REGULAR .MEETING, 1REDNESDAY, MARCH 23, 1955
Meeting called to order at ?:ItS P.M., r-ith the following council members recorded
as present: Robert E. Stenzinger, Mayor; George J. Shavor, Trustee; Andrew
Hustrulid, Trustee; David P. Cartwright, Trustee; Clyde J. Stewart, Clerk.
Also present, William E. Olsen, Treasurer, and B. C. Hart, Acting Village
Attorney. Absent, Frank N. Graham, Village Attorney.
Minutes of March 9, 1955 were heard and approved as read.
Weed Papers relating to weed inspections were turned over to
Inspection Mayor Stenzinger for handling.
Bills: On motion by Hustrulid, seconded by Cartwright, the following
bills were ordered paid:
Brown & Day, Inc., infant Berman Airway, 50¢
Elvin First Aid Supply, 6 pair protective goggles, 99.60
O.J.Rental & Sales Co., oxygen refill, 2-3, X3.75

Glen 1735 St Marys Street, a new resident of the Village, was
Fadden introduced to membersof the council.
Cartwright reported that the Parks & Playgrounds Committee
Parks +~ would hold a meeting this week according to Chairman Rose
Playgrounds 'rho said that special consideration will be given to a
neighborhood program covering our needs. Cartwright said
he hoped to have a report from the committee for our next
meeting.
Bldg. Building Inspector Christensen; reported on the proposed
Inspector development of the Hawkins property west of Tatum.
Fire Chief As to fires on February 1 and FebIInary 28 not attended by
accounts for Fire Chief Swanson, the Mayor read a letter from Fire Chief
note attend- Swanson, dated Yarch llt, stating this was because of an
fires appointment on February 1 at the Civil Defense office with
respect to installation of Bell and Lights system in our
fire station; also that on February 28 he had completed
a 21t-hour tour of duty at 8 A. M. and was therefore off duty
at 12:35 F.M.
Sewer A. W. Banister, of Banister Engineering Company, appeared
proposals before the Council to discuss further the Company's proposal,
dated March 1~, 1955, for consulting engineering services in
connection with providing sanitary sewerage for Falcon Heights,
the proposal including (A) a preliminary study and report to
be part of a joint program with the Village of Roseville (B)
a complete report if it appears Falcon Heights should and can
connect with St Paul, and (C) future work if approved by the
Council to include detailed working plans and specifications
prepared by said Engineering Company at standard engineering
fees against which dull credit would be given for all work
Attorney's paid for under item (A). Attorney Graham's letter of March
letter 17 was read, sug esting on the basis of his examination of
the Banister Engineering proposal, that the council consider

Sanitary Seger (1) a provision in the proposed agreement the same as in
. Proposal (,cont'd) Roseville's contract, that time records be made available
to the Village and that the Village have the right to
terminate the arrangement (2) that per diem charges in
the proposal for principal engineer and subordinates and
the 8¢ per mile mileage charge be clarified. Mr. Banister
agreed to amend the proposal of March lit to conform with
our attorney's suggestions.
Discussion The proposal to sign a contract to take part in a 3oint
sanitary sewer program with the Village of Roseville was
• discussed, also if a limited stif~dy only could be made to
- request St Paul for sewer connections for Falcon Heights
on its own. The Mayor indicated he had been asked to
meet with Mayor Olsen of Roseville and certain St Paul-
council members to find out if Falcon Heights would endorse
an overall program. After agreement that the committee,
consisting of the Mayor and Trustees Hustrulid and Cartwright,
should meet with local businessmen on procedure matters as
directed previously, Hustrulid moved that a special meeting
of the Council be held within a week to make final decision
on the sanitary sewer problem. Seconded by Cartwright and
motion carried unanimously.
Meeting It being 11 P. M., Stewart moved that the meeting be
extended extended in order to complete unfinished business.
Seconded by Shavor and so ordered.
Public Safety Chairman Sid Bumgardner presented report and recommendations
Commission's of the Public Safety Commission, dated March 23, also a
report letter from the Probation department regarding 3uveniles.
Recommendations: As to sending letters to the University of Minnesota and
the State Fair Board informing them of the Attorney General's
Defer letters to opinion regarding traffic 3urisdiction~ in their areas;
University & State Stewart moved to defer sending said letters; seconded by
Fair Board. Stenzinger and so ordered.
As to requesting an opinion from the Attorney General regard-
Paice powers ing Falcon Heights police powers other than traffic in
other than University Grove, St Faul Farm Campusand State Fair grounds;
traffic - Univ.Grove, Hustrulid moved that this matter be referred to the Village
Farm Campus, State attorney for an opinion. Seconded by Stewart and motion
Fair. carried unanimously.
On proposed rules for police activity (~) that Supervisor

authority that weekly reports on same should be turned over to him,
and if the supervisor is not available in the event of an

of recommendations a, b and c. Cartwright seconded and
motion carried unanimously.
Juvenile traffic As to procedure proposed for handling of juvenile traffic
cases cases; Cartwright moved that we suggest to the Public Safety

Police cars to As to recommendation that only police or individuals

The Clerk reported a request Brom the Public Safety

accidents in the Village area, the map to be placed mtl~
V~11a~e Fall, on a wall where it can be referred to by the council.
The Clerk also told of other needs for such maps in
connection with trying to interest firms to locate in
our area. After discussion, Cartwright moved that
the Clerk be authorized to secure a aletiailed map of
the proper size from the Village Engineer. Seconded
by Stenzinger and motion carried unanimously.
Proposed radio Sid Bum~ardner reported on a proposed radio setup
set up for rural for the County outside of the City of St Paul, as
Ramsey County discussed at recent meetings which he attended..
Water. mains -
Fry & St Marys- Cartwright moved that the Planning Commission be asked
referred to to consider whether it would be advisable to extend
Planning Commission water mains onto Fry and St Marys streets. Seconded by
Shavor and motion carried unanimously.
Fire Protection Stenzinger reported that he had consulted with the
agreements ~ Secretary of the Fire Department about mutual aid
fire protection agreements, and was advised that the
only agreements are the standby agreement with Lauderdale
and the mutual aid fire protection agreement with Roseville.
Fire Department After discussion, Cartwright moved that the manual of rules
Rules & Regulations auld regulations for the Fire Department as proposed, be
approved & ordered adopted with the suggestion that Section 8 be changed to
published. read:
"Conflicts
Nothing herein contained shall conflict with the
provisions of the Fire Ordinance of the Village. of Falcon
Heights ,"
and that the clerk secure a number of bids for
reproducing the manual as requested. Seconded by Shavor
and motion carried unanimously.
