Village Printer's proofs of the 195 Village financial statement
Financial xere read and considered carefully. Cartwright then moved
Statement that the 1954 Village Financial Statement as corrected b~
1954 approved for publication. Seconded by Hustrulid and motion
carried unanimously.

REGULAR MEETING, THURSDAY, FEBRUARY 2}~, 1955
Meeting called to order at 7:lt0 P.M., Kith roll call recording the folloxing council
members present: George J. Shavor, Acting Mayor; David P, Cartwright, Trustee;
Clyde J. Stewart, Clerk. Recorded as absent were: Robert E. Stenzinger, Mayor;
Andrew Hustrulid, Trustee; Frank N. Graham, Attorney. Also present, William E.
Olsen, Treasurer.
Minutes of February 9, 1955, xere heard and approved as read.
F.D. Regn. dated February 15, 1955, for two nozzle tips and one Pitot
tube for testing fire pumps, was considered. On motion by
Shavor, seconded by St,exart, the requisition xas referred
to Trustee Cartwright for checking and report.
League's second On motion by Cartwright, seconded by Stewart, the League
1955 legislative of Minnesota Municipalities second 1955 legislative bulletin
bulletin dated February 11, 1955, xas referred to our L®g~slative
committee.
F.D. Ordinance #31, Letter of February 19 from Fire Chief Swanson with questions
questions relating to Ordinance No. 31, xas read. After discussion,
Stewart moved that the letter be referred to the Village attorney
for study and report. Seconded by Cartwright and so ordered,
Watch schedule, Following a discussion of a proposed watch schedule for the
paid firemen three paid firemen submitted by Fire Chief Swanson, Cartwright
moved that the litter and proposed schedule be referred to the
Secretary of the Volunteers Firemen's Association for study
and recommendation. Seconded by Shavor and motion carried.

State Fire April 25-29, this year, with request that the Fire Chief and
School one paid firemen be authorized to attend with tuition of
9615.00 per man and expense of about 967.50 per man, allowed,
the two paid firemen to attend the school on their off days
under one tuition. Approval was voted on motion by Cartwright,
seconded by Shavor.
Merit system Letter of February 22 from Fire Chief Swanson, certifying that
increase - Fireman B.J. Slama passed requirements of Section #7,~Ordinance
B.J. Slama. #31, effective March 1, 1955. After discussion, Cartwright
moved that Fireman Slama having complied with said ordinance
requirements, be given a salary increase fron ~2z5 to $285 per
month, and that the Fire Chiefs salary be increased from
$320 to 9b325 per month, both salary increases to be effective
March 1, 1955. Seconded by Shavor and motion carried.
J.Wesley Nelson Letter of February 1!~ from J. ~Yesley Nelson, 1ltU2 Test Iowa Avenue,
proposal re proposing that Larpenteur avenue be developed into a !~-lane
Larpenteur divided highway, was read. After discussion, Stewart moved that
avenue the letter be referred to the County Engineer for comment. Seconded
by Cartwright and so ordered.
Re traffic Copy of the Villa ge Attorneys letter of .February 11 to the
Fair grounds, Attorney General, requesting an opinion as to whether Village
Farm School ordinance regulating traffic also applies on Fair grounds and
Farm school property. Following a discussion of this matter,
Shavor moved that the Village attorney be requested to furnish
an opinion as to the governmental unit which should collect fines
on traffic violation tickets issued by the County Sheriff on
County rods within the Village, also on Village streets.
Seconded by Stewart and motion carried.
Policing In connection with bill for Earl Smith, policing and mileage,
bills Feb. 16 and 17, and Henry J. Dachtera, policing and mileage,
Feb. 1@; Shavor moved that said bills be returned to Public Safety
Supervisor Don Arndt for re-submission on the basis of calendar
months as previously agreed. Seconded by Cartwright and so ordered.
Bills: On motion by Cartwright, seconded by Shavor, the following bills
were ordered paid:

Trailers - Cartwright reported talking with the manager of the Standard
Standard Gasoline Service station about his proposal for handling trailers.
Service He said the manager stated they planned to have three or four
Station small trailers at the station to try out as a service to the
community, but that they would get rid of them if it became
necessary to take out a license to handle the trailers. On motion
by Shavor, seconded by~Stewart, it was voted to approve Trustee
Cartwright~s reco~nendation that the handling of trailers be
watched and if the practice spreads, that the Villa ge consider
licensing same.

Pedestrian Shavor reported he had talked with Mr. Winfrey about the business-
cross-walk men keeping the pedestrian cross~ralk signs free of snow-. Mr.
Winfrey informed him that the businessmen would try to keep the
snow plowed out and that they fully appreciate the need for doing
so.
Fir® hydrant Cartwright reported that he met with~Commissioner Gibbons and
installation Leonard Thompson, General Manager, Water Department, City of
St Paul, about a week ago and that they discussed our request'
for laying main to the fire station and Village hall. They felt,
Cartwright said, that the main should run down Larpenteur avenue.
Cartwright asked that they furnish us with estimated cost, and
explained that no provision was wade in the Village budget for an
expenditure of this size. Later in discussing the matter with
Commissioner Marzitelli, the latter suggested to Cartwright that
if the Villa ge is interested, we should adopt an ordinance so that
the main may be provided next year. After discussion, it was
agreed the Clerk refer the following questions to our attorney:
(1) that are the ordinance requirements that Marzitelli referred
to. (2) The expenditure involving X3000 or ~lt000; on what basis
could we handle when our Village code requires securing bids on
any expanditure over $5U0. (3) Who would own the water main when
installed (!t) How would future service from the main be handled.
(5) What authority do we have to lay a water main.
Sanitary After discussion; of the sanitary sewer problem,. Stewart moved
seser that Shavor be appointed to discuss the matter with Vila ge
Engineer Carley and to report back at the next meeting. Seconded
by Cartwright and motion carried unanimously.
Volunteer After discussion, Shavor moved that Cartwright be requested to
Firemen's obtain the report and recommendations of the Volunteer Firemen,
Report and pertaining to the Fire Cheif and the operation of the department,
recommendations together with any modifications. Seconded by Stewart and motion
carried unanimously.
State Farm The Clerk was asked to contact Mr. Leonard. Doran, real estate
Mutual Ins. operator, with reference to the proposed State Farm Mutual build-
Co. building, ing, and to suggest that the council has authorized Trustee
proposed Cartwright to cooperate with Mr. Doran towards securing this
project for the Village.
