades by Engineer Carley. Stewart seconded and motion
carried unanimously.

Plat - The plat of Klatt's Addition, received from the Ramsey Cow~ty
Klatt's Plat Commission, was referred to Attorney Graham with
Addition instructions to check our planning procedure and to send said
plat to our Planning Commission for their consideration.
Police Don Arndt submitted daily .reports for our three Village police
officers, showing number of arrests, patrolling, etc., and
answered questions in this connection.
Building Building .Inspector Christensen reported on a request he had
Inspector from a building contractor to fill in Lot 2, Block 10,
Northome Second Addition, to the property line with the fill
for the slope encroaching or_ Lot 1 oomed by the Village.
Stewart moved that the building inspector, the Mayor and
Trustee Shavor arrange to look over the property and determine
the lot line and the amount of dirt that would encroach on
Village property and to report back to the council. Cartwright
seconded and motion carried unanimously.
Bldg. Inspector Building Inspector Christensen stated that in checking the
reports ceiling height newly completed home at 1l~83 California Avenue `Vest that
at 7l~83 Calif. the ceiling measured 7 ft. instead of 7a ft. as required
violates bldg. code by our building code. The attorney was asked to write
the contractor, O.J. Husby & Sons, for an explanation.
Robert J. Steiner Letter of July 9, 1954 from Robert J. Steiner, 1731 Simpson,
garage to Building; Inspector Christensen, together with Steiner's
proposed building plans with location for garage not behind
the dwelling, was referred to Attorney Graham for answering.
Vacations - firemen .The Fire Chief submitted the 195Lt vacation schedule for
himself and the other two paid firemen, with proposal that
since no relief fireman was available for service during
such vacations, that the firemen regularly employed be
authorized to work extra during vacation periods. Hustrulid
moved approval of the vacation schedule as proposed, seconded
by Stenzinger and so ordered.
1~,"aple Knoll Attorney Graham reported on his phone conversation with
roads Engineer Carley regarding street levels in the Maple Knoll
addition. After discussion, Shavor moved that ?ti2r. Carley
be retained to inspect cors~ruction of the roads in Maple
Knoll addition. Stenzinger seconded and motion carried
unan imously.
Regulations for Shavor then moved that our attorney be requested to secure
construction of the necessary information from Engineer Carley for preparing
roads. regulations governing the construction of roads in the Village
and to report back at the-next meeting. S~esart seconded
and motion carried unanimously.
Fire Hose Cartwright reported that the fire department committee held
a meeting two weeks ago with the Fire Chief present. Clarence
Rekstad, member of the committee, had been notified that the
committee would meet, but could not be reached the evening the
meeting was held, Cartwright said. Cartwright reported the
committee came to no conclusion regarding the various fire
hose bids. He said f#a Rysgaard, committee member, and the
Fire Chief favored purchase of nylon hose, but since the

specifications read otherv~ise, the committee took no
action. After discussion of the fire hose bids which
the committee felt conformed with specifications, Hustrulid
Fire Hose moved that the Village accept bid of the Minnesota Fire
Equipment Company, of Minneapolis; namely, ~~1.51 per foot,
F.O.B. Falcon Heights; 2~ 10th prox,, 60 days net, on
500 ft. of 22" ~`~wlill`~ 2~8 double jacket white untreated
fire hose with 2-lug couplings, and that certified checks
covering deposits of the unsuccessful bidders be returned.
Stenzinger seconded and motion carried unanimously.
Landscape Shavor reported on negotiations for landscaping service
Village Hall needed for the Village Hall grounds, stating that Engineer
grounds Carley had established grades and drawn up specifications.
Later the engineer made some changes in the specifications
and a bid for landscaping the grounds for under X500.00
was secured. Shavor said the change in the specifications
requires seeding of the area instead. of sodding.
Medical Emergency Stewart reported on his discussionswith Health Officer,
Plan Dr. Krezowski and other local doctors as to a proposed
medical emergency plan for the Village. Under the proposed
plan a number of Falcon Heights doctors and some in nearby
areas would answer emergency calls at the request of the
patient's relatives, with the understanding that the patient
would receive a statement for such services, but that the
Village would assume no obligation for such payment, also
that the doctor answering the call would release the patient
to a physician of the patient's choice at any time desired.
Ste~rart stated that several residents also expressed the
desire for such emergency service, especially in coronaryT
and similar emergencies. He said that addresses of doctors
participating in the proposed plan, their phone numbers
and when available for call, could be furnished to our Fire
and Police departments so as to be available on call 2!t hou rs
daily, After discussion, Stewart moved adoption of the
proposed medical emergency plan as submitted, Hustrulid
seconded and motion carried unanimously.

Cities Service ~ Cartwright moved that plot plans furnished by the Cities
Oil Company Service Oil Company in connection with the proposed filling
station on the southeast corner of Larpenteur and Snelling
be referred to Per. J.E.P. Darrel, of the State Highway Department,
and to the County Engineer to determine if the entrances in
particular. conform with traffic safety regulations and
recommendations of the state and county. Hustrulid seconded
and motion carried unanimously.
