Stenzinger, Mayor; George J. Shavor, Trustee; Andrew Hustrulid, Trustee; David P. Cartwright, Trustee; Clyde J. Stewart, Clerk. Also present, ~Pilliam E. Olsen, Treasurer. Absent, Frank N, Graham, Attorney. Minutes of July 28, 195 were read, and with respect to fill on Iowa Avenue lot, page 495, were corrected to read "with the top of fill not to extenffi onto Lot 1." On motion by Hustrulid, seconded by Shavor, the issuance of said licenses was approved. Reqn. X37 covering office supplies for the Clerk, also 5W 3~ postage stamps for the cerx and treasurer, was approved on motion by Cartwright, seconded by Hustrulid. Reqn. X38 covering various items needed by the Fire Department was discussed with the Fire Chief. Hustrulid then moved r,;.; approval of said requisition, seconded by Stenzinger, and motion carried. Fire Dept. Fire~Chief~ Swanson's letter of August 1 was read, relating to emergency repairs firA ~hltment emergency purchases and the question of whether l repairs on engines #1 and #2 should be made by the Park Machine, Inc. The Clerk also read a memo as to previous action taken by the council with respect to emergency fire department purchases. He also reported on further Bonet with the Park Machine, Inc. owner who showed him their ac~gunts covering complete truck service for firms like the Mac~Motor Truck Corporation and J.L. Shiely Company, also complete service on fire and other trucks owned by the City of St Paul which are not serviced in the City's own shops. Stewart then moved that the Park Machine Company be approved as an established source for all work,requared on either of our two fire trucks and that such arr"angement be renewable yearly, as of this date. Seconded'by Shavor, and after some discussion, the following vote w,as taken and recorded: Ayes - Shavor Hustrulid Cartwright Stewart .;~;~ Nays - Stenzinger The motion was then declared passed by a !t/5 Tote. Motor bike teen agars As scheduled, about 20 teen agars who ride motor bikes appeared before the council, Mayor Stenzinger #i~t presented Sheriff Gibbons who informed the boys that his .off ice and deputies want to work with them in observing laws governing the operation of motor bikes. Sheriff Gibbons then introduced Deputy Sheriff Vic t~eber who he s$id 49~ xas in charge of this xork. Deputy .Sheriff Weber spoke Motor on methods of driving under different conditions aril bike hox the boys' drivers licenes become involved in case teen agers of violations. The boys xere then given the opportunity to ask questions xhich xere answered by Deputy Sheriff Weber. Police officer Dachtera told the boys about aesidents being disturbed by fast stopping and starting of motor bikes. Iri this connection, Mayor Stenzinger informed the boys about provisions- of the Village ordinance defining nuisances. The St Paul Dispatcher reporter then took a photograph of the group, including the boys, the sheriff and his deputies, and the Mayor. Cities Service Mr. Grant Mays, representing Cities Service Oil Company, Oil Company reported that his Company had prepared nex plans for the service station proposed gasoline serviceStation on the southeast corner permit of Larpenteur and Snelling, to conform with the side yard provision of our zoning ordinance. Mr. Mays then presented the new plans and introduced Mr. Joseph Cohn, joint owner of the corner property, consisting of 200 ft. on Larpenteur Mr. Cohn and X09.5 ft. on Snelling avenue. Mr. Hyman Edelman, attorney for Mr. Cohn, xas also introduced. Mr. Cohn said he had tried to xork out negotiations xith Associated Investors for handling the flox of traffic and joint parking, but that he had an alternates plan in case these negotiations fail, the latter providing for reducing the size of the proposed building at the rear so as to allow for deliveries. In connection xith the proposed devel opment of the property, Mr. Cohn said he xould permit installation of an outside phone booth on the property if the location for the bo~Dh nos being considered Mr. Nelson is not secured. Mr. V.O. Nelson, Division Manager, Cities Service Oil Company, spoke generally on the proposed service station location and the investment required, and assured the council the proposed service station xould be one of the .Application finest his Company has in the Zarin Cities area. The Clerk read then read the application of Cities Service Oil Company for said building permit, corrections xere made in the application where necessary, and Mr. Seiffert of Cities Service approved Permit the corrected application by initialing same. Cartx~a~~t approved then moved approval of the Cities Service Oil Company~s application for said building permit, xith the understanding that t~e ~e ainder of the area, 200x330 ft., xhen developed ~ . xill b~'!