REGULAR MEETING, WIDNESDAY, AUGUST Q5, 195t~
Meeting called to order at 7:110 P.M., roll call recording all council members
present as follows: Robert E. Stenzinger, Mayor; George J. Shavor, Trustee;
Andrew Hustrulid, Trustee; David P. Cartwright, Trustee; Clyde J. Stewart, Clerk.
Also present, William E. Olsen, Treasurer, and Frank N. Graham, Attorney,
Minutes of August 11, 19511 were read, and in connection with Cities Service Oil
Compar-y building permit, on page ~.9d, were corrected to include the word "generally'
in connection with plan dated August 5, 195l~. The minutes were then approved as
corrected.
State Fair Seven on-sale beer applications to sell non-intoxicating
On Sale beer malt liquors at various Minnesota State Fair locations
licenses beginning August 28 thru September 6, 1954, together
with check covering X35.00 license fee for each, were
received from the followings

After discussion, Cartwright moved approval of said
applications. Seconded by Shavor and motion carried
unanimously. Mr. H.D. Johnston, Asst. Supt. Space
Rentals, Minnesota State Fair, being present, was
introduced and received the necessary licenses.
Fire Crackers Application from Prof. R.S. Dunham on behalf of the
permitted University of Minnesota to purchase and fire salutes
for scaring for the purpose of frightening birds away from the
birds Univ. University Experimental farm, was read. On motion by
Farm. Hustrulid,. seconded by Shavor, it was voted unanimously
to authorize said permit for a period of six weeks
expiring October 1, 1951,.
Master Gas for Dahl's Gas Heating Company, St Paul, Minnesota,
Installer's with check for X25.00 covering license fee thru
License #111 June 30, 1955, was presented. On motion by Hustrulid,
secaided by Stenzinger, issuance of said license was
approved as of August 1lt, 19511.
Watch for Children Letter of August 25, 19511, signed by Russell J. Stenberg,
signs for alley 15Q0 Crawford,aad Phillip J. Bifulk, 15!16 Crawford,
requesting placement of '~Vfatch out for Children" signs
at either end of the alley between Larpenteur and 6aalrfaa~
and Snelling and Arona because of heavy traffic and danger
involved. Stewart moved that Street Commissioner Seaborn
be asked to place the necessary order with the County
Engineer for placement of said signs. Seconded by
Stenzinger and so ordered.

Traffic, Letter of august 25, 195, signed by Harold B. Swanson,
Cranford. 172l~ Asbury and three others residing near Asbury and
.Crawford, about slowing down traffic on Crawford avenue,
from Snelling to Arona, because of danger to children
playing in the area. After discussion, Cartwright moved
that the request be referred to the Public Safety committee
for recommendation. S~tenzinger seconded and motion carried
unanimously.

Premium, interest Treasurer Olsen presented statements from the First
& bond charges National Bank of Saint Paul, covering premium, interest
due 1st Nat1 Bank and bond charges due September 1, 1954, in the amount
Sept 1, 1954 of X1,018.25 on Fire Equipment bonds and in the amount
of X4,230.00 on Village Hall and Fire Station bonds,
Stewart moved that payment of such charges be authorized.
Seconded by Shavor and so ordered.
Traffic Signal at Glen Har3ung inquired as to whether the County would bear
Farmers Union the expense for the stop and go sign installed on Larpenteur
Grain Terminal near the Farmers Union Grain Terminal Office building,
Mr. Har3ung was informed that Larpenteur Avenu® is a County
road and that such signals are installed without council
approval. It was agreed that the Public Safety committee
should check to see if operation of the signal interferes
with Village fire department operations.
Speeding on Max Mayor, 1905 N. Snelling, stated he had not heard from
Snelling avenue the Mayor regarding an inquiry about speeding traffic on
Snelling avenue. The Mayor stated he had talked with
State Highway engineers about the matter and was waiting
information he had requested on an electrical device for
controlling traffic now being tried out in southern Minnesota,
This .and other automatic speed control devices were dis-
cussed.

