Stenzinger, b"ayor; George J. Shavor, Trustee; Andrew Hustrulid., Trustee; David P. Cartwright, Trustee; Clyde J. Stewart, Clerk. Also present - ~ti`illiam E. Olsen, Treasurer, and FrankDT. Graham, Attorney. Minutes of regular meeting, October 27, 1954, were heard and approved as read. Trunk Highway Letter of November 3, 1954, from M. J. Hoffmann, Commissioner #10 thru of Highways, Minnesota Highway Department, was read, acknowledg- Island Lake ing copy of the council's resolution of October 27, opposing construction of new trunk highway 10 across property surrounding Island Lake, and presenting the Highway Department's position in the matter. After discussion, Hustrulid. moved that Commissioner Hoffman be invited to appear before the council as he expressed a willingness to do, and that Claude Allen also be asked to attend. Seconded by Cartwrightand motion carried unanimously. Advisory vote- Letter of November 3, 1954, submitting certification of the b~unicipal store advisory ballot on off-sale municipal liquor store, held on the first floor of the Village Hall, November 2, 1954, said ce rtification being signed by legislative committee members, Lynn r4atteson, John W, Gasink and Kenneth P. Hanson. Shavor moved that the report be accepted. and that the result be entered in the minutes, Stenzinger seconded, motion carried unanimously, arxi the following municipal liquor store advisory vote recorded: Total number of votes cast 1,615 Number of blank ballots 4 Number voting"yes" 1,057 Number voting "no" 554 Legislative committee Stenzinger moved that a letter be written to the Legislative thanked for conduct- committee, thanking them on behalf of the council for the ing advisory vote committee's good work in c3onducting the municipal liquor store advisory vote and tabulating the returns. Seconded by Shavor anc' motion carried unanimously. Thanks to Election Hustrulid moved that similar letters of thanks be sent to Boards members of the Election and Counting Boards in each precinct, who served at the general election, November 2. Seconded by Stewart and motion carried unanimously. Weiden Bros. Memo was read from E.D. Larson, gas inspector ,• as to requiring Fred Vogt & Co. Weiden Bros. Heating R~ Sheet Metal, Inc., of Newport, and Fred Vogt R: Co., of St Louis Park to secure master gas installers' licenses in view of the fact that each had installed gas burner equipment in the Village without being licensed. Stewart moved that the matter be referred to our attorney for handling. Seconded by Hustrulid and carried unanimously: Hartfiel Rezoning Attorney Graham reported that he had checked the Hartfiel petition petition requesting that the property at the northwest corner of Larpenteur and Hemline avenues be rezoned from Residence district "A" to Business district, and that the petition has the required. number of signatures. Hustrulid moved that hearing on said. petition be set for November 24, el Hartfield 1951, at 8:30 P.P~!., and that the Clerk be requested to post Rezoning notice of said hearing in the three Village posting places, petition and that one copy of notice be published in the November 18, (continued) 1951 issue of The Rose Tribune. Also the Mayor was asked to refer the petition to the Planning Commission for consideration and report before the public hearing. Seconded by Stewart and motion carried unanimously. Maple Knoll - Letter of November 1 from Attorney Graham, enclosing copy of catch basins, letter from Cetem Realty Corporation, stating that catch basins snow plowing covers will be placed and other dangerous conditions corrected, also that the Cardinal Construction Company has been instructed to keep the streets in Maple Knoll in condition for snow plowing. Also that Getem Rea7.ty agrees to hold the Village harmless for any claims for damage to property due to snow plowing. Klatt's Addition - Messrs. Conrad R. Klatt and George Lodahl appeared before the plat accepted council in connection wi th securing approval of the platting of Klatt's Addition. Mr. Klatt indicated his willingness to furnish the Village a performance bond.in the amount of X4,000, as recommended by our Village Engineer, to cover remaining street construction work in the Addition, including the stabilization of these streets in accordance with Village specifications. After discussion, Hustrulid moved approval of the plat of Klatt's Addition presented to the council and executed by Mr. Klatt on October 6, 1951, and that the Clerk be authorized to execute .the plat for the Village ~zpon approval of the bond by the Village Attorney. Seconded by Cartwright and motion carried unanimously. Fred Martin inquired as to proposed lighting of the Snelling-Larpenteur 1717 N. Pascal business area and about the advisory vote taken by the legislative committee on a municipal liquor store. B1d. permit Building Inspector Christensen reported receipt of an hot 1, Maple application for building permit on Lot 1, ~~aple Knoll addition, Knoll and asked horv this lob would be affected by the proposed plan for widening Fry street. Attorney Graham advised that said street plan would affect only the westerly 15 feet of Lot 1, and recommended issuing of the building permit if the plans and placing of the house comply with our ordinance. Fire maintenance- Cartwright reported on his visit with Mr. Middlebrook regarding Playground program fire protection for University East Grove and other matters. Said while no resalts were obtained on the fire protection question, that he felt the contact served to improve our relationship with the University. Cartwright also reported that in checking Village fire maintenace costs for the first nine months of this year, that he found we were operating within our budget. He also reported on the proposed playground program, that our businessmen are especially interested, that parents will be asked to cooperate and action taken to form a committee and get started on the matter. Proposed skating rink locations were discussed, and Cartwright agreed to look over the drainage area at Idaho and Snelling to see what is necessary to put this location in shape before flooding for rink purposes 526 Maple Knoll streets- Street Commissioner Seaborn stated that unless the streets National Tea alley in Maple Knoll were put in suitable condition, that the County~s snow plowing equipment could not be used in this area, He also reported on drainage problems in the alley behind the National Tea store and other business properties north of Larpenteur. State Fair Hustrulid reported on meeting he had with Mr. Baldwin, Board land Secretary of the State Fair Board, with respect to the matter Board-s proposed use of land, especially on Larpenteur, which the Board may acquire in exchange for groperty=>~a}hich is being considered in connection with a proposed s~,~.dium site in St Paul. Hustrulid said the matter of disposing of drainage water was also discussed. T.H. Fenske, re Master street The clerk reported that Prof. T.H. Fenske, 1570 Vincent Ave., plan. had inquired as to wh at the Village was doing with respect to an overall street plan. Hustrulid will contact him regarding the matter. Policing The Mayor reported that the cost of Village policing for the month of October, 1954, totaled ?294.21. Also brought up for discussion was the proposal for having police reports and pay periods correspond with the end of the month. It was agreed that the Mayor refer the proposal to Don Arndt. Judges, On motion by Shavor, seconded by Cartwright, it was Village Election voted to approve appointment of the following election judges to serve at the Village election, December 7, 1954: Precinct #1 Janet B.
