Insurance on Mr. Hite's letter of March 23, 1955, advising that our
Police officers' comprehensive automobile liability policy would provide
cars protection for the Village should any person be injured,
except an employe of the Village, as a passenger in a car
being used by a Village police officer, was referred to
the Village attorney for clarification.

REGULAR MEETING, WEDNESDAY, APRIL 13, 1955
Meeting called to order at 7:l~5 P.M., roll call recording the following council
members present: Robert E. Stenzinger, Mayor; George J. Shavor, Trustee; Andrew
Hustrulid, Trustee; David P. Cartwright, Trustee;. Clyde J. Stewart, Clerk. Also
present: William E. Olsen, Treasurer; Frank N. Graham, Attorney.
Minutes of Special Meeting, April 6, 1955, were heard and approved as read.
Associated ~P. F. Stepnitz and Don Julen inquired if the council would
Investors authorize issuance of a building permit on property behind

store bldg. for parking purposes only. Mr. Stepnitz said the request was
made in order to go ahead without delay on the construction
of a proposed store building in the area, the store to front
on Snelling Drive and conform with the 30 ft. setback as
• required by the ordinance. Mr. Stepnitz was informed that
it would be necessary to rezone the land now zoned for
parking only, that he should work out with the Planning
Commission a plan for the utilization of the land to be
occupied by the proposed store building, and then file a
rezoning petition with the council.
F.D. Regn.#52 was approved on motion by Hustrulid, seconded by Stewart.
Smoke Eater On motion by Cartwright, seconded by Hustrulid, it was voted
magazine to approve the renewal of 15 subscriptions to monthly magazine,
"Smoke Eatern to June 1, 1956 ® $1.00 each for members of the
Volunteer Fire Department.
Safety Stenzinger moved that a letter dated April 7, 1955 from Mr.
Earl M. Larimer, Director of Highway Safety, relating to

Safety a nation ~-ide "Slow Down and Live" campaign, be referred to
our Public Safety Commission for handling as the Commission
sees fit. Seconded by Hustrulid and carried unanimously.
Bills: On motion by Shavor, seconded by Hustrulid, the following

Standby contract, In the matter of working out a proper adjustment in the
Lauderdale charge for standby fire protection with the Village of
Lauderdale, Stenzinger and Shavor, acting as a committee
for this purpose, said they had decided to write a letter
as a means for arranging a meeting between themselves and
Lauderdale representatives for this pttupose.
Sanitary Sewer The Clerk read a.,letter from the,Legislative committee dated
April 12, suggesting in connection with sanitary sewer matters
that the engineering .firms interested in handling the engineering
work for our Village be interviewed at a later meeting, Also
read was copy of a report transmitted by St Paulrs Commissioner
of Public Works, Frank D. Marzitelli, from Chief Engineer
George M. Shephard on the general sewer situation with respect

Advertising Building Inspect,~r Christensen presented an application from E"4rR~'~~h
sign the Naegle Advertising Company, Inc., of Minneapolis, for
permit to erect an advertising sign on the roof of 1~l~3 W,
Larpentenr. On recommendation of the Building Inspectors .
that:~he .had checked the structure and found it satisfactorg,
Hustrulid moved that issuance of the permit be authorized.
Seconded by Cartwright and motion carried unanimously.
Van Packer Request to construct a Van Packer chimney at 2286 Folwell,
chimney and letter from Elizabeth S. Close, Architect, in this
connection, were considered. Our attorney advised that
construction of this type of chimney would require an
ordinance amendment. In reporting on the Van Facker chimney,
Gas Inspector Larson stated it puts too much weight on
floor joists. After discussion, Cartwright moved not to
permit such variance. to the ordinance. Seconded by Stewart
and motion carried.
Chimney Hustrulid then moved that Trustee Shavor and Building Inspector
study Christensen be appointed as a committee to study chimney
ordered. construction and report back to the council. Seconded by
Cartwright and so ordered.
Incinerator has Inspector Elwood Larson reported on an instance where
installation a gas incinerator installation was made after the gas burner
had been installed. The chimney aluminum liner required
for the gas burner insta~;lation, was not removed when the

installation said the main purpose for removing said liner is a safety
(cont'd) factor, due to increased heat from the incinerator. He
also said it is difficult to police such cases unless
permits are taken out by authorized installers. The
Clerk was asked tp prepare a news item for the purpose
of informing home owners contemplating such installations
to have the work done by authorized installers for the
owner's safety.
Village map Stewart reported that the street map being prepared in the
Village Engineer's office would be delivered to the Clerk's
office within a few days.
Juvenile In connection with the council's suggestion of March 23 that
cases the Public Safety 6upervisor discuss handling of juvenile
traffic cases with the Justice of the Peace, the Clerk reported
that Pix~ilic Safety Supervisor Arndt felt this involved a legal
quests on. Hustrulid moved that the matter be referred to our
attorney for an opinion. Seconded by Cartwright and so ordered.
Fire Underwriters In connection with Council action of February 9 advising the
re Pitot equipment Fire Chief that purchase of pitot equipment for testing
pumping engines had been deferred, and that he ask the
Fire Underwriters Inspection Bureau to conduct a test and
inspection of all of our pumping equipment and to report.

purchase of such equipment and tests that could be made
with same. The letter was ordered filed.

traffic. open to traffic. Our attorney advised that the council
cannot take action in the matter until a petition for
improvement is received.
Meeting It being 11 P. M., Cartwright moved that the meeting be
extended extended. in order to complete unfinished business. Seconded
by .Stewart and motion carried.
Daylight saving Cartwright moved that if the proposed daylight saving time
legislation is adopted that the Village go along with St Paul
in adopting same. Seconded by Hustrulid and motion. carried.
Revenue-fees Cartwright moved that our attorney determine and report back
to the council on sources of revenue or regulatory Pees which
a Village is entitled to, which we are not using at present.
Seconded by Stenzinger and motion carried.

Insurance-police Letter of April 7 from our attorney was read, advising that
car passengers a Village employee injured as a passenger in a police car
in the course of his employment would be limited to his
rights under the Workmen's Compensation Law and that the
Village would b® protected under said policy.