Barthel Ray Kroiss, 2210 Fernxood, St Paul, building contractor,
Villas reported that he oxned property at Garden and Holton
and xiahed to knox if he could secure a permit to build
on the property. Attorney Graham stated the question of
issuing a building permit for property in Barthel Villas
has occurred periodically for several years and that the
problem still is the disposing of drainage xater by the
prospective builder.
Building Building Inspector Christensen reported placing of red tags
Inspector's on txo construction fobs in the University Farm area, xhich
red tags xere started xithout securing building permits, and that he
has been unable so far to contact the builders. Trustee
Hustrulid agreed to check. on the construction and to determine
xho is responsible.
Egg The building inspector also reported receipt of an application
.vender from Mrs. George C. Harrison to install an egg vender, estimated
building to cost X600, on the Falcon Oil Company property at 1346 West
permit Larpenteur. Cartxright moved approval of said application,
seconded by Hustrulid, and so ordered by unanimous vote.
Legislative Minutes of the Village Legislative committee of August 3, 195lt,
committee xith respect to a municipal liquors store, Tuition for School
Children in University Grove and Thatcher Hall, Railxay Express
delivery for the Village, rate on natural gasa, and sanitary
seser, xere read. Qn the question of securing a sentiment
vote of residents at the general election in November or
othererise, on the establishment of a municipal
liquor store, xas referred to Vill age Attorney Graham for
study and report.
Police After a discussion of this year's part-time Village policing,
experiment xhich xas authorized on an "experimental" basis on May 12, 1954,
it xas agreed to ask the Public Safety committee to submit a
report on same xith recommendations at the council's October
13, 1954, meeting.
Dispatch Mayor Stenzinger referred to an article in the St Paul Dispatch
article of .August 25, 1954, in xhich he xas quoted as saying some members
misquotes him, of the council were opposed to our Village policing. Stenzinger
says Mayor reported that he xas misquoted and indicated he xould ask for
a published correction.
Appoint Don- The matter of appointing Don Arndt to supervise Village policing,
Arndt supervisor xhich it xas stated he xas doing by committee arrangement, xas
of Village considered. After considerable discussion, Shavor moved that
policing Don Arndt be appointed to act as supervisor of Village police
under direction of the Public Safety committee. Seconded by
Hustrulid and the folloxing vote; taken and recorded:

Motion passed by a three-fifths vote and Don Arndt declared
duly appointed to said office.

Siren Hustrulid reported contacting a representative of the
control Tieso ~ectric Company, low bidder on the proposed siren
control. From their discussion, Hustrulid said it appeared
that the installation described in Tieso Electric Company's
bid Would not do all that our Fire Department required.
Fire Chief Swanson on request furnished details on operation
requirements of the siren control desired, so that a further
check of the installation proposed by Tieso could b e made.
Village Hall Shavor reported on work being done on the Village Hall driveway
driveway and and parking lot, stating that Engineer Carley will check the
parking grade before having the area oiled.
Stabilization of .Engineer Carley's letter of August 2l~, 1954 was read relating
streets, Maple to stabilization of streets in the Maple Knoll addition, with
Knoll addition detailed specifications and suggesting that the council consider
accepting a cash settlement from the developer and use the
money to reconstruct this street surface in 1955• After dis-
cussion, Stewart moved that the Village atto rney be requested
to write Cetem Realty accordingly. Seconded by Stenzinger
and motion carried unanimously.
Crossroads Letter of August 18, 195l~, from Attorney Frank J. Hammond,
Addition relating to easements over the property immediately to the
west of "The Crossroads" was read. Also report of the
Planning Commission, dated August 21, 19511, with their
recommendation on plat of the "Crossroads Addition" which.
was referred to them some time ago. The report stated that
Mr. Anker, the surveyor, was asked to furnish additional
plat information as required by Village platting
regulations and to show a 60-foot roadway for Fry Street
instead of a 50-foot roadway, since Fry street might some
time be considered amain thoroughfare and should therefore
be b0 ft. wide as required by platting regulations. Shavor
moved that the report of the Planning Commission be accepted
and that the Cle rk notify the developer of the requirements.
Stenzinger seconded and motion carried unanimously.
Meeting time It being 11 P.M., Cartwright moved, seconded by Stewart,
for adjournment that time for adjournment be extended in order tocomplete the
extended evening's schedule of Village business. Motion carried
unanimously.
Klatt's Addition After discussion, it was agreed that Mr. Graham would advise
Mr. Klatt's attorney that the plat had been approved by our
Planning Commission subject to proper dedication of"the~
property covered by Ruggles street from Holton Avenue to
Hemline Avenue.
Alley behind Rees The Clerk reported that Don Julen agreed to see if Mr. Rees
property north would contribute to .the expense of fixing the alley back
of Larpenteur Ave. of the Rees property north of Larpenteur, subject to Engineer
Carley's success in securing from the Power Company a cash
settlement for alley damage account laying gas mains, and
subject further to agreement of the Village to bear a part
of the expense of fixing this alley.
Filing system The Clerk also reported on the filing system for plans used
for plans. by the Farmer Union Grain Terminal Assn., which he felt could
be used to advantage in filing commercial plans filed with
" the Village.

Electrical The clerk also brought up the matter of appoAnting a
inspector Village electrical inspector. Some discussion followed
but no action was taken.
Cha$is The Clerk reported that a representative of IIyons Metal
Products Company, of Minneapolis, had agreed to check on
chairs purchased from his Company to see what could be
done about rust spots appearing on some of them.
Requisitions In order that pertinent information regarding items on
requisitions may be made avAilable to the council, the
clerk asked that all requisitions be submitted to him
at least a week in advance of the meeting at which they
were to be acted upon.

Minutes of August 25, 1954, were heard and approved as read.
Leagues 1954 Announcement of the 1954 series of regional meetings sponsored
Regional by the League of Minnesota Municipalities, was read. It was
meetings agreed that the Bayport meeting, to be held in the White Pine
Inn, September 24, 1954, would be the most convenient for those
wishing to attend from Falcon Heights,
Regn. #39 covering supplies needed by Fire Department. Cartwright moved
approval, seconded by Hustrulid and so ordered.
Bills: On motion by Hustrulid, seconded by Cartwright, the following
