REGULAR MEETING, WEDNESDAY, SEPTE1dBER 28, 1955
Meeting called to order at 7:35 P.M., the following council members being present:
George J. Shavor, Acting 1[ayor; Andrew Hastrulid, Trustee; David P. Cartxright,
Trustee; Clyde J. Stexart, Clerk. Absent: Robert E. Stenzinger, Mayor.
Also present: William E. Olsen, Treasurer, and Frank N. Graham, Attorney,
Minutes of September 14, 1955 meeting xere heard and approved as read.
Requisition covering supplies for Fire Department Fos approved on motion by
No. 65 Hustrulid, seconded by Cartxright.
Boy Scouts Letter of September 23, 1955, from Mr. Lloyd S. Knutson, District
to use Scout Executive, Boy Scouts of America, St Paul, xas read relative
Village Hall to xhether the Village Ha11 can be made available to the Scouting
program for one night a reek. Cartxright moved that we authorize
use of the Village Hall, xi thout charge, by the Boy Scouts one
night a reek, preferably Monday, provided the hall is put back in
the same condition as found, all such meetings to close at 11 P. M.
at the latest and that ~ attention be called to the fact that
occupied living quarters ad3oin the hall. Seconded by Stexart
and motion carried unanimously.
Apparatus In connection with Fire Chisf~s requisition fora hydro static
pump for ..test. pump for testing fire hose as against using pump on the
testing fire apparatus for this purpose because of question of damaging the
hose approved. pump in making such tests without xater floxing thru the pump;
letter of September 23, 1955, from the Hale Fire Pump Company,
Conshohocken, Pa., stating they could see no reason xhy the
pump could not be used up to a xorking pressure of 400 PSI,
and recommending that some Fater be discharged so the pump can
be kept cool. This, they said, could be done by opening one
of the hose drain valves slightly. Cartxright moved that copies
of the letter be furnished the Fire Chief and our Volunteer firemen,
Seconded by Hustrulid and motion carried.
Ruggles Highway Attorney Graham reported on highway easement pertaining to Ruggles
Easement street to be executed for Independent School District No. 3 by
the Chairman and Clerk of the District, copies of easement to
be returned to Attorney Graham for recording.
Klatt~s Addn. The Clerk reported discussing the unsatisfactory drainage condition
on Ruggles near Hemline avenue Pith Messrs. Klatt and Carley.
Ruggles near Mr. Carley said he had received assurance from the road contractor
Hemline condition. that this portion of Ruggles would be put in satisfactory condition.
Other streets in Klatt~s addition Fhich Fere reported breaking up
xere in proper shape Fhen finished by the contractor, Carley reported.
Damage to surfacing of these streets, Mr. Carley said, xas due to
the Poxer Company making house connections for gas. Mr. Carley told
the Clerk he (Carley) xould estimate the damag® and bill the Power
Company for same.
Engr. to recheck After discussion, Shavor moved that in connection xith Engineer
do furnish ease- Don Carley~s letter of September 14, 1955 relative to streets in
men t. Klatt~s addition, that the Clerk xrite Engineer Carley that in
discovering that Ruggles St. at Hemline is such as not to drain
water properly that Fe understand Carley Fill re-check the con-
struction and xrite the Village after the necessary changes have

im~nt been made and the road is in condition for acceptance; also that
Mr. Carley~s attention be called to the fact that we have no
Klatt~s add~n. highway easement covering Ruggles street on the east side of
Klattts addition to Hamline avenue, and would ask that Engineer
Highway Carley prepare such an easement and have it executed by the owners
easement of the property. Seconded by Cartwright and motion carried
unanimously.
Bills: On motion by Hustrulid, seconded by Cartwright, the following
bills were ordered paid:

