Stenzinger, ~,ayor; George J. Shavor, Trustee; Andrew Hustrulid, Trustee; David P. Cartwright, Trustee; Clyde J. S±,ewart, Clerk. Also present: 'r"dilliam E. Olsen, Treasurer, and Frank 5~1. Graham, Attorney. Regn. #63 from the Public Safety Supervisor for 1000 officers' daily report forms and. one metal cabinet for police equipment and supplies, was ordered. approved on motion by Hustrulid, seconded by Cartwright. Reqn. #~6?~ from the Fire Department for two record books for keeping Fire Department: and police logs, was approved on motion by Stewart, seconded by Hustrulid.. Arona St. A post card addressed to the street commissioner, signed "Resident," was read, expressing thanks for filling holes on Arona street. Holton St. Letter of September 1 from'~~rs. Joe Sanderson was read, requesting drainage repairs to the street in front of 1753 Holton. On motion by Stenzinger, seconded by Cartwright, the letter was referred to the Village Engineer for checking and report. 15L~7 ~~T.Idaho Letter from Albert J. Helbig, 157 ~~. Idaho, was read relative to drainage the drainage problem behind his property which he said was caused by air conditioning water from the shopping center. Stewart moved that the matter be referred to Trustee Shavor for checking and report. Seconded by Cartwrigh t and motion carried. Heating R~ On motion by Stewart, seconded by Shavor, it was voted to refer to Air Condition- the Village gas inspector for study and recommendation a letter ing Examination dated August 28, 1955, from tho Heating and Air Conditioning Board Examination board, of St Paul, relative to recognizing the Heating and Air Cond~titi~~ning Examination Board and its requirements with respect to gas ins~~llers. Associated Letter of August 2l~, 1955, from Jack ~rallace, St Paul attorney, Investors' representing residents in the vicinity of the Associated Investors property shopping center, was read relative to his clients having no objection to the construction of double bungalows on property described as Tract 2 in the Associated Investors recent rezoning petition. After discussion, Cartwright moved that copies of the letter be forwarded to our Planning Commission and Associated Investors, advising the latter that, we were askin~* our Public Safety supervisor to instruct the Village police to check and report on any parking of cars in the Class A residence area referred to as Tract 2. Seconded by Hustrulid and so ordered. Revised The Clerk reported on the revised gas rate schedules, filed v~d..th Gas the Village by the Northern States Power Company on September 1, schedules 1955. X61.50 deeds Weed Inspector '~"~illiam O'Reilly reported that he wished to determine who owns the lot south of 1760 Tatum so that weeds on the property may b e ordered cut. At orney Graham agreed. to check and furnish ~.Tr. O'Reilly with this information. Weeds, On recommendation of V~~eed Inspector O'F~eilly, uustrulid moved Barthel that weeds be cut on vacant land in the Barthel Villas area. Villas Seconded by Cartwright and motion carried. Drainage, Dr, l~.K. Schultz, 1.530 Hollywood Court, appeared before the Hollywood council in connection with a drainage problem in front of his Court home property, which he said was especially bad when water backs up in the spring. After discussion, Shavor moved t.ha.t our Village Engineer be asked to check into the matter and submit a recommendation and estimate of cost, also that he see Dr, Schultz when making the inspection. Seconded by Stewart and carried unanimously. Ernest Weigit+ 1687 West Larpenteur, inquired as to ordinance requirements for building a double bungalow on property he has on Fry street and for remodeling his home at 1687 West Larpenteur into a duplex. He was informed as to rezoning procedure to be followed in each case. Klatt's addition Gonrad Klatt inquired about releasing of the bond covering stabilization of the streets in Klatt's addition. The Clerk read a letter from the Village Engineer, dated September 14, 1955, recommending acceptance of said streets. Cartwright moved that the question be discussed with FRr. Carley before action is taken on the report. Seconded by Stenzinger and motion carried. The file was then turned over to Trustee Cartwright who agreed to discuss with i~~Rr. Carley. ydarming house, Cartwright proposed that a warming house for the Falcon Heights Falcon Hts grade grade school skating rink be provided. After discussion, it was school agreed that Shavor would refer the proposal to the Community Club for th~~r support, and that Cartwright would discuss with the School board and also secure prices. Public Safety In the absence of Sid Bumgardner, Trus tee Cartwright presented 610 Public Safety the Public Safety department's report. for August showing total expenses of ~495.1G and 65 traffic violation arrests, also recommendation to place stop suns for Pascal avenue at intersections of California and Iowa.. avenues. Proposed stop suns were discussed but no action taken. Asbury Shavor reported on inspecting the driveway at 177 Asbury, driveway stating