Stenzinger, Mayor; George J. Shavor, Trustee; David P. Cartwright, Trustee; Clyde J. Stewart, Clerk. Absent: Andrew Hustrulid, Trustee. Also present, VWilliam E. Olsen, Treasurer, and Frank N. Graham, Attorney. Minutes of July 1lt, 1954 meeting were heard and approved as read. ~ovil~l(~e. Reqns #35 Requisition No. 35, office supplies for clerk, 100 ft. garden hose,5/8",~ ~'`~~ Grwl~t and #36 and filing cabinet for commercial plans; also Requisition No. 36, building permit cards, applications for permits, etc., were considered. It was voted to approve said requisitions on motion by Cartwright, seconded by Shavor. AR. G. I. for the I~~itchell Company, 1669 Selby Avenue, St Paul, together with license check for X25.00 covering license fee thru June 30, 1955, was #38 ordered approved on motion by Cartwright, seconded by Stenzinger. Torgerson Letter of July 27 from ~,ti.G. Torgerson, offering his resignation resigns from as a member of the Falcon Heights legislative committee, was read. legislative Stenzinger moved that the clerk be instructed to write ".Rr. Torgerson, committee stating that the council acted regretfully in accepting his resignation and wished to express thanks and appreciation for his services on the legislative committee. Cartwright seconded and motion carried unanimously. Kenneth TY;e P~ayor than asked for nominations for the vacancy on the legislative Hanson committee. Kenneth Hanson was nominated. There being no further appointed to nominations, Stenzinger moved the appointment of Kenneth Hanson to legislative membership on the legislative committee, Cartwright seconded and committee motion carried unanimously. The riayor then declared Kenneth Hanson duly appointed to office. Insurance on Letter of July 16 from Vim. Hite Insurance Agency, enclosing annual fire trucks renewals of the comprehensive automobile liability insurance policy covering the two fire trucks and the physical damage policy covering said trucks, was considered. Shavor moved that premium to July 25, 1955 on the comprehensive auto liability, amounting to X280.60, and premium for same period on physical damage policy, for X61.25, be paid. Stenzinger seconded and motion carried unanimously. "Crossroads Letter of July 20, 1954 from the Ramsey County Playing Commission, Addition" enclosing print of the proposed platting of part of Lots 2l~,25, 30, 31, 32, 33 and 3~ and all of Lots 26, 27, 28 and 29, Crossroads, in Falcon Heights, was read and noted. Ste~nart moved that said plat be referred to the Village Planning Commission for checking and recommendation, and that Trustee Shavor be appointed to meet with the Planning Commission in this connection. Koalska, cutting weeds for Villa ge, ~`~65.00 1 Proposed Kenneth Hanson, 1183 California, representing the Falcon Cities. T-Teights business men, stated in connection with the proposed Service Cities Ser~ri.ce Oil Company's proposed service station on the Station southeast corner of Larpenteur and Snelling, that the businessmen were reluctant to make their stand known, but that they are definitely opposed to the proposed .station. They feel, Hanson said, that the saturation point on filling stations has been reached in our area and that they become an eye-sore when there is an excess number, He said it was felt that this desirable corner property should have a type of business building that would lake a better appearance. Hanson said he thinks a limit should be placed on the number of gasoline service stations the same as he believes would be applied in limiting the number of dairy queen stores. Attorney Graham stated that. powers of the Village to regulate gasoline service stations in his opinion are based on health, public safety and general Attorney welfare. Graham reported on letters from the State Highway reports Department and County Engineer, stating they had no objections from a trafific standpoints to construction of the service station at this location. Mr. Grant days, of Cities Service, Cities Service said his Company was going to spend some money on the corner. representatives As to the number of service stations, he said that t he overall number remains about the same as many are ~?oing out of business. ~Sr. Seiffert, in the construction d~~Y$iOri of Cities Service, said that his Company was complying with all local and state regulations. Siren control John Rysgaard reported on bids he secured on the proposed Fire Station siren