Street bill After considering further payment on street bill covering
work performed by the County during May 1955, Hustrulid
moved that an additional payment be made on said bill in
the amount of #l~,OOU.OU, and that a letter be sent with the
check, requesting statement showing the balance due on our
` street account.
Water main In connection with extending the water main on west Iowa to
extension, supply Lot 2, Block 10, and Lot l3, Block t3, Northome Second
West Iowa, addition; the Clerk reported that the City Water department,
costs St Paul, had informed him the cost of the extension, not
including blacktopping, was $1170.88, which when deducted from
the X700.00 would leave a balance of $229.12 to be refunded
to the Village. The Clerk reported the County planned to do
the blacktopping within a week or 10 days at an estimated
cost of ~15U.u0.
Gage Constr, Co. Mr. B. L. Gage, of the Gage Construction Company, 17 Loring
re central water Road, Minneapolis l6, appeared before the council relative
supply to his Company's plans to build 26 homes in the area west
of Tatum street along Roselawn avenue. Mr. Gage said the
FHA favored a central water supply for these homes arras
presenting the matter to the council for that reason. After
discussion, Shavor moved that in regard to a central water
system for the proposed homes that Mr. Gage be advised by
letter that the Council does not favor a central water system
and considers it impracticable for a project of this size.
Seconded by Cartwright and motion carried unanimously.
Permit for Building Inspector Christensen presented application from the
billboards Naegle Advertising Company, Inc., 3338 University Avenue S.E.,
denied Minneapolis, for permission to construct two bill boards on
the National Tea Company parking lot next to Snelling drive.
After discussion oP applicable ordinance provisions, Shavor
moves that said applicatio~be aenieu. Seconded by Cartwright
and motion carried unanimoushy.

House Builaing Inspector Christensen reported on efforts that have
numbering been made to correct a few discrepancies in house numbering.
After discussion, it was agreed it would be best to continue
to handle the matter on a voluntary basis.
Fire truck Lynn Matteson appeared before the council in connection with
insurance the question of why collision insurance had not been taken
coverage out on our fire trucks. Yr. Matteson said this was considered
from the standpoint of exposure of our trucks and that the
premium for collision insurance was quite high. The premium
on this type of insurance, he said, is designed to cover larger
cities where there is considerable exposure. In a residential
area like Falcon Heights where fire runs are much less frequent,
there is not the hazard, Yr. Matteson said. The question of
whether our present insurance coverage protects against damage
to s truck from a falling wall, was discussed. Yr. Matteson
and Attorney Graham were asked to check and report on the
matter.
Insurance Yr. Matteson suggested that the Village combine its general
suggestions liability insurance and liability on trucks either in a single
policy or by taking both policies out with one Company so as
to avoid the question of liability on the part of one Company
or the other. Matteson said that municipalities find they
can save considerable on insurance coats by putting their
insurance out on bids. After discussion, Cartwright moved
that the Clerk prepare a memo covering Yr. Matteson~s suggestions
for consideration at our first meeting in May, 1956. Seconded
by Hy~strulid and so ordered.
Stop signs Public Safety Commission Chairman Sid Bumgardner said the
ordered for Commission recommended. installing of stop signs at Califom is
California & and Iona avenues so as to make Pascal avenue a thru street
Iowa at Pascal between I~arpen tear and Hoyt avenues. After discussion, Cartwright
moved that said stop signs be installed, Seconded by Shavor
and motion carried unanimously.
Pedestrian Sid Bumgardner also pointed out that there was no sign to
cross walk inform motorists driving east on Larpenteur of the pedestrian
sign crossMalk ahead. After discussion, the Clerk was asked to refer
the matter to the County Traffic Engineer for suggestions.
Speed limit The question of establishing a reduced speed limit on Garden
Garden avenue in the school district was referred to the Village
attorney for checking and report.
Teen age Sid Bumgardner urged that parents be advised to caution teen
speeding age membera of the family against speeding or drag racing,
stating where arrests are made for such violations, the teen
agar is required to appear in Juvenile court.
Tatum Street Yrs. E.C. Hallanger, 1875 Tatum, reported that the street sign
sign at Larpen- for Tatum at Larpenteur would be more noticeable if moved to
tear the north side of L;arpen tear on Tatum. Shavor moved that the
Clerk request the County Engineer to move the Tatum street sign
from its present location south of Larpenteur to the north
side of Larpenteur at Tatum. Seconded by Cartwright and so
ordered.

