REGULAR MEETING, WEDNESDAY, FEBRUARY 9, 1955
Meeting called to order at 7:Lt0 P.M., with roll. call recording the following council
members present: Robert E. Stenzinger, Mayor; George J. Shavor, Trustee; Andrew
Hustrulid, Trustee; David P. Cartwright, Trustee; and Clyde J. Stewart, Clerk.
Also present: William E. Olsen, Treasurer, and Frank N. Graham, Attorney.
Minutes of January 26, 1955 meeting were heard and approved as read.
Reqn. #lt9, stationery supplies for Fire Dept., was read. Approval
F.D. moved by Cartwright, seconded by Hustrulid and so ordered.
Bell ~ Letter of February 9 from Hal Newell, Director, Communications
Light & Warning Systems, Civil Defense Committee, was read, together
system with requisition No. 50, covering Village portion of purchase
Reqn. #50 price of Bell & Lights warning system equipment in the amount
of ~lt2.50. It was pointed out that the Village will be required
to pay the monthly telephone-line charge of X5.00 for the first
year, at the end of that time filing for the 50y6 yearly
apportionment rebate due the Village. Cartwright moved that
check be issued in the amount of ~l~2.50 for said purpose, aca~ing
check payable to State Treasurer, Minnesota, and that the 50~
yearly rebate due the Village be filed for at the proper time.
Seconded by Stenzinger. Motion carried unanimously.
Village Letter of January 28 from County Assessor Ronald V. Powers,
Assessor stating he had appointed Elmer B. Rowley as Village Assessor.
appt. for the year 1955 as recommended by the council, and requesting
confirmed that the Mayor be authorized to sign a note addressed to the
County Assessor, confirming said appointmen t. On motion by
Cartwright, seconded by Stenzinger, it was voted unanimously
to approve the County Assessors request.
Legislative Legislative bulletin, dated January 2lt, of the League of
bulletin, Minneaota Municipalities, including summaries of various
Leagues, bills, was presented. After discussion, Stenzinger moved
referred to that the bulletin be referred to the Legislative committee
Legislative for study and recommendation. Seconded by Shavor and
committee carried unanimously.
Public Statement prepared by Public Safety Supervisor Don Arndt
Safety was noted, shoering that cost of Village policing for 195l~
was ~i,931 with fines amounting to X1,237.00, making the net
Village cost ~69lt.13. Mr. Arndt will submit later a summary
covering activites of the department for 19511.
Bills: On motion by Hustrulid, seconded by Cartwright, the following

Street Street bill, work performed by County forces, Jan. l to

Village's 1955 allotment, was noted..
Proposed State Leonard K. Doran, real estate operator, 1550 ~. Larpenteur,
Farm Mutual reported that the State Farm Mutual Life Insurance Company
Building is interested in putting up an office building in Falcon
Heights, of some 70,000 square feet, requiring !~~ acres of
land where sewer may be had. His estimate was that the
proposed building would cost X700,000, or around a million
dollars when completed and equipped, He also estimated
them would be about 300 employes. Because their present
lease expires this year, Mr. Doran said the insurance company
desires to change locations before next October and to start
building next spring or summer. After considerable discussion,
Mr. Doran agreed to contact the University of Minnesota with
respect to University-owned land on Snelling avenue south of
Holly rood Court.
Parks & Cartwright reported that the newly appointed Parks & Playgrounds
Playgrounds committee held their first meeting a week ago at his home, and
committee all of the members present evidenced special interest in the work.
Report of Report of the Legislative committee, dated February 8, with
Legislative respect to sanitary sewers and legislation for a municipal
committee - liquor store, was read, After discussion, Shavor moved
acceptance of the report and that the Mayor and a member of

Committee apptd. Stewart and Hustrulid reported that. the businessmen they had
to contact .talked with indicated their willingness to cooperate with the
St Paul council council in requesting a sewer connection with the City of St Paul.
re sewer connection After discussion, Stewart moved that a committee consisting of
the Mayor, Trustee Cartwright and Trustee Hustrulid arrange to
meet with the St Paul City council regarding the matter, Seconded
by Shavor and motion carried.
Fire hydrae t Letter of January 28 from Leonard H, Thompson, General Manager,
at Fire Station Water Department, St Paul, with estimated costs on the proposed
fire hydrant installation near the Fire Station, advising that
the Board of Water Commissioners had approved our request.
Stenzinger moved that the Clerk acknowledge Mr. Thompson's letter,
stating that Trustee Cartwright is appointed to discuss the
matter with him, Hustrulid seconded and motion carried un-
animously.