control installation at the Fire station, as follows: Tieso Electric Company, Inc., X157.00 Ernest Nelson, X170.00 Question occurred as to whether the Bell and Light warning system would work in connection with the siren r, el ay or operate separately. Rysgaard will check and report back, and the Clerk was asked to check with Hustrulid for his report on siren controls. ~~ r`- L 1 Filing cabinet for commercial plans. The matter of having a filing cabinet for commercial plans was discussed, and Buildin g Inspector Christensen was asked to check on available cabinets for this purpose. Proposed Engineers Carley's letter of July 28, enclosing six copies building of a proposed building code, which ttir. Carley stated is being code adopted by most of the subdivisions of Ramsey County, was read. After discussion, Shavor moved that copy of the proposed building code be referred to the Village Planning Commission for study and recommendation. Seconded by Stenzinger and carried unanimously. Klatt's Letter of July 28, 195, from Engineer Carley, submitting a -Addition tentative plat to be known as Klatt's Addition, showing portion of the property which the owner wishes to plat. .After discussion, Stenzinger moved that said tentative plat dated July 195l~, be approved, subject to receiving approval and recommendation of the Planning Commission and the approval of Street Commissioner Seaborn, and subject also to conditions that the owner of the property agree to complete all of the work on the streets shown, in accordance with "Specifications for Grading and Stabilizing the Streets in Klatt's Addition, Village of Falcon Heights," by rl~ilner nT. Carley, Engineer, except the stabilization previous to recording of the final plat, and that the owner furnish a performance bond in the amount of ~Zt,000.00 to guarantee that the stabilization work will be completed thereafter, and in addition tha± he deposit .~a150.00 in cash with the Village Treasurer to pay for the engineering on these streets. Cartwright seconded and motion carried unanimously. Duplication of Building Inspector reported on duplication of house numbers house numbers on Roselawn avenue. After discussion, Stenzinger moved that the Clerk write 1'ir. Edwin :?. Schriefer, 1850 Roselawn Avenue, asking that he arrange to change his house number from 1850 to 1880 Roselawn Avenue. Cartwright seconded and motion .carried unanimously. Addl. ins. on Claim covering additional premium payable by Officer Dachtera Patrolman Dachtera in connection with using his auto for patrolling work in the auto Village, was referred to our attorney wi±,h request, to prepare same in proper form. Fill on Iowa Shavor reported that he and Building Inspector Christensen lot near Village had inspected the lot on Iowa avenue, adjoining Village property. property, where some of the fill tivas reported to be on property owned by the Village. After discussion, Shavor moved that the owner of Lot 2, Block 10, Northome 2nd Addition, be permitted to fill the lot so t a the top of the fill extends ~ not to extend, onto Lot 1 to his. property line, with tY~r~i. which is owned by the Villa ge, Stenzinger seconded and motion carried unanimously. ~~~ Garske Attorney Graham reported on meeting with fix. Garske's retaining attorney as to the agreement allowing fir. Garske to wall construct a retaining wall on his property ~ ich adjoins the Village drainage area, provided that Garske protect ' the Villa ge against any claims. Maple Knoll - Letter of July 21t, 1951 from Engineer Carley relative to surfacing streets , surfacing of streets in the Clapp Thomrnsen I:'aple Knoll Addition, was read. Our Attorney will reply to Per. Carley's letter and also write the developer as to conforming with Village standards for improving the streets in 2~gaple Knoll. Shell Station Larp & Albert On motion by Shavor, seconded by Caz'tw~s~~t, it was voted to request the Clerk to write a letter ~b ?fir. Ernest Taylor, operator of the gasoline service station at Qlbe t and Larpenteur , advising him that members of the council reporeceiving a number bf complaints regarding the parking of trucks at his station, and that the council has been asked to consider placing restrictions on the license~v,~h ich Taylor holds, under the provisions of the ordinance, and to take care of this situation the council feels that the parking of trucks on the filling station property should be limited to business hours.