Ordinance No. 36 A proposed tree trimming ordinance was read and discussed.
Shavor then moved adoption of ORDINANCE N0. 36, AN ORDINANCE
Tree PROVIDING FOR THE TRIMMING AND CARE OF TREES AND THE RE~[OVAL
Trimming OF UNSOUND TREES AND THE COLLECTION OF THE COSTS OF SUCH
WORK AS A SPECIAL ASSESSMENT AGAINST PROPERTY BENEFITED: AND
PROVIDING PENALTIES FOR VIOLATION. Seconded by Cartwright
and the following vote taken and recorded:
Ayes: Shavor, Hustrulid, Cartwright, Stewart
Nays: None
Acting Mayor Shavor declared Ordinance No._36 adopted by a
unanimous vote and ordered publication of same.
Sanitary Sewer - Letter of September 15, 1955 from the Village of Roseville
Roseville was read, relative to their sewer program. In connection
with the question of our being included in their sewer
program and meeting with the Roseville council in this
respect, it was agreed to refer the matter to our engineers,
Toltz, King & Day, Inc., for study and recommendation.
Warming house Cartwright reported on talking with School Superintendent
for School skating Williams about a warming house at the Falcon Heights grade
rink school. He said the School is interested but has no funds
for assisting in such purchase. Cartwright also reported
on estimated delivered coats of metal warming houses; one,
12x20, for ~577•~, another, 12x2lt, X603.00. Knock-down
type of warming house was also discussed and Hustrulid
will check and report on these later. Shavor said he had
talked with some community club members about providing
a warming house and that plans are to revive the matter
at a future meeting of community club members.
Budget It was agreed that the Clerk should ask Treasurer Olsen
to prepare and submit his budget recommendations at our
next meeting.
Drainage - Shavor reported on the drainage matter referred to in
Albert J. Helbig Mr. Albert J. Helbig~s letter as read at the September 1!t
15-~7 W. Idaho meeting. Shavor said he discussed the matter wi th Mr.
Helbig who reported he had no problem at present since
air conditioning at the shopping center has been discontinued.
Agreement xas reached with Mr. Helbig that if the same
condition occurs next year, we will investigate the matter
at that time.
League meeting, It was agreed that the council, treasurer and attorney
South St Paul would attend the regional meeting sponsored by the League
of Minnesota Municipalities at South St Paul the evening
of October 12, 1955, and that reservations should be made
accordingly.
Regular meeting Shavor then moved that the regular meeting of the council
October 12, 1955 scheduled for Wednesday evening, October 12, 1955, because
cancelled of conflict in-dates with the League-sponsored meeting at South
St Paul be dispensed with. Seconded by Stewart and motion
carried.
Special meeting, After discussion, Shavor moved that a special meeting to
October 11, 1955

meeting, October 11, 1955, beginning at 7:30 P.M. Seconded by
Oct. 11 Stewart and so ordered.

Siren Hustrulid reported that in order to make the automatic
control siren control and time clock in the Fire station xcr k
properly that the Electric Company had to replace the
circuit wiring for the siren with No. 8 xire in place of
No. 12 originally installed.
Driveway, Reporting on the driveway at 1877 Asbury, Shavor said
1877 Asbury the property owner informed him that he had contracted
to have the driveway installed without specifications,
assuming the contractor xould do the work properly.
Shavor recommended that the portion of the driveway
extending into the street be blacktopped so as to
prevent possible damage to snox ploxing equipment.
Said the owner indicated his xillingness to do anything
within reason. Attorney Graham agreed to inspect the
driveway to see xhat kind of an agreement could be xorked
out xith the property owner.
