REGULAR MEETING, i"WEDNESDAY, NOVEtJ"BER. 2Lt, 195~t
Meeting called to order at 7:30 P.M., with roll. call recording all
council members present as follows: Robert E. Stenzinger, ~.~ayor; George J. Shavor,
Trustee; Andrew Hustrulid, Trustee; David P. Cartwright, Trustee; Clyde J. Stewart, -,
Clerk. Also present - William E. Olsen, Treasurer, and Frank N. Ctraham, Attorney.

were heard and approved as read.
Xmas tree Apblication from N.L. Hermes, together with license fee check
lot license, of $10.00, to operate a Christmas tree lot at 1709 N. Snelling
N.L. Hermes for period November 15 thru December 31, 1954, was considered.
On motion by Hustrulid, seconded by Cartwright, issuance of said
license was. approved.
Requests water Copy of Mayor Stenzinger~s letter of November 24 was read, asking
main extension the City of St Paul to extend water main to our Village Hall and
to VH R"FS Fire Station on the basis of one of three plans as follows:
(1) To run a 6" main from Hollywood Court up to the fire station
and install #2 and ~~ hydrants as per diagram, branching off the
South East corner of fire station with service. line into building.
(2) To run a 6" main from Hollywood Court to #2 hydrant and a
service line into building.
(3) To run a 6" main up to #1 hydrant and a 2f' service line
from ~l hydrant to building.
',~unicipal short Letter of November 2 re municipal short courses for municipal
courses officers, co-sponsored by the University of MMinnesota, the
League of "Minnesota n~iunicipalities and other state and local
agencies.
Plat - Klatt's The Clerk-reported on receipt of bond in the amount of 954,000
Addition approved by our attorney, guaranteeing the Village that Mr. Klatt
will complete by November 15, 1955, the asphaltic stabilization
of Albert street-from Ruggles to Roselawn avenues and Ruggles e~enub
from Hamline to Holton avenues in accordance with "Specifications
for Street Stabilization - Cutback Asphalt" and to the satisfaction
of the Village Engineer. Qlso that the plats had been executed
on behalf of the Village and delivered to Mr. Klatt~s engineer for
further processing with the county.
t~?unicipal liquor Attorney Grahams letter of November 15, enclosing copy of a
store bm~.~ proposed bill providing for establishment of a~ municipal off-sale
liquor store. -

Regn.#~~t covering supplies needed for Village election, postage stamps for
the clerk and treasurer and miscellaneous office items, was approved
on motion by Shavor, seconded by Cartwright.
Skating Cartwright reported on the grading done in the Village drainage area,
rinks Snelling and Idaho, to take care of the flooding of two skatirig~rinks.
graded Also that the PTA chairman will investigate the possibility of a skating
rink on the school grounds, Cartwright said some bids had been received
on material for placing around the rink and that lumber costs would be
shared by ~~r. 0. J. Husby and the ?'. T. A.
Siren Hustrulid reported that the siren alarm system had been checked with
controls Tieso Electric people who said that the proper control would be in-
stalled as soon as received.
Lighting of On lighting of the business area, Hustrulid reported he had talked
business area with Mr. Bishop, of the Falcon Heights businessmen~s association,
who informed him that the ligh ting proposal is not acceptable to
the business property owners and that no further action by the
.businessmen on ornamental lighting is being considered. In view of
this, Hustrulid recommended that the council give consideration to
installing of a stop light or a more desirable pectiestrian crossing
control.
Island Lake In connection with proposed plans for running Trunk Highway #10
property thru or around Island Lake; Hustrulid reported on attending a
meeting on this matter, which was held in the office of ~,g. J.
Hoffman, State Highway Commissioner, Thursday afternoon, November
18, 1951. Hustrulid said that his recommendation based on non-
controversial facts presented at the meeting, was that the council
ti^rithdraw its opposition to the proposed routing of Highway #10,
and so moved. Cartwright seconded, stating he did so for the purposes
~~ bringing the matter up for discussion.
Judge Dane Judge Royden Dane then appeared before the council and said he was
for preserving speaking in behalf of the people of Ramsey County, and praised the
property Island Lake area as a recreational site which should be pEeserved,
pointing out th at such areas are quite limited in Ramsey County.
Judge Dane said this could be done by moving the proposed routs
of the highway about one-quarter mile north onto right-of-way which
the State Highway Department owns. He urged. council members before
acting on withdrawing. their opposition to the highway crossing the
lake, to go out and view the island property for themselves.
Shavor pointed out that when the highway is once constructed there would
be no chance of re-routing later, and where communities do not
establish parks that they often go to great expense to establish
them later. He expressed a desire to view the property.
Motion After some further discussion, Cartwright moved that the motion be
tabled tabled. Stenzinger seconded and the following vote was taken and
recorded.:

The motion was then declared tabled by afour-fifths vote.

