Hustrulid moved, seconded by Stenzinger, that the letter be referred to the County traffic engineer xith statement that the council concurred in Superintendent Williams' request. Motion carried unanimously. "Falcon Woods" Letter of October 17, 1955, from Herbert. S. West, Secretary, platting proposed flamsey County Plat Commission, together xith a print of the proposed platting of "Falcon foods," xas considered. Hustrulid moved that the proposed platting be referred to our Planning Commission. for study and recommendation. Harvey Hanson Letter of October 12, 1955 from the Carley Engineering Company drainage relative tD the drainage problem at the Harvey Hanson home, problem 1551 W. Idaho~aes~.recommending storm seller construction as the only permanent solution; also letter from Attorney Jack C, Wallace, asking in behalf of Mr, and Mrs. Hanson that the council Ndo what is necessary to alleviate a very serious conditi.on." After discussion of the matter xith Don Julen, of Associated Investors, it xas agreed that Mr. Julen would call on the owner of the apartment building in this area and see xhat could be done to clear drainage to the catch basin at the southxest corner 620 Hanson of the apartment property. Shavor then moved that the complaint drainage that the increased water run-off is from the Associated Investors' (cont'd) property, be referred to the Associated Investors to see what can be done, and that the Clerk phone Mrs. Hanson and Attorney Wallace of the council's action. Seconded by Hustrulid and so ordered. Power Co. The Clerk read from a folder received from the Northern States advertising Power Company, relative to the Power Company's advertising campaign for attract- to attract businesses to communities in the upper Midsest, includ- ing biz. ing our Village. Stenzinger moved that the folder be referred to our Planning Commission for study and recommendation. Seconded by Hustrulid and so ordered. Paver Co.'s The Clerk presented a copy of the revised Supplementary Rules and revised rules Regale tions of the Power Company, making it possible to use more increasing gas under the General Service rate and increasing the limits gas load allotted for residential, commercial and industrial space heating limits fro~h 200 to 2,000 cubic feet per hour. Proposed The Clerk read a letter from The Old Northwest Company, of Minneapolis, group an insurance agency, referring to a law enacted by the 1955 state insurance legislature, authorizing municipalities to place group insurance on its employes and to participate in premiums. Stenzinger moved that the file be referred to Trustee Cartwright for checking and report. Seconded by Hustrulid and so ordered. Cooperative Letter of October 18, 1955 from the League of Minnesota Municipalities, agreements together with a report prepared by Mrs. Vera Likins, covering for m~uiicipal cooperative agreements for municipal services between governmental services units in the Twin Cities area, was considered. The Clerk was asked to request additional copies so that each member of the council and our attorney may have a copy. Operational Governor Freeman's letter of October !t, 1955, relative to securing Survival Plan- the cooperation of all levels of government for an Operational Civil Defense Survival Plan Was read, and the following resolution adopted by a unanimous vote on motion by Hustrulid, seconded by Cartsright: Resolution: WHEREAS, if this country is attacked, the primary objective of the enemy will include centers of industrial production, and concentrated on our civilian population; and WHEREAS, the capabilities of nuclear and other weapons are so great that an attack, if successful, will result in damage and casualties far beyond the resources of any community; and WHEREAS, the S t Paul-Minneapolis metropolitan area is officially listed by the Federal government as one of 70 critical target areas in the Nation;; and WHEREAS, the Federal Civil Defense Administration has invAted the State of Minnesota to participate in the National Survival Plan project. NCM, THEREFORE, be it resolved .that: the political subdivision of the Village of Falcon Heights, State of Minnesota, will cooperate to the full extent of our capabilities with 62.1 Operational the State of Minnesota and the Federal government in the study and Survival development of civil defense measures designed to afford mamimum Plan (cont'd) protection of life and property through participation in the Survival Plan pro3ect financed entirely by the Federal Civil Defense Admini- stration. F.D. order Fire Department order No. 35, dated October 2lt, 1955, relative to re fire fire inspections to be made by the paid firemen on their 8-hour inspections by over-lapping tour of duty, xas given consideration. Shavor moved paid firemen that payment of mileage to all of the paid firemen for inspections be authorized in an amount not to exceed #12.50 per month for the entire force. Seconded by Stewart and motion carried unanimously. Proposed Drive- Joseph E. Kroemer, 515 N. Snelling Avenue, St Paul, realtor, In on Larpen- appeared before the council to request permission to build a tear between drive-in on Larpenteur avenue between St Marys and Fry streets, St Marys and stating that the operator of the business xould be Mr. Adamson, Fry present owner of the Turn Grill on Larpenteur avenue in Roseville. After discussion, Stewart moved that the applicant proceed under .the ordinance by filing an application for license and plot plan, showing xhere the }3r~poaed drive-in parking area xill be, also suit and entrance, how Bar the proposed building xould be from back fence line, etc. Seconded by Stenzinger and motion carried unanimously. Bills: On motion by Hustrulid, seconded by Cartwright, the following bills xere ordered paid: Milner W. Co., Inc., repair fire siren circuit,- $108.31 Shopping Center Don Julen, representing Associated Investors, Inc., presented plans proposed fora five-store unit shopping center on the property at the south- east corm of Larpenteur and Snelling avenues, stating that the plans xere the same as referred to our Planning Commission some time ago. After discussion of the plans and suggested corrections in same, Hus trulid moved that Building Inspector Christensen be authorized to issue the necessary building permit as soon as the plena have been revised to his satisfacta~i.on. Seconded by Stenzinger and motion carried unanimously. Arthur Lindig Arthur Lindig, 1879 ~-. Larpenteur, appeared before the council re road needed to discuss the possibility of constructing a road from Larpenteur for developing to Roselawn avenue between Fairview and Tatum for the purpose of his property developing property xhich Mr. Lindig oxns in the area. He xas referred to the Planning Commission xho is considering this matter. 