Water After discussion, Hustrulid moved that renewal of the agreement
Agreement between the Farmers Union Grain Terminal Association and the
GTA Village for the xater extension from the GSA property to the
Village Hall be executed, provided the agreement is the same as
last year. Seconded by Shavor and carried unanimously.
Dachtera re Officer Dachtera reported that one of the gasoline service stations
trailers at was considering the ren ting of trailers and wished to knox the
filling stations council's reaction to the proposal. It was agreed that Cartwright
xould discuss the matter with the service station operator.
Pedestrian Dachtera also reported that the businessmen xere allowing the
cross xalk signs pedestrian cross ~ralk signs, indicating no parking, to become
obscured covered up. Shavor was asked to talk with Mr. Bishop about
the matter.
Street & Bridge In accounting for the Village's allotment from the County's
fund allotment road and bridge fund, amounting to ~1 966.19-this year as
compared xith ~2,066.1s7 a year ago,th~~~$~tid that the County
Auditor advised that the $~l~0,000 apportioned to various
subdivisions is split on a percen tags basis - 30~ or X12,000
according to assessed valuation, and 70;6 or X28,000 on the basis
of road mileage, accounting for the variation in the municipality's
allotment from year to year..
Spot lighting In reporting on this matter, Hustrulid said the State Traffic
pedestrian engineers do not approve of spot lighting traffic signs, which
cross calk creates glare and hinders the vision of both the motorist and
sign pedestrian.
Ordinance No. 31, Cartwright reported that in going over the proposed fire depart-

preference for the Ordinance including the duties, rules and
a merit system. Cartwright then read the proposed ordinance,
and after some discussion, moved adoption of ORDINANCE N0. 31,
AN ORDINANCE PROVIDING FOR THE ESTABLISHMENT AND GOVERNMIIJT OF
A VOLUNTEER FIRE DEPARTMENT A~iB PROVIDING FOR THE REPEAL OF
ORDINANCE N0, 1 PASSED MAY 11, 1919. Seconded by Stenzinger
and the following vote taken and recordeds

The Mayor then declared Ordinanc® No. 31 adopted by a unanimous
vote and ordered publication of same.
Chairs - The Clerk reported that one of the ~t metal folding chairs,
Lyon Metal which had rusted, was shipped to theetal Products Company,
Products Co. of Aurora, Illinois, at their request, for examination in order
that they may arrange for a proper adjustment.
Meeting It being 11 P.M., Cartwright moved that the meeting be extended
extended in order to complete unfinished business. Seconded by Stewart
acid motion carried unanimously.
Plana & specs., Hustrulid turned over to the Village attorney the plans and
impvts., heating, specifications covering the proposed heating, ceiling and
ceiling ~ walls, wall improvements in the assembly room of the Village Hall.
Council room. The attorney was asked to prepare these in proper form to
advertis® for bids.

Financial were read and considered carefully. Cartwright then moved
Statement that the 1954 Village Financial Statement as corrected b~
19511 approved for publication. Seconded by Hustrulid and motion
carried unanimously.

Minutes of February 9, 1955, were heard and approved as read.
F.D. Regn. dated February 15, 1955, for two nozzle tips and one Pitot
tube for testing fire pumps, was considered. On motion by
Shavor, seconded by Stewart, the requisition xas referred
to Trustee Cartwright for checking and report.
League's second On motion by Cartwright, seconded by Stewart, the League
1955 legislative of Minnesota Municipalities second 1955 legislative bulletin
bulletin dated Februa ry 11, 1955, was referred to our Legislative
committee.
F.D. Ordinance #31, Letter of February 19 from Fire Chief Swanson with questions
questions relating to Ordinance No. 31, was read. After discussion,
Stewart moved that the letter be referred to the Village attorney
for study and report. Seconded by Cartwright and so ordered.
Watch schedule, Following a discussion of a proposed watch schedule for the
paid firemen three paid firemen submitted by Fire Chief Swanson, Cartwright
moved that the lbtter and proposed schedule be referred to the
Secretary of the Volunteers Firemen's Association for study
and recommendation. Seconded by Shavor and motion carried.
