~Reeting called to order at 7:~.t5 P.iv~., the following council members being present:
Robert E. Stenzinger, mayor; George J, Shavor, Trustee; David P. Cartwright, Trustee;
Clyde J. Stewart, Clerk. Absent: Andrew Hustrulid, Trustee. Also present -
Niilliam ~. Olsen, Treasurer, and Frank N. Graham, Attorney.
Minutes of July 27,.1955 meeting were heard and approved as read.
State Fair Seven on-sale beer applications to sell non-intoxicating malt
On Sale Beer liquors at various rginnesota State Fair locations, beginning
Licenses August 27 thru September 5, 1955, together with check for 9245.00
covering license fees, were received from the following:

After discussion, Cartwright moved approval of the said applications.
Seconded by Stenzinger and motion carried unanimously.

Gas Installer's applications from the following firms with check from each, covering
license fee for year beginning July 1, 1955, were approved on
motion by Cartwright, seconded by Shavor:

Fire Truck .Letters were read from 'l~"illiam N. Hite with reference to Indemnity
Insurance Insurance Co. of America automobile physical damage policy IH 73305,
policies providing fire, theft, etc. insurance to cover 19lt7 and 19lt9 4tiard
La France fire trucks, and Indemnity Insurance Company policy
CAL -9561, comprehensive liability insurance covering all owned,
hued and non-owned automobile and trucks for the Village, both
policies being effective for one year beginning July 25, 1955, the
premiums being X61.25 and X280.50 respectively. Cartwright moved
that said premiums be paid, subject to our attorney finding that
the insurance coverage is the same as the previous year. Seconded
by Stenzinger and motion carried unanimously.
Fire Dept.
~ Cartwright moved. approval of the requisition, excepting the
Reqn. #51 Hydrostatic test pump item. Seconded by Stenzinger and so ordered.
Business bldgs. Fire Chief Swanson's letter of July 30 was read, relative to
have no openings buildings in the business district having no outside openings to
to basement from basement, and suggestion that the building code be amended so
outside that all commercial buildings erected in the future be provided
with "basement hose inlet boxes," providing for getting water into
a basement fire from the floor above. Shavor moved that the letter
be referred. to Building Inspector Christensen, authorizing him to
purchase a copy of the new St Paul building code and report back.
Stenzinger seconded and motion carried unanimously.
Arona street Attorney Graham reported on certificate of title, covering the
strip approximately in the middle of Arona street south of

Arong street Larpenteur, which was deeded to the Village by ~9r. Filson. The
Clerk stated he had received the certificate of title and would
file same in the Village safe debosit box.
F,Yigineering Letter from City and Village ~:ngineers Association of 1!a'innesota,
relative to furnishing info rnlation on engineering requirements,
was read and ordered filed for future reference.
Bills: On motion by Cartwright, seconded by Shavor, the follotiving bills

Payt,.for Treasurer Olsen reported he had discussed with the Public Dxaminer's
water ex+ension office the deposits received from the property owners, amounting
in west Iowa to X700.00, covering the required deposit by the City of St Paul
for extending the water main in west Iowa to Lot 2, Block 1G an d
Lot 13, Block 8, Northome Second Addition, and that the Public
rxamin.er advised the issuing of receipts and the handling of the
disbursement by the Village. Cartwright moved. that the treasurer
issue receipts for the deposit money and that the ma±ter be
handled. in accordance with letter of July 20 from the k"dater
Department, City of St Paul,. and that the Clerk be authorized
to issue check in the amount of ~700,OG to the Roard of y"dater
Commissioners, covering deposit for said wa+.,er main extension.
Seconded by Ste1vart and motion carried unanimously.
Premium, interest Treasurer Olsen presented statements from the First, National
G bond charges due Bank of Saint Paul, cover ng premium, interest and bond charges
1st Natl Bank, due September 1, 1955, in the amount of ~k1,010.25 on Fire
9-1-55 i3c}uipment bonds and in the amount of 1,198.00 on Village Hall
and Fire Station bonds. Shavor moved that payment of said charges
be authorized, Seconded by Stewart and so ordered.

Barthel Joe Barthel, 1769 Pleasant, Lauderdale, inquired about securing
Villas a building permit on Lot 19, Barthel Villas, which he owns.
Said he had offers from two parties who wish to purchase the
property. also said he would sell the lot to the Village if it
was needed for drainage purposes. After discussion, Shavor moved
that the question of drAmnage on lots in Barthel Villas, on which
issuance of buildings permits has been prohibited because of the
drainage problem, be referred to Village Engineer Carley for
study and report. Seconded by Cartwright and carried unanimously.
Speed limit Don Arndt appeared before the council and recommended that 30-mile
signs, Roselawn speed limit signs be installed on Roselawn avenue to assist in
policing traffic on this street. ''.ayor S+,enzinger questioned
Trucks using the recent routing of trucks on the Snelling service lane from
knelling service the post office to La.rpenteur avenue. Arndt was asked to discuss
lane the matter tivith ?vir. Clewett of the State Highway Department and
report back.
Hermes i~T, Z.. Hermes and his attorney, ?~4r. Niemann, appeared before the
Rezoning council. i~~r. Niemann reported that Messrs. Hermes, Shelgren
and Johansen are in substantial agreement concerning the restriction
on Lot 7, The Crossroads, but that actual agreement has not been
reached, but that all three parties are agreed that the council
can drop the ~dermes rezoning matter from their agenda. A.~r. Riiemann
further assured. the council that Mr, and Mrs. Hermes will neither
sell Lot 7 or put. it to any commercial use until either an agreement
has been reached with the adjoining property owners or the council
has been notified that t•he parties have been unable to .arrive at
such an agreement.
Fire truck In reporting on the purchase of two Delco batteries for fire
batteries truck as specified on Fire Department requisition approved at
the previous meeting, the Clerk asked for authority to junk
the two old batteries for what they could be sold for. Cartwright
moved that the Clerk be authorized to junk the old batteries as
requested. Seconded by Shavor and so ordered.
Loaning or elf ter discussion of the matter of loaning or junking personal
junking personal property belonging to the Village, Stewart moved that the question
property of be referred to our attorney for checking and report, Seconded by
the Village Cartwright and motion carried unanimously. '
Sanitary Ste~rart stated that Trustee Hustrulid prior to leaving on his
Sewer vacation, reported that our engineers have conve~aed to Mr.
Banister, Roseville~s engineer, the figures on the maximum ultimate
flow for Falcon Heights, with the understanding that ?sir. Banis~r
will give our engineers an estimate of the cost of the connection
with Roseville.
Associated In connection with complaints that cars are being parked on
Investors Residence A property owned by Associated Investors, Inc. and
parking referred to as Tract 2 in their recent rezoning request, the
Village attorney was requested to notify the Associated Investors
that unless use of this area for parking purposes is discontinued
that action will be taken under the penalty provisions of the
ordinance.

P.~aple Letter of July 25 from ~r2ilner ~~, Carley, Village Engineer, was
Knoll read relative to finishing streets in h~aple Knoll. i4Sr. Carley
streets stated that recommendation for acceptaanee of the streets will
be made as soon as the refinishing of same gas been completed
in a satisfactory manner.
Flameburger Rubbish and disagreeable odors from same back of the Flamebur~er
wee discussed. The Clerk was asked to have Don Arndt instruct
' our police to order the Flameburger to discontinue this nuisance.

The Clerk read a letter from ~dalter S. Booth ~ Son, relating to
a new edition of the Village manual which will be available early
this fall. The Clerk was authorized to order one copy.