Public It being 8:30 P.^~I. , the ~~ayor declared open the hearing on

Hartfeld re- the Hartfiel petition to rezone from Residence district "A'~
zoning petition to Business district the property on the northwest corner
of Larpenteur and Hamline as descri bed in said petition.
Attorney Attorney Graham reviewed the facts pertaining to the filing
of the petition and reported he had checked same and found
it had been signed by more than 50 per cent of the property
owners wi thin 500 feet. Also that the notice of public
hearing on the petition had been posted as certified to by
the Clerk, and also that the notice of hearing had been
published in The Rose Tribune, and that the petition had been
referred to the Village planning commission for recommendation.
About 20 persons were in attendance.
Planning The ~.4ayor read letter of November 22 from the Planning Commission,
Commission recommending that since a majority of residents within 500 feet
recommendation of the property are in favor of the petition, that the request
be granted. The ?t~'ayor then asked if any of the citizens attend-
ing the hearing wished to be heard.
Samuel J. 1697 Hamline North, stated that he and R.F. Glendenning, 135?
Cavallaro Larpdnteur, had a lease from g,-ir. Hartfiel on 10 feet adjoining
each of their properties, that said lease was made in July, and
th at it referred to how the property named in the petition was
to be developed provided the rezoning took place within four
months.
Michael Swyryd 1707 N. HamlinQ, stated. that when he signed the petition he
objected to a filling station, root beer stand, etc. on the
corner. He said if the understanding could not be enforced
if the property was rezoned, that he wished to withdraw his
signature from the petition.
VY.A. Hartfiel one of the petitioners, stated that 50 per cent of the affected
property owners had signed the petition, and that if the petition
was approved that the owners of the property would do their best
to put some kind of business on the corner to please most of the
residents.
Signers & Following a general discussion of the matter, Mr. Hartfiel and
owner to signers of the petition agreed to get together to try and
work out arrange a recordable agreement privately covering development
agreement of the property on a mutually agreeable basis.

and motion carried unanimously.
Regular meeting Nick Christensen, Building Inspector, reported. that the
resumed at 9:15 P?,2 entrance to the new Cities Service station on the Snelling
avenue side had not been constructed in accordance with
the plans. After discussion, Stewart moved that our
attorney write the Cities Service Oil Company about this
matter, requesting that they conform to the plans.
Stenzinger seconded and motion carried unanimously.

Boulevard Hustrulid presented a survey and map of boulevard shade
tree map trees in Falcon Heights, which had been prepared as requested
by the council. Shavor moved acceptances of the survey and
map. Stewart seconded and motion carried unanimously.
Storm sewer Shavor reviewed the County's plans for constructing a storm
sewer along Larpenteur avenue when the latter is widened,
and the possibility of a connection for Village drainage if
the proposed storm severer is made large enough. It was
agreed that Shavor should discuss the matter with Street
Commissioner Seaborn.
Would review The matt..er of having the assessment books for the Village
assessments brought in for review by the council was discussed. Shavor
moved that since the County Assessor had not brot in the
assessment books for 195l~, that the Clerk advise the
assessor's office that the council would like to review the
assessments #,~a at the earliest possible date and that
arrangements be made to present the books to the council.
Seconded by Stenzinger and so ordered.
Hermes plat On the basis of our attorney's advice that N.L. Hermes'
approved subject property plat is now in proper form, including dedication
to clarification of the additional 15 ft. strip along Fry street, Stewart
moved approval of said plat subject to its clarification
to clearly show that the 15 ft. strip on the east side of
Fry street is dedicated as a public street. Cartwright
seconded and motion carried unanimously.
Polls open 12 noon Shavor moved in connection with the Village election,
to 8:OG P. M. December 7, 195~t, that the polls be open from 12 noon
to 8;00 P.M. Seconded by Stenzinger and motion carried
unanimously.
Adjournment; On motion the meeting adjourned at 10 P.M.
