Meeting called to order at 7:t~5 P. M., roll call recording all council
as follows: Robert E. Stenzinger, Mayor; George J. Shavor, Trustee;
Trustee; David P. Cartwright, Trustee; Clyde J. Stewart, Clerk, Als

Requisition covering gas burner application forms, paint for ballot boxes,
No. !t0 phone jacks for Mi 5050, and miscellaneous items for Clerk's
office, was considered. Approval was voted on motion by
Cartwright, seconded by Hustrulid.
Weber request Letter of September 20 from Nick G. Weber, requesting permission
remove dead to remove dead trees and shrubs from in back of his property at
trees 1708 N. Snelling, was read. Our attorney advised that no permit
was needed, and the Clerk was asked to so inform Mr. Weber.
Traffic Fire Chief's letter of September 21 regarding possible traffic
signal- hazard from a fire department standpoint caused by newly installed
Farmers traffic signals on Larpentuer just east of the fire station, After
Union discussion, Stewart moved that the Fire Chief's letter be referred
to our Public Safety committee. Hustrulid seconded and motion
carried unanimously.

said license to the Ace Heating Company, Inc. , of St Paul,
for period Sept. 1, 195Lt thru June 30, 1955, was approved.
Klatt's Letter from School Superintendent Emmett Williams with copy of
Addition - a resolution adopted by the Board of Education, Independent School
School District No. 3, at its last meeting, authorizing l~r. Klatt to
Board construct Ruggles street as per Village requirements, with the

Business Letter of September 15, 195, from the Department of
Development Business Developmen t, St Paul, was read. Stenzinger
moved that said letter be .ref erred to the Planning Commission
with authority to make reply, Seconded by Stewart and carried
unanimously.
Fuel oil After considering a number of bids secured by phone, the
Clerk was instructed to inform Thorne Coal and Oil Company
to continue to supply the Village Hall and Fire Station
with No. 2 fuel oil at 11.8¢ per gallon, on a month to month,
keep-fill basis.
Garske Attorney Graham reported on a proposed agreement submitted
agreemen t by attorneys for Mr. Garske for building a retaining wall
on Mgr. Garske's property. AZr. Graham said the proposed
agreement differed in a few respects from the original
agreement, one difference being provision for a retaining
wall on the east line of the property as well as on the
north side. Cartwright moved approval of the proposed
agreement subject to clearing of same with our attorney.
Stenzinger seconded and motion carried ~animously.

Tongue forceps In connection with justifying as first aid equipment
for our fire department the purchase of tongue forceps
as listed on Requisition #3$, letter from the Fire Chief
with list of hospitals and doctors who he said endorsed
the forceps method, was read. Stewart reported that
both first aid supply companies he had contacted regarding
the purchase of fo~c~~s~,stated these were rarely ~~ =6~pr
fire departments anc~` suggested getting the advice of doctors
before purchasing. After some discussion, Cartwright moved
that the forceps be purchased. Seconded by Stenzinger and
the following vote taken and recorded:

Stewart recorded as not voting. The motion was then
declared passed by a 1t/5 vote.

Crossroads N. L. Hermes appeared before the council to inquire what
Addition had been done regarding Fry. street. As stated by letter to
him previously, Mr. Hermes was informed that the surveyor
had been asked to show a 60-foot roadway for Fry street,
in e~ccordance with our Planning Commission's recommendation.
Stenzinger moved that the Village attorney be asked to advise
Mr, Carley that Carley is to act as Village engineer in
connection with the improvement of Fry street. Hustrulid
seconded and motion carried unanimously.

