REGULAR MEETING, V~fEDNESDAY, MAY 11, 1955
Meeting called to order at 7:~5 P.Pd., roll call recording the following council
members present: George J. Shavor, Acting Mayor; Andrew Hustrulid, Trustee;
David P. Cartwright, Trustee; Clyde J. Stewart, Clerk. Absent: Robert E.
Stenzinger, bSayor. Also present: William E. Olsen, Treasurer; Frank N. Graham,
Attorney.
Minutes of April 27, 1955 were heard and approved as read.
Reqn. #5!t After discussion, Cartwright moved approval of said requisition
Fire Dept. excepting the power mower item. Seconded by Hustrulid and motion
carried unanimously.
Meeting of Letter from Fire Chief Swanson re State Convention of Fire
Fire Dept. Department associations at Lake City, June 13, 1!t and 15,
Associations, with request that the Chief and one volunteer be authorized
June 13-1lt-15 to attend with expenses paid, also per diem for the volunteer
member. Hustrulid moved that action in the matter be postponed.
Seconded by Cartwright and motion carried unanimously.
Leagues Notice was read regarding the Annual Convention of the League
Annual of A4innesota Municipalities, to be held at Albert Lea, June 8,
Convention 9 and 10, 1955• After discussion, Cartwright moved that our
attorney and one member of the council be authorized to attend
with convention expenses paid, if they wish to attend. Seconded
by Stewart and motion carried unanimously.
County Road The Clerk reported on letter he received under date of 1+'`ay !~
and Bridge from the County Engineer, requesting the total mileage of
fund allot- maintained Village streets in connection with increased
ment. allocation from the County Road and Bridge fund as authorized
by the state legislature. The Clerk stated that .after checking
he had advised the County Engineer that the total mileage of
maintained Village atreets in Falcon Heights is 7.87 miles.
Associated ti'4`. F. Stepnitz and Don Julen, representing Associated Investors,
Investors,Inc. Inc., appeared before the council in connection with a proposed
rezoning store building development on property owned by the Associated
request. Investors as described in their petition. Letter of May 6 from
Mr. Stepnitz was read, relating to two tracts behind the Associated.
Investors business block described as Tract 1 and Tract 2, In
connection with the proposed store development, request was made
to rezone Tract 1 from Residence A to Business, and Tract 2 from
Residence A to Business Parking purposes only. Mr. Stepnitz submitted
a map of the area, showing the two tracts it is proposed to rezone.
Letter of May 1 from our Planning Commission, regarding a meeting
held by the Commission with Messrs. Stepnitz and Julen, regarding
the Associated Investors proposal, was also read. After discussion,
Attorney Graham advised the council as to procedures prescribed in
Public the Village ordinance for the handling of such requests. Mr. Frank
hearing Convey, 1521 West Idaho, made inquiry and was informed that the
slated procedure provided for a public hearing. Cartwright then moved
that the council hold a public hearing on the proposed rezoning
of the properties described in the Associated Investors, Inc.
petition of May 6, at 7:00 F.M., Thursday, May 26, 1955, at the
Village Hall, and that the Planning Commission be notified and
th at notices be posted at the three Village posting places.
Seconded by Stewart and motion carried unani}~ously.

May 25 Hustrulid then moved that the regular meeting of the council
meeting scheduled for May 25, be deferred to Thursday, May 26,
postponed following the public hearing on the Associated Investors, Inc.
rezoning request. Seconded by Cartwright and motion carried
unanimously.
N.L. Hermes N. L. Hermes submitted a petition requesting the rezoning of
rezoning Lot 7 of the Crossroads from Residence district A to Business
request district. Cartwright moved that said petition be referred to
our attorney for checking and report. Seconded by uustrulid
and motion carried unanimously.
Public Sid Bum~ardner, Chairman, Public Safety Commission, reported
Safety on arrangements that had been made with the County Traffic
Engineer for establishing a 30-mile speed limit on Roselawn
between Hamline and Snelling. He also reported that yellow
lines marking the pedestrian crosswalk would be painted. in.
