- Street lights- After discussing the question of providing. additional street
Maple Knoll lights, Cartwright moved that the Clerk be authorized to ask
Tatum Street the Power Company for estimate of cost and recommendation as
to number of street ligh is required for Maple Knoll and on
Tatum street, estimating costs for each area separately.
Seconded by Hustrulid and motion carried unanimously.
Catch. bas~as Building Inspector Christensen reported that there was consider-

caving around that catch basins were not covered, creating an unsafe condition

council members present, as follows: Robert E. Stenzi.nger, Mayor; George J. Shavor,
Trustee; Andrew Hustrulid, Trustee; David P. Cartwright, Trustee; Clyde J. Stewart,
Clerk. Also present, ~~illiam E. Olsen, Treasurer, and Frank N. Graham, Attorney.
Plan for It was agreed to dispe~e with the regular order of business
improving - in order to hear Engineer Carley~s report on the survey of
Fry Street and the proposed plan for improving Fry street.
Engr. Carley After completing the survey, "~gr. Carley stated that he found
reports - the cost for rebuilding Fry street as proposed would be about
the same on each side of the street. Said he estimated the
cost of grading, graveling and stabiiizing Fry street from
Larpenteur avenue to the south line of Clanp Thomssen Maple
Knolladdition, including salvaging material now in the road
bed, at 566,900.00. This he said, was on the basis of the
total frontage of 2,117 feet, and that an assessment, if levidd~
against the property fronting, on this street would amount to
X3.26 per front foot.

was ordered approved on motion by Hustrulid, seconded by

Reqn. #43 covering office supplies for the Clerk, was ordered approved
on motion by Cartwright, seconded by Shavor.
Setback for Letter of October 27 from Robert L. Johnson, 1508 'Rest Como
Johnson home Avenue, St Paul, about his plans to buildia~ a home on Lot
approved. 20, Midway Plains, at the northeast corner of Holton street
and. Garden avenue, with the proposed home facing on Garden
avenue. ?fir. Johnson, who was present, requested. permission
to make set-back from Garden avenue 27 or 28 feet rather than
30 feet. Mr. Johnson said that a 30-foot setback would bring
the home within 6 feet of t. he north lot line, and in discussing
the matter with the owner of the property immediately adjacent
on the north, it was agreed that an additional two or three
feet would alleviate an appearance of congestion. Attorney
Graham advised the council that as long as Air. Johnson complied.
with the 30-foot setback from Holton street and with the sideyard
provisions of the ordinance, that building permit could be issued.
Boulevard Letter of October 18, 1954, from John Schultz, S35 Harrison
trees - trimming Avenue, St Paul, offering to trim boulevard trees in Falcon
Heights, cleaning up and hauling all brush away, for :2.00
per tree. 1~'~r. Schultz also stated he is fully covered by
insurance. After discussion, Shavor moved that our Street
Commissioner be requested to prepare a map of the Village,
showing the location and number of boulevard trees with
recommendation as to streets on which tree trimming should be
done with the view that, said trimming be done at one time on
an assessment basis. Seconded by Stewart and carried unanimously.
Legislative committee Copy f the October 12, 1954, minutes of the Legislative committee
minutes and recom- weed with respect to sanitary sewer, informal ballot on
mendations municipal liquors store, enrollment from University Grove and
Veteran housing units. Also read was the committee's recorrLmendation
that an informal ballot on the municipal store question be taken
at the general election, November 2, 1954, and the committee's
recommendation that the council and legislative committee meet
with representatives of Orr engineering firm in connection with
a further discussion of sanitary sewer.

Municipal liquor proposal, Stenzinger moved that our attorney check the election.

vote whether or not the holding of an informal vote at the voting
place for the general election would be in compliance with the
law if handled by the Legislative committee. Seconded by Shavor
and motion carried unanimously.
Sanitary The Mayor reported that the Banister Engineering Company, who

Street Nick Christensen reported on work that had. been done in checking
numbers on street numbers and calling on residents where street number
changes appeared necessary. Some complaints from residents on
Tatum street, whoa objected to such changes were discussed.