it appeared to be about 3 inches above the street and when snow plowing is done this may cause damage to the snow plow blade. After discussion, Hustrulid moved that Trustee Shavor and F3uilding Inspection Christensen talk over the matter with the owner to see if some sa+.isfactory agreement cannot be worked out. Seconded by Stewart and motion carried. ~?aple Knoll Engineer Carley's letter of September 12, 1955, was read, streets stating that the stabilizing work has been done and accepted on :~aple Knoll streets, but that certain subdivision require- ments of the Village have not been fulfilled. After discussion, Shavor moved that the streets in h'aple Knoll addition, on recommendation of Engineer Carley, be accepted and that the Clerk be authorized to advise the bonding company that the conditions of the bond have been met and the bond may be terminated when the Clerk is properly satisfied that the bars have been properly placed at the entrance of the dry wells. Seconded by Hustrulid and motion carried unanimously. Fire Siren Fire Chief Swanson's letter of September 6 was read relative to delay that has occurred in repairing the automatic sirenr~control and time clock in the fire station. Hustrulid reported the delay occurred because of his vacation and that he had arranged an appointment on the matter with Tieso Electric Company for next Friday, the 16th. Hydrostatic The Clerk reported pricing hydrostatic test pumps, 11" and 2~" test pump size, as requested by the Fire Chief. A Arinneapolis fire equipment company, the clerk said, offers two portable makes each with table, one for ~"~229.~5 suitable for 300 lb. tests, and one for X318.55 with gate valve for testing up to 500 lbs. He said the 'r'dhite~ Sear Lake volunteer fire department report using their 1000-gallon arard T,a France fire enging in testing three or four hoses at a time with pressured applied by the pump. The ~y`hite Hear department, he said, pointed. out that putting the engine under load this way some times shows up loose connections or other defects wPiich can be taken care of before afire run, Park P"achine Company, who services our fire trucks, agreed with this, the Clerk said. Fire Chief Swanson, who was present, said the practice in our fire department has been to test the fire hose onee a year on a static test wi th pressure applied by the pump without water flow thru it., and he felt continuing this might damage the pump. The Clerk was asked to write the Hale Pump Co. to see if it is safe to run the pumpwithout water flow t.hru it. Street signs Commissioner Seaborn reported on additional street suns needed in the Village, including 22 posts and 88 name plates at a~ost of `311.30. He said most of these were needed in Klatt,'s addition and in T,taple Knoll. Cartwright moved that street signs as recommended by the Street Commissioner be installed. Seconded by Stewart and so ordered. sip C~ 1 Insurance- The Clerk reported that the League of ?~.~innesota ~~unicipalities fire trucks had no printed matter on insurance coverage provided. by other communities on their fire trucks. Also reported discussing the matter with Lynn P~~~atteson who asked to be heard at the September 28, 1955 meetong on the question of collision insurance. Meeting It being 11 P.~"., Cartwright moved that the m-~eting be extended extended to complete unfinished bus-mess. Seconded by Stewart and motion carried. Fire Dept. Hustrulid presented a revised schedule of working hours for the work schedule three raid firemen. He said it was the same as the schedule revised proposed by the Fire Chief in his letter of Au~-ust 31, 1955, except that the revised schedule provides for an eight hour overlap each week for each fireman. It was pointed out that Fire. Chief Swanson schedule did not contain this provision contrary to the council's instructions of August 2l~, 1955 as conveyed to him by 1 etter. Hustrulid said the revised schedule repeats itself .every ?three weeks and is uniform for each Maid fireman. The revised. schedule was then discussed with the Fire Chief. Revised Hustrulid then moved that the revised schedule covering working schedule hours of the three paid firemen. be adopted. Seconded by Cartwright adopted and carried unanimously.. No Hustrulid moved that (1) there be no deviation from t:he adopted deviations war k schedule, including exchanging watch schedule except by council permission, illness or family emergency and (2) that the man on the 8-hour overlap will take care of outside station duties, such as inspections. Seconded by Stewart and motion carried unanimously. Fire Chief. Fire Chief Swanson then asked for permission to deviate from requests the work schedule in order to work three days for Fireman Slama deviation who had done the same for him. Hustrulid moved approval, seconded by Stenzinger, and motion carried unanimously. Church Building Inspector Christensen reported that the church directional directional sign at Pascal and Garden should be removed from Village property. sign Trustee Cartwright agreed to handle the matter.