Also reported that Officer Dachtera would attend the FBI school
for police to be held in Roseville for five. evenings during the
next five weeks and proposed that Dachtera be paid for this
police school attendance. After discussion, Shavor moved that
Police Police Officer Henry Dachtera be paid for attending one FBI
school police school meeting, but that he be notified by the Public
attendance- Safety Supervisor that payment for attendance at additional
Dachtera FBI school meetings will not be allowed. Seconded by Hustrulid
and motion carried unanimously.
Mr. Bumgardner reported further on the Commission's proposal for
having selected residents watch for and report on speeders on
residential streets, not including Larpen tear or Snelling avBnues.
Said he had discussed the proposal with the County Traffic
Engineer. After some discussion, Mr. Bumgardner said he would
confer with representatives of the League of Vromen Voters to see
• if the League can assist in the proposed plan.
Sanitary Letter of May 1~ from Attorney Graham, relating to suggested
Sewer changes in a proposal submitted by Toltz, King and Day, Inc.,
proposal covering the preliminary survey for a sanitary sewer system
for the Village, was discussed with Mr. A.J. Duvall. It was
agreed that Adr. Duvall and Attorney Graham would confer further
on the proposed changes, with the idea of submitting a revised
proposal for the council to consider at its May 26 meeting.
Bills: On motion by Cartwright, seconded by Shavor, it was voted to
act on the George E, Swanson claim separately, covering
expense, State Fire School, April 25-29, and to-pay the
following bills:

Geo. E. Swanson, in the amount of x.4.55, covering expenses at State Fire School,
State Fire April 25 to 29, inclusive. After discussion, Hustrulid moved
School Expense that the bill be paid excepting the group picture item for X1.75.
Seconded by Shavor and motion carried unanimously.
Sound The Clerk reported phone call from Robert Butterworth, of Conoco
equipment stations, Binneapolis, that his Company planned to operate a
& truck truck with sound equipment, June 17 and 1$ or June 2!t and 25,
for adver- advertising the opening of anew service station at Lexington and
tising Ione. Asked if the council would have any objections to the
operation of the sound equipment in Falcon Heights. The Clerk
was asked to inform Mr. Butterworth that the council would prefer
not to have the sound equipment operated in our Village.
Lyon Metal The Clerk reported that Mr. Cotant, of Lyon Metal Products Co.,
Products Co. Minneapolis, phoned that the metal chairs purchased from their
chairs Company and which had rusted to some extent, would be picked
up, refinished and returned to the Village without cost.
Lauderdale Shavor reported he had compiled data needed for requesting an
standby adjustment of Lauderdale's standby fire protection charge,
contract which he would forward to our attorney.
Juvenile Attorney Graham reported-that in accordance with the council's
cases request he had talked with Mr. PdcCourt, Clerk of Ramsey County
Juvenile Court, who indicated he and Mr. Bernard Troje would
be glad to meet and discuss Ramsey County Juvenile Court and
its operations with a group from Falcon Heights. It was
suggested that an inf ormal meeting be arranged for this purpose
with the council and public safety commission members present.
Meeting It being 11 P.P,~., Cartwright moved that the meeting be extended
extended to complete unfinished business. Hustrulid seconded and motion
carried.
Skating rink Cartwright reported that the skating rink planks had been pulled
planks up at the school grounds, and that it was desired to treat the
planks with oil or other preservative and store same a~"the fire
station. Stewart moved that Cartwright be authorized to secure
the necessary preservative for the planks and for storing at the
fire station. Seconded by Hustrulid and motion carried un-
animously.
Harry _ The Clerk reported that he had discussed with the Secre~~~ry of
Anderson Falcon Heights Fire Department a proposal to prepare a cut of
picture the late Harry Anderson with summary of his civic record and
or plaque service in organizing fire departments in Rose Township .and Falcon
Heights for use in connection with the new Falcon Heights Fire
Department manual. After discussion, it was agreed that the
idea worked out in the form of a plaque or picture to be hung in
the Village Hall would be more suitable.
