Stenzinger, Mayor; George J. Shavor, Trustee; Andrew Hustrulid, Trustee; David P. Cartwright, Trustee; Clyde J. Stewart, Clerk. Also present - R+illiam E. Olsen, Treasurer and Frank N. Graham, Attorney. Minutes of April 13, 1955 meeting were heard and approved as read. ftegn. #53 Requisition No. 53, 12 legal pads and rubber cemen t for the Clerk, was considered. On motion by Hustrulid, seconded by Stenzinger, ordered approved. Church off-street ~Ir. George Gustafson's letter of April 18, advising that the ,parking . Congregational church was considering the purchase of Lots 18, 19 and 20, Barthel Villas, Garden and Holton, if the property could be rezoned for off street parking for church purposes. Carley, Village Engineer Engineer, about his being discharged from the hospital and ordered by his doctor to take a rest for a few weeks, Mr. Carley advising that his son would take care of any Village matters during Carley's absence. Hustrulid moved that the Clerk acknowledge the letter and extend the council's best wishes to Mr. Carley. Seconded by Cartwright and motion carried unanimously. Bills: On motion by Cartwright, seconded by Hustrulid, the following bills were ordered paid: ~91im. G. Hustrulid moved that the Street Commissioner be instructed to fill the holes and proceed with the regular maintenance program as soon as the County Engineer considers it advisable. Seconded by Stewart and motion carried unan imously. Schultz to After discussion, Hustrulid moved that Stanley P. Schultz be remove skating employed on his days off, at $1.75 an hour, to remove the rink lumber skating rink lumber from the school grounds, with suggestion that John Rysgaard be asked to furnish the truck for this purpose. Seconded by Cartwright and carried unanimously. Ralph D. Thomas Mr. J. C. MacMillan and Mr. R. R. Hagglund, of Ralph D, & Associates, Thomas and Associates, Inc., Minneapolis, appeared before Engineers - the .council in connection with our proposed sanitary sewer program. Letter of April 15 relative to their engineering .Sanitary Sewer services and communities they have served, was read. Also their proposal covering a preliminary survey for a sanitary _t- a ~~o Ralph D. Thomas & sewer system for the Village was read and discussed with Associates - A6essrs. Mc34illan and Hagglund. They were also informed that similar discussions were held with a number of othe r Sanitary Sewer, sanitary engineering firms and that each firm would be contd. advised by letter as to the outcome. II Parks ~ Howie Rose, Chairman, Parks & Playgrounds committee, reported Playgrounds that our schools will have a recreational program for boys and girls of our school district in the fourth and higher ~ grades. He said the problem, if any, is to provide a program _ ', and facilities for children of pre-fourth grade age, involving questions of equipment and. limited areas. After discussion, it was decided that the Committee would hold a meeting with recreational authorities to get their ideas before making any definite recommendations. Juveniles Attorney Graham's letter of April 18, 1955 relative to the arrest of minors and the law which provides that when a child under the age of 18 years is arraigned upon a m.minal charge before a Justice of the PeacQ,the Justice shall transfer the .,case to the Juvenile Court. After discussion, it was agreed to have our attorney contact Mr. McCourt, Clerk of Ramsey CouA#y Juvenile Court, with the idea of arranging a meeting for a discussion of said court and its operations with the council and others. Radio setup In connection with the preposed radio setup for Ramsey County, for Ramsey County Sid Bumgardner reported that a recent meeting on this was attended by only dour persons and nothing was accomplished. Summarizing his report, Attorney Graham said the Village may increase its revenues by increasing its real and personal property taxes or by installing a wheelage tax, or that it might accomplish the same result by operating its own water system, power and light system, or a municipal liquor store. He said the Village should not attempt to increase revenues by in- creasing permit or license fees. He pointed out th at compared with other Miniaesata vifi~ages, that our mill rate for Village operations was extremely low. After discussion, Cartwright moved that copy of the letter be referred to the Legislative committee with an explanation of what prompted it. Seconded by Hustrulid and motion carried unanimously. Sanitary Sewer Zn connection with the sanitary sewer question; our Legislative committee's report of April 26, 1955, was read, summarizing Recommendation o ~' engineering problems and the committee's impressions of the Legislative qualifications of the four engineering firms who were heard at an informal meeting of the council, in the Village Hall, on committee Saturday afternoon, .April 23. On the question of whether the Village should hire the same engineering firms as Roseville, the committee recommended that we have our own engineer, giving their reasons therefor, and why the committee was inclined to ~r~ favor appointment of the Orr Engineering Company. The Clerk Recommendation - also read a recommendation received from the Falcon Heights Planning Commission Planning Commission; namely, "That the Commission feels that in principle it would be better to have a separate engineering firm to work out sewer plans for Falcon Heights." The Commission stated they had no recommendation as to any particular firm. To appoint Hustrulid then moved that the Village have its own sanitary own engineering engineering firm. Seconded by Shavor, and after full discussion, firm the following vote was taken and recorded: Nays - Stenzinger Cartwright Ayes - Hustrulid Shavor Stewart The motion was then declared passed by a three-fifths vote. unfmi,the~ Meeting extended - Being 11 P.M.y_it was voted to_exte_nd the meeting to complete business. Toltz, King ~ After discussion, Hustrulid moved that Toltz, King and Day, Inc., Day,-Inc., of St Paul, be engaged as the engineering firm for the Village enga~ed~~als of Falcon Heights to prepare the necessary preliminary survey engineers for sanitary sewer, subject to negotiation of a satisfactory contract. Seconded by Stewart and motion carried unanimously. Proposal contract requested Adjournment: Cartwright moved that the Clerk request that Toltz, King and Day, Inc., submit a proposal and contract covering the preliminary survey for a sanitary sewer system for the Village, and that the other interested engineering firms be notified.
