Meeting called to order at 7:45 P.M., roll call recording the following council members
present: George J. Shavor, Acting Mayyor; Andrew Hustrulid, Trustee; David P. Cartwright,
Trustee; Clyde J. Stewart, Clerk. Also present, Frank N. Graham, Attorney. Absent:
Robert E. Stenzinger, Mayor; William E. Olsen, Treasurer.
Minutes of March 23, 1955, were heard and approved as read.
School Letter of March j0, 1955 ~ from Emmett+~cD. Williams, Superintendent
buses of School~~ t~iariking the Council on behalf of the School Board of
Independent District No. 3 for allowing school buses to operate without
tandems until Village streets were posted.
State Announcement regarding the Minnesota State Fire School, April 25 thru
Fire 29, was read and ordered filed.

State Farm Correspondence with the State Farm Mutual Insurance Company was
Mutual read, including reply of April 5, 1955, from Cran~ord W. Ingham,
Insurance Co. Resident Vice President, indicating the Company~s continued interest
in property on Snelling avenue south of Hollywood Court. After
considerable discussion, Shavor moved that in order to further making
this site available to the State Farm Mutual Insurance Company that
Trustees Hustrulid and Cartwright be appointed as a committee to
contact the parties involved, to try and. arran ge for the necessary
exchange of land to provide the desired location for the proposed
office building. Seconded by Stewart and motion carried unanimously,
the understanding being that the committee would consult with the
Village attorney if and when necessary.
Fire Dept. The Clerk reported on bids he had received for :a~kmeographing or multi-

roster, as requested by the Volunteer firemen. Seconded by Cartwright
and motion carried unanimously.
Fire Dept. In connection with Fire Department forms 106 and 113; Cartwrigh t moved
forms that a two years supply of said forms be printed in accordance with
suggestion of the Volunteer firemen. Seconded by Stewart and so ordered.

Public Safety Don Arndt presented copy of "Offense form" needed by the Public
Dept. forms Safety department. Stewart moved that 200 copies of said form
be multilithed in duplicate. Shaver seconded and so ordered.
Sanitary Mr. Arndt J. Duvall, Municipal Engineer, of Toltz, King and
Sewer Day, Inc., Pioneer Building, St Paul, was introduced to members
of the Council and to Lynn Mat±eson and Ralph Van Hoven,
Legislative committee members who were present. Letter of
March 17, 1955, from Toltz, King and Day, Inc., was read
relative to engineering services they are in a position to
offer in connection with the proposed study of sanitary server
needs of Falcon Heights. Also read were the results of a
telephone survey of residents of the Village conducted by the
League of 1Vomen Voters of Falcon Heights to try and determine
League of horn many residents would or would not be interested in connecting
Women Voters to a sewage disposal system. The survey showed that 150 calls
telephone survey were made to residents in various parts of the Village with the
following results:

10 no
8 didn't know
19 when present system fails
2 depending on cost
The League also reported that at least 25 per cent of those
answering "yes" indicated they were doing so depending on costs.
The Clerk also reported receipt of five letters from residents,
all of whom were in favor of sanitary sewer.
Sanitary server problems of the Villa ge were then discussed
with Mr. Duvall, also related matters pertaining to his
Toltz, King & Company's engineering services for Edina in connection with
Day a point sewer connection for Edina and Richfield, with each
suburb having their own engineering firm to represent them
on all phases of the work, including a proper d~viisimn~.8fcdosta.
In discussion that followed, Lynn Matteson and Ralph Van Hoven',
Legislative committee members, both strongly recommended that the
Village employ its own engineering firm .for making the proposed
preliminary study and survey. As to reported requirements set

contact St Paul to consult with St Paul City officials to ascertain what engineering

Thanks League Hustrulid moved that the Clerk write a letter to the League of
for Phone survey Women Voters of Falcon Heights, thanking them for their good
work and cooperation in conducting the telephone survey they
did on the sanitary sewer question. Seconded by Cartwright and
motion carried unanimously.
Village sag The Clerk reported on the map of the Village being prepared
being prepared by the Village engineer. It was agreed that Trustee Shavor
would cheek-with the Clerk on details which he felt the proposed
map should include.