~~n ~cordance xith the plan dated August 5, 195lt, submitted by Mr. Joseph Cohn, joint owner of said property. Hustrulid seconded and motion carried unanimously. Barthel Villa Ray Kroiss, 2210 Ferrnrood, St Paul, building contractor, appeared before the council as to building on property he had acquired at Holton and Garden. Mr. Kroiss xas informed that under conditions in this area a building permit could not be issued since such construction xould interfere xith natural drainage. It xas agreed that Mr. Kroiss should have his attorney contact Village Attorney Graham. 49 Shell Station Mr. Taylor, operator of the Shell Service station at Albert parking of and Larpenteur, appeared before the council to ansxer a trucks letter received from the clerk, regarding parking of trucks at his station. Mr. Taylor pointed out that he xould lose considerable business if the trucks xere not parked at his station, and. that they are now parked behind the building to improve appearances. In addition, he said that a nursery had made arrangements for planting trees behind the station in the near future. Klatt~s Mr. Blatt inquired as to the status of the tentative plat Addition submitted by his engineer, Mr. Carley, snd xas inf ormed that the council had approved said plat subject to similar action by our Planning Commission. I~r. Klatt xas assured that as soon as xe hear from the Planning Commission he rill be informed. Crossroads Joseph E. Kraemer and Norbert L. Hermes presented papers Addi tion offering to convey to the Village of Falcon Heights certain road highxay easements,. in the Crossroads, as described in their easements application for dedication of street dated August 7, 1954. 'After discussion, it xas agreed to refer the matter to our attorney xith the question as to xhether-the Village has the easement for an additional 3j feet ad3acent to and zest of the 12-foot strip. It xas also agreed that Trustee Shavor xould refer the matter to our planning commission. Bushes in .Building Inspector Christensen reported that in a number alleys of instances bushes along alleys obstruct the view and constitute a traffic hazard. The clerk xas asked to include xith his news items a quotation from the governing ordinance. Cabinet for The building inspector presented literature on filing filing plans cabinets for commercial plans kept by the Village. After discussion, it iras decided to take the matter under advisement. Fire siren In connection xith bids received for installation of siren controls controls, Hustrulid reported there xas question as to the number of cycles the installation xould provide. Tieso's being the lowest bid, Hustrulid agreed to contact this bidder for details on Sus t how the proposed installation rill operate. Police Daily reports covering policing and mileage xere noted by the council for Village police officers as folloxs: Earl Smith to August 9, 195lt James Waller to August !t, 195 Henry Dachtera to August 6, 1954 Robert J. Steiner Report of July jl relating to a public hearing held by variance petition the Village Planning Commission on July 29, 1954, for consideration of a petition submitted by Robert J. Steiner for a variance to Ordinance No. 3, Sec. 5 12, xas read. After discussion, Cartxright moved that the clerk xrite Mr. Steiner that the council cannot act on his proposal t goo until he comes in xith final plans, including a survey shaving the location of the buildings on the lot, xith the understanding that if the final plans are in accordance xith the original sketch, and if there is a clear space of not less than 5 feet between the garage and any pro3ection of the house, the council rill probably give the proposal favorable consideration. Off-Street Village Attorneys letter of August 3, relating to off-street Parking parking and the Highxay Research Board report on this sub3ect he xas xriting.for. Maple Knoll Letter from Village Attorney, enclosing copy of Cetem Realty Addition Corporation letter of August 9, 195l~, indicating roads in roads the Maple Knoll addition rill be brut up to standards required by Engineer Carley. Husby re Village Attorneys letter enclosing copy of letter from bldg. code O.J. Husby & Sons re failure to apply for building permit violation at 1lt83 ;Rest California, also re height of ceiling. Water main Referring to rater main extensions into the Maple Knoll proposed for addition and into other outside areas as authorised by Village Hall the City of St Paul, Mayor Stenzinger brot up the mattar~ & Fire Station of such an extension for the Village Hall and Fire Station. The Fire Chief stated that xith a hydrant back of th e station, residents zest of Snelling xould be 700 feet closer to this service. In discussion that folloxed, the present lox cost of rater secured under our agreement xith the Farmers Union xas given consideration. It xas then agreed to ask the Mayor to discuss the matter xith the Mayor of St Paul, Election Judges On motion by Steuart, seconded by Shavor, the folloxing appointed xere appointed as Judges to serve at the primary election to be held on the 1ltth of September, 195l~: Election District No. 1 Janet B.
