REGULAR METING, REDNESDAY, DEC~IIBER 22, 195l~

The meeting was called to order at 7:45 P.P~i., wi th roll call recording the
following council members present: Robert E. Stenzinger, Mayor; Andrew ??ustrulid,
Trustee, and David P. Cartwright, Trustee. Absent: George J. Shavor, Trustee,
and Clyde J. Stewart, Clerk. Also present: '~~illiam E. Olsen, Treasurer, and
Frank N. Graham, Attorney.
Minutes of the regular meeting held December 8, 195~t, and of the canvassing board
meeting held on the same date were heard and approved as read.
Bills: On motion by Cartwright, seconded by Stenzinger, the following
bills were ordered paid:

Purchase
Requisition Purchase requisition No. 45, dated December 15, 195t~, from the
No. 1.t5 Fire Department, was approved with the addition of 6-21~ inch
steel blade snow pushers and two large push brooms to be used
on the skating rinks. Cartwright was authorized to purchase
the latter two items for use on the skating rinks as soon as
possible, at the suggestion of Joe Sanderson, 1753 Holton, who
stated these items were needed in connection with the flooding
and maintenance of the rinks.
Hartfiel V4. A. Hartfiel~':and others were in the council chambers and stated
Rezoning that they had reached. an agreement with respect to the rezoning
petition hearing which had been continued until 8:30 F.M., December
22, 195lt. Pdr. Hartfiel was advised that since there were only
three council members present at the meeting, the council could
not take action and the hearing on his petition was further
continued to the next regular meeting of the council at 7:30 P.P,S.,
VTednesday, January 12, 1955• On motion of Stenzin~?er, seconded
by Hustrulid, it was voted. unanimously to approve said further
continuance of the hearing.
~"tarming Joe Sanderson. stated that a warming hut. was needed for a skating
Huts rink and that it might be desirable for the Village to check into •
the sale of Quonset huts by the City of St Paul. The Mayor and
Mr. Sanderson will check and report back to the council.
Newell re Hal Newell appeared before the council and questioned the councilrs

Legislative Lynn Matteson and John Gasink, members of the legislative
committee committee, appeared before the council. t~?r. Matteson stated
that after the committee meetings with representatives of
engineering firms they recommended that the council request
the Villa ge attorney to prepare the necessary forms to request
the Housing and Home Finance Agency for a loan for the Village
of Falcon Heights to be used to make a preliminary survey
for sanitary and storm sewers in the Village. Mr. Matteson
pointed out that the committee was not making a recommendation
as to the engineering firms to be employed. at this time nor
were they recommending that the project proceed but that they
were recommending that the Village take steps to see if they
could get a loan to do the preliminary survey work. hir. ~,Ratteson
pointed out that the committee felt that sooner or later sewers
would have to be put in the Village and that at that time the
loan would have to be repaid. The committee felt that the
Village would get full value for any money spent on a survey at
this time and recommended that the application be made for the
maximum amount allowable.

Home Finance Agency for a loan to cover a preliminary survey
for the Village of Falcon Heights for storm and sanitary sewer

engineering information needed to complete the form from the
Village engineer and to present the same to the council at its
next meeting. The Mayor seconded the motion and it was
unanimously carried.
Report on r~r. Matteson then reported to the council on the status of the
Municipal liquor proposed bill to permit the Village to establish a municipal
store legislation liquor store. He summarized the history of the Village's attempts
to secure such legislation, pointing out that six years ago a
bill had passed both houses of the legislature but had been vetoed
by Governor Youngdahl and that four years ago a bill, al though
recommended for passage in the House, had been defeated in
committee in the Senate. Mr. Ratteson stated that they understood
the bill was defeated in the Senate because of two uncertainties,
i.e., first, a question as to whether there was any place in the
Village under existing law where a liquor store could be
established, and second, the question as to whether or not the
people of the Village desired a municipal liquor store. He felt
that these two uncertainties had been answered by the Attorney
General's opinion, indicating that there was no place in the
Village that a municipal liquor store could be established under
existing law and by the advisory ballot favoring a municipal
liquor store 2 to 1.
Proposed bill Mr. ~~atteson pointed out that he had had a bill drafteak and
had submitted it to Representative Claude Allen and Senator
Elmer Anderson. Representative Allen had indicated that the
bill appeared to be in proper form and that he would introduce
it in the House. Senator Anderson had discussed the bill with
various Senators whoms he believed would be on the liquor control
committee of the senate this year and he reported to Mr. Matteson
that the results of his survey were negative, th at it appeared

liquor would oppose the bill as effectively as was done four years
store bill ago since the wets on the committee were opposed to municipal
report liquor stores in general, contending that• it is a form of
socialism, while the drys opposed it on the grounds that no
new liquor stores should be established. It was Senator
Anderson~s opinion that the committee would not approve the
bill or recommend approval of the bill.
Mr. Hustrulid reported that in his recent conversations with
Senator Anderson, the above conclusions appeared certain and.
that Senator Anderson has spent a great deal of time and effort
on this bill.
Mr. 1.?atteson stated thatthe committee was just reporting on
its progress on the bill at the present time a.nd that he did
not recommend any action at the present time. He felt that the
committee and the council should take anoth er look at this
matter after the Senate and House had convened and the committees
had been set up.
Thanks. The Mayor thanked the committee for its report and for all the
committee work which they have done and are doing. On motion of the Mayor,
seconded by Hustrulid and unanimously carried, the Clerk was
directed to write a letter to the Legislative committee, thanking
them for the service and time and effort they had spend, on Village
matters during the year 195l~.
Siren John Rysgaard appeared before the council and. recommended that
the siren and its tower be checked for vibration and possible
damage to the roof of tie fire hall, blr, Rysgaard offered to
make a preliminary check personally and to advise the council
of its findings.
Playground Cartwright reported that the fire department had been very
committee cooperative in flooding rinks. He asked for authority to have
the fire department flood rinks whenever necessary with the
understanding that the volunteers be paid drill time for such
work.
Tatum Ave. A discussion was had with respect to the possibility of establish-
skating rink ing a skating rink in the Tatum avenue area. Mr. Hustrulid is to
check for possible sites and insurance coverage.
Little Cartwright asked whether there was any land available in the
League Village which could be used fora little league baseball diamond.
Baseball Some discussion was had on this question and council members
indicated that they would independently survey the area for
possible sites.

Village Hustrulid reported on the plans for changing the heating system
Hall in the Village hall and the installation of a new ceiling. It
Heating appears that. the plans and specifications are not quite complete.,
Hustrulid will get preliminary estimates on the total costs and
report back to the council.