Gas Installations Village gas inspector E.D. Larson reported two gas installations
without license by unlicensed installers, one in Maple Knoll including snitch-
over from bottled gas to natural gas, and the installation
of a gas furnace at 1879 Simpst~j by Boehm Heating Company of
Minneapolis. After discussion, Stenzinger moved that our
attorney write the Boehm Heating Company, advising that they
must take out a license and secure a Hermit covering the
installation at 1879 Simpson and that failure to do so gill
be prosecuted under the ordinance. Shavor seconded and
motion carried unan imously.
Boulevard Building Inspector Christensen reported on staking out of
trees boulevard trees on Holton from Garden to Roselawn.
Tree Street Commissioner Seaborn reported that a cottornaood tree
removal on Holton south of Roselawn was in such condition as to be
a public safety hazard and recommended its removal. Hustrulid
moved that the street commissioner get bids on cost of removing
the tree and to report back to the council. Stenzinger seconded
and motion carried unanimously.
Fire Department The clerk was asked to get two or three bids on cost of printing
rule book a revised edition of a booklet on fire department organization
and rules.
Village Hall Hustrulid reported that a rough estimate on cost of installing
improvement a ceiling in the Village Hall with cork wood and finish on
sidewalls, would be 961,600. After discussion, Hustrulid
moved that C.K. Otis be asked to prepare. plans and specifi-
cations. for the whole job, including heating changeover.
Stenzinger seconded and motion carried unanimously.

Civil Stenzinger presented a proposed civil. defense plan for
Defense the Village and moved its adoption. Cartwright seconded
and motion carried unanimously. The Mayor also asked to
have printed the necessary oath forms for Civil Defense
members and identification cards, and that ~1C~0 be included
in the 195 budget for such pnuposes. Stenzinger then moved
that any Civil Defense bills be paid out of the general fund
when approved by the council. Hustrulid seconded and motion
carried unanimously.
Ramsey County The clerk was asked to refer to our Village Health Officer
Nursing Service the recently received Annual Report of the Ramsey County
report. Nursing Service for the period January 1, 1953-Dec. 31, 1953
Pa#,nt cross walk The clerk reported that Mr. ~I(infrey, of the Falcon Heights
Arona-Larpenteur Businessmen's Association, had requested that crosswalk be
painted at Arona and Larpenteur as a means of reducing jay
walking. Stenzinger moved that the matter be referred to
our street commissioner for handling. Seconded ~ by
Cartwright and so ordered.
Street profile The clerk also reported that our legislative committee
map and sanitary had requested a blue print copy of a street Arofile map
sewer proposal at the County Engineer's office, to be used at a meeting
which the committee will hold with a sanitary engineer
regarding a proposed sanitary sewer system for the Village.
Cartwright moved approval of the legislative committee's
request, Stenzinger seconded and motion carried unanimously.
Election Judges. On motion by Hustrulid, seconded by Cartwright, it was
and Counting voted to approve appointment of the following Election judges
Board and Counting Boards to serve at the General Election, Tuesday,

Storm After discussion, Shavor moved that the street commissioner
drain be requested to discuss with the County Engineer's office
Larpenteur the matter of the proposed storm drain along Larpenteur
avenue to "Godfrey's hole:' Seconded by Stenzinger and.
motion carried unanimously.
195 After discussion of the 195b~ budget as to various items
Budget to be included, it was agreed to hold a special meeting
on VPednesday, September 29, 1951, beginning at 7:30 Pb~S,
for working on the budge.
Fire Dept Fire Chief Swanson reported that the State insurance aid
Relief Assn.. received by Falcon Heights Fire Department Relief
- Association this year amounted to only X265.97, or
State Insurance considerably under what the Association feels it was
aid. entitled to on the basis of 2 per cent of premiums on
all fire insurance written during this period in the
Village and in Lauderdale. Proposed legislation to
correct this situation was discussed with the understanding
that the Association would be privileged to consult the
Village attorney in this connection when necessary.
Barthel Villas Attorney Graham reported on calls received from two
attorneys representing owners of property in Barthel
Villas. He also reported on zoning with respect to
gasoline service stations under the present ordinance
and expressed .the opinion that we cannot specifically
legislate°$.,business out of a district.