622 To1tz,King & Day Mr. A. J. Duvall, of Toltz, King & Day, Inc., handed to report covering each member of the council and our attorney a copy of proposed plan of the report prepared by Toltz, King and Dom, Inc., covering SANITARY SE9YER the proposed sanitary suer system for Falcon Heights, SYSTEM possible points of connection to St Paul, expected sewage flow and other pertinent data. After discussion, Hustrulid moved that two copies of the report be submitted to the St Paul City Council, asking that Falcon Heights be granted permission to connect its proposed sanitary sewer system to the St Paul sewers. Seconded by Stenzinger and motion carried unanimously. Warming house Stenzinger reported that he had talked with Mr. Husby about for School securing a warming house for the skating rink at the Falcon skating rink Heights grade school. Said Husby did not think the kno~ak-down type of farming house was well enough constructed. Said they discussed the portable type that could be moved by truck, the warming house to have plywood exterior with window across front so the structure could be utilised in the summer by our Little League baseball for dispensing pop, etc. Stenzinger said that Mr. Husby agreed to put up said warming house, 1Ox11~, at a net cost to the village of not to exceed ~lt99.00. After discussion, Cart~rright moved that the Village order a warming house from Mr. Husby, the cost not to exeeed ~499.op. Seconded by Hustrulid and motion carried unanimously. Driveway, 1877 Asbury -County asked to watch when snout plowing i Attorney Graham reported on his inspection of the driveway at 1877 Aster and discussion he had in this connection with the property owner. Upon Attorney Graham's recommendation, Cartwright moved that the Clerk write to the County Engineer, notifying him that the driveway slab located at the corner of Ruggles and Asbury is a few inches above the street grade and that the County's snow plowing operators should be informed to watch out for this when snow plamring is done. Seconded by Stenzinger and motion carried unanimously. Heating & Air The Clerk reported that he had written the Village Clerk C~~nditioning Examin- of North St Paul as directed in connection with their inquiry ation Board about our recognizing certificates of competency issued by the Minnesota Heating and Air Conditioning Examination Board, to the effect that Falcon Heights is not involved, as each master gas installer licensed in our Village must have a certificate of competency from the City of St Paul. The Clerk suggested that a similar letter be written to the Minnesota Heating and Air Conditioning Examination Board. Cartwright maned that the Clerk be authorized to write the Minnesota Heating and Air Conditioning Examination Board accordingly. Seconded by Shavor and so ordered. 1956 Budget After discussion and on motion by Cartwright, seconded by Hus trulid, the following resolution was adopted by a unanimous vote with the request that the Clerk make certification of same to the County Auditor: 623 1 1 1956 Budget BE IT RESOLVED, By the Village Council of the Village (continued) of Falcon Heights, that the following sums be and they hereby are levied upon the taxable property of the Village of Falcon Heights for the year 1955, collectible in the year 195bs General Fund X9,200.00 Street & Bridge Fund 10,000.00 Fire Maintenance Fund 14,250,00 Public Safety Fund 1,800.OQ Firemen's Relief Association 1/2 of one mill Meeting time It being 11 P.M., Cartwright moved that the meeting be extended extended in order to complete unfinished business. Seconded by Shavor and so ordered. Ordinance No. 37 A proposed ordinance amending Ordinance No. 31 was read. Hustrulid then mooed adoption of ORDINANCE N0. 37, AN ORDINANCE AMENDING ORDINANCE N0. 31 ENTITLED "AN ORDINANCE PROVIDING FOR THE ESTABLISHMENT AND GOVERNMENT OF A VOLUNTEER FIRE DEPARTMENT AND PROVIDING FOR THE REPEAL OF ORDINANCE N0. 1 PASSED MAY 11, 1949" HY REPEALING SECTIONS 9, 10 and 11 THEREOF. Seconded by Cartwright. Previous question After considerable discussion, Shavor moved the previous question. Seconded by Cartwright and motion carried by a 4/5 vote, Stenzinger recorded as voting 'No.' Adoption of The question was then called for with reference to adoption Ordinance No. 37 of Ordinance No. 37, and the following vote taken and recorded: Ayes: Shavor, Hustrulid, Cartwright, Stewart Nays: Stenzinger Ordinance No. 37 was declared adopted by a 4/5 vote and -its publication ordered. Apartment ordered Referring to a motion recorded in the minutes of July 13, 1955, vacated by Fire that the Fire Chief vacate the apartment, action wn which was Chief deferred to see if the new work schedule would improve unsatis- factory conditions within tie Fire Department, Stewart moved that George Swanson be given notice to vacate the apartment in the Village Hall as of December 1, 1955. Seconded by Shavor, and after considerable discussion, the following vote was taken and recorded: Ayes: Shavor, Hustrulid, Cartwright, Stewart Nays: Sten$inger i Ad3ournment: The motion was declared passed by a 4/5 vote and the clerk instructed to serve said notice.