Lyons Metal The Clerk reported that after writing the Lyons Metal Products
Products Co. @ompany a second time, that a Company representative had
chairs inspected the rusted chairs at the Villa ge Hall and had agreed
to repaint or replace them with new chairs.
School buses. Letter of October 1, 1954, from Superintendent of Schools,

Garden.

ementary Route over Iowa between Hamline and Albert
and over Albert between Iowa and Garden,
'One 60 passenger bus - dumber 10
Elementary Route over Hoyt between Snelling and Arona,
over Arona between Hoyt and Iotiaa, over Iowa between Arona
and Pascal, and over Pascal between Iowa and Garden.
"One 60 passenger bus - number 35
Elementary Route 30 over Hoyt between Cleveland and
Eustis and over East University Drive between Hoyt and
Larpenteur.

High School Route 17 over Arona between Hoyt and Idaho,

R.FSOLVED FURTHER, that this permission shall expire on
July 1, 1955, and that all applicable load restrictions will
be observed through substitution of smaller buses or the
addition of tandem axles.

letters request on Attorney General to determine if there is any
location within Village in which municipal liquor store could
be operated according to statute (3) permit requested by r~r.
Shipstad to purchase revolver (Lt) unsafe condition of catch
basins and dry wells, Maple Knoll, and proposed. snow glowing
in Maple Knoll. (5) Village responsibility for supplying fire
protection to University Grove, the Farm Campus and to State
Fair grounds.

After discussion of the latter question, Stewart moved that
Trustee Cartwright be appointed to contact the proper authorities
at the University to see what the University might, on a voluntary
basis, agree to pay the Village for such services. Seconded by
Stenzinger anct motion carried unanimously. .

Meeting It being 11 P.1~., Cartwright moved that the meeting be extended
extended to permit adoption of the 1955 budget, Shavor seconded and so
ordered.
Hartfiel ~. A. Hartfiel, 2157 Roblyn, St, Paul, presented a petition to
Rezoning rezone the northwest corner of Larpenteur and Hamline from
petition Residence district "A" to Business district. After discussion,
Stewart moved that the petition be referred to our attorney
for checking for sufficiency, .Seconded by Cartwright and
carried unanimously.
Island Lake, Letter of October 23, 1954, from Claude Allen as to a meeting
Ramsey County of the municipal officials of Ramsey County, October 22, at
which the proposed State Trunk highway thru Island Lake, was
discussed, resulting in a unanimous vote to ask each municipality
to pass a resolution directed. to the Commissioner of Highways
and the. County Board, protesting building of said road, with
request on the County Board to take legal action to prevent
same if possible. j After discussion and on motion by Cartwright,

Resolution - SVHEREAS, the Minnesota State Highway Department has
prepared plans to build a highway across Island Lake near
Island Lake, Victoria street, in Ramsey County., which will cross property
Ramsey County surrounding Tsland Lake recen tly acquired by Ramsey County
to furnish recreational facilities for Ramsey County residents;
and
Yr'HEREAS, in the judgment of this council, the building
of the proposed road across this property would not be in the
best interests of the residents of this Village or of other
residents of Ramsey County since the recreational v~Lue of
the property would be greatly decreased and the safety of people
using the recreational area would be endangered if the highway
is built through the said property.
NOW THEREFORE, BE IT RESOLVED, that the State Highway
Department is hereby petitioned and requested to change the
location of the proposed road so that it will not cross Island
Lake; and
BE IT FURTHER RESOLVED, that the Board of County
Commissioners of Ramsey County, ?~innesota, is hereby requested
to commence an action on behalf of the taxpayers of Ramsey
County and on its own behalf to test the right of the State
Department of Highways to proc3eed with the construction of the
highway as proposed; and
BE IT FURTHER RESOLVED, that the Clerk be and he hereby
is directed to send copies of this Resolution to the Honorable
?R. J. Hoffman, Commissioner of Highways of the State of ]Minnesota,
and to the Honorable Eugene ~,. Monick, Sectetary of the Board of
County Commissioners of Ramsey County, forthwith.
1955 After considerable discussion, and on motion by Shavor, seconded
Budget by Hustrulid, the following resolution was adopted by a unanimous
vote with the request that the Clerk make certification of same