Radio set-up Sid Bumgardner reported on four meetings which he attended
for Ramsey and which were held for discussing the proposed radio setup
County for fire departments and policing in Ramsey County.
Vol. Firemen Letter of March 1lt, 1955, was read from the Falcon Heights
withdraw Volunteer Firemen's Association, requesting withdrawal of
recommendations the Association's recommendations of January 10, 1955, based
of Jana 10. on the Association's belief that adoption of Ordinance No. 31
and adherence to its provisions will correct matters referred
to in their January 10 recommendations.
Oc~erational Copy of the Fire Chief's letter of March 16, 1955, was read
Officers' relative to holding an operational officers' training school
Training each Monday evening, beginning April Lt, 1955, as directed by

Planning Commission The Clerk read a letter dated April 2, 1955, from the Falcon
re Associated Heights Planning Commission, in connection with the Public
Investors do Wilensky Hearing held by the Planning Commission on March 30, 1955, to
variance request consider the variance set-back request of the Associated
Investors and Mr. Ben Wilensky, the Commission making the
following recommendations:
Recommendations: "1. The Commission recommends that the proposed 10 ft.
set back along Snelling Drive not be allowed because
there appear to be satisfactory alternative locations
of the proposed building not requiring a variance to
Village requirements.
"2. The Commission also recommends that no proposal for
further .development of the land enclosed by Larpenteur
Avenue, Arona, West Idaho and Snelling Drive be considered
until a master plan for all vacant land in the above area
has been agreed upon by all parties concerned.
"3. Mr. Stepnitza of the Associated Investors, has indicated
that he would welcome suggestions from the Council as to
what use he could put the land owned by Associated
Investors in the above mentioned area. In view of this
and recognizing the need for development of this area
in the best interests of the Village, the Commission
recommends that the Council request the Planning Commission
to work on a plan for the utilization of this land that
will be satisfactory to the Oillage, the land owners and
the residence owners in the immediate vicinity."
Planning Commission After discussion, Hustrulid moved that in accord with

master plan. to work on a plan for utilization of the land bounded by
Larpenteur, Arona, West Idaho and Snelling Drive, which the
Commission believes will be satisfactory to the Village, the
land ovmers and residence owners in the imtnea~aate vicinity.
Seconded by Cartwright and motion carried unanimously.
It was agreed to defer action on the variance request until a
later meeting.

Insurance on Mr. Hite's letter of March 23, 1955, advising that our
Police officers' comprehensive automobile liability policy xould provide
cars protection for the Village should any person be injured,
except an employe of the Village, as a passenger in a car
being used by a Village police officer, xas referred to
the Village attorney for clarification.

Minutes of Special Meeting, April 6, 1955, xere heard and approved as read.
Associated W, F. Stepnitz and Don Julen inquired if the council xould
Investors authorize issuance of a building permit on property behind
re proposed the Associated Investors business block xhich is nox zoned
store bldg. for parking purposes only. Mr. Stepnitz said the request xas
made in order to go ahead ~rithout delay on the construction
of a proposed store building in the area, the store to front
on Snelling Drive and conform xith the 30 ft, setback as
• required by the ordinance. Mr. Stepnitz xas informed that
it xould be necessary to rezone the land nox zoned for
parking only, that he should xork out with the Planning
Commission a plan for the utilization of the land to be
occupied by the proposed store building, and then file a
rezoning petition xith the council.

Smoke Eater On motion by Cartxright, seconded by Hustrulid, it xas voted
magazine to approve the renexal of 15 subscriptions to monthly.magazine,
"Smoke Eater" to June 1, 1956 ® X1.00 each for members of the
Volunteer Fire Department.
