HomeMy WebLinkAboutCCMin_55Nov23630 REGULAR MEETING, WEDNESDAY, NOVEMBER 23, 1955 Meeting called to order at 7:l~0 P.M., with all council members present as follows: Robert E. Stenzinger, Mayor; George J. Shavor, Trustee; Andrew Hustrulid, Trustee; David P. Cartwright, Trustee; Clyde J. Stewart, Clerk. Also. present: William E. Olsen, Treasurer, and Frank N. Graham, Attorney. Minutes of regular meeting, November 9, 1955, and special meeting and hearing of November 15, 1955, Were heard and approved as read. Reqn. #68 covering election supplies, and supplies needed for Clerk's and Treasurer's offices, was approved on motion by Hustrulid, seconded by Cartwright. Snovr fence The Clerk reported receiving a request from Mr. and Mrs. Eugene Leonard, 1767 Fry Street, that snow fence be installed to take care of drifting snow from open University farm land in their area. The Leonards stated that about 170 feet of snow fence was needed. The Clerk reported there were six rolls of snow fence at the Village Hall, including about 175 feet, and that the Leonards asked if they might be permitted to put up the fence themselves at no cost to the Village. After discussion, it was agreed to have Engineer Don Carley, who was present, check into and report on the matter. Fire Dept. Acting