SPECIAL MEETING, TUESDAY, OCTOBER 11, 1955
Meeting called to order at 7:l~.0 P.M., the following council members
being present: George J. Shavor, Acting Mayor; Andrew Hustrulid,
Trustee; David P. Cartwright, Trustee; Clyde J. Stewar t, Clerk.
Absent: Rober t E. Stenzinger, Mayor, and Frank N. Graham, Attorney.
Also present: William E. Olsen, Treasurer.
The minutes of September 28, 1955 regular meeting were heard and
correctei to r ead, on page 616, "Tuesday, October 11, 1955," instead
of Wednesday, October 11, 1955. The minutes were then approved. as
corrected.
Insurance- William H. Hite appeared before the council and
Fire trucks - reported on our present fire truck insurance
coverage, aodd indicated that the only additional
coverage we would get from comprehensive would be
protection against a falling object and glass
breakage for which the additional~YrYemium would.
be X40.00. In view of this, Cartwright moved
that we do not add to insurance coverage on our
trucks as the present coverage is adequate.
Seconded by Hustrulid add. carried unanimously.
Divulging Fire Department Order #34, dated October 3, 1955,

Police Dept. issued by the Fire Chief, relating to divulging
of Fire Department add Police Department records,
records was read. After discussion, Cartwright moved that
a directive be issued to the effect that information
on Fire Department records should iZet be c~i~aulged
to the public except by approval of the Fire Chief
or Village Council, and that information from the
Police log shall not be divulged or made public
except by authority of the Public Safety Supervisor
' or the Village Council, and that copies of this
' directive be sent to the Fire Chief, Public Safety
Supervisor and all concerned. Seconded by Hustrulid
and carried unanimously.
Heating & Gas Inspector Elwood Larson's letter of September

Also letter of Sept ember 26, 1955 from Herman A.
Zemke,. Village Clerk, North St Paul, regarding the
same matter. The. Clerk was asked to write Mr. Zemke
that Falcon Heights is not involved as each master
gas installer licensed in our Village must have a
' certificate of competency from the City of St Paul.

deposit of X229.12, which the Water Department stated
would. be refunded to the Village shortly.

Watch Fire Chief Swanson s letter of October 5, asking
Schedule tv deviate from the present watch schedule in order
deviation to attend the Firemen~s Benefit Association annual
dance, October 27, 1955, was read. Cartwright
moved that the deviation request be approved,
provided a competent fireman is on duty and provided
there is no additional expense to the Village.
Hustrulid seconded and motion carried unanimously.
Acceptance .The Clerk read a copy of his letter of Sepl~ember 22,
Maple Knoll 1955 to the Etna Casualty and Surety Company, of
streets St Paul, stating:
"On recommendation of our Village E~igineer,
the council voted at its September 11~, 1955 meeting
that the streets in Maple Knoll addition be accepted
and that the Clerk be authorized. to advise the bonding
company that the conditions of the bond have been met
and the bond can be terminated. when the Clerk is
satisfied that the bars are properly placed at the
entrance of the dry wells.
"Having received assurance today from the Village
Engineer that the bars have been properly placed
at the entrance of the dry wells, this is to advis®
that conditions of the bond have been met and that
same can be terminated."
Council approves .Cartwright then moved approval of said action of
the Clerk relative to the streets in Maple Knoll.
Seconded by Hustrulid and so ordered..

_ be referred to the County traffic engineer with statement that
the council concurred in Superintendent Williams' request. Motion
carried unanimously.
"Falcon Woods" Letter of October 17, 1955, from Herbert S. West, Sec~hstary,
platting proposed Semaey County Plat Commission, together with a print of the
proposed platting of "Falcon Woods," was considered. Hustrulid
moved that the proposed platting be referred to our Planning
Commission for study and recommendation.
Harvey Hanson Letter of October 12, 1955 from the Carley Engineering Company
drainage relative tD the drainage problem at the Harvey Hanson home,
problem 1551 W. Idaho~as~Ir.recommending storm sewer construction as the
only permanent solution; also letter from Attorney Jack C.
Wallace, asking in behalf of Mr. and Mrs. Hanson that the council
''do what is necessary to alleviate a very serious condition."
After discussion of the matter with Don Jnlen, of Associated
Investors, it was agreed that Mr. Julen would call on the owner
of the apartment building in this area and see what could be
done to clear drainage to the catch basin at the southwest corner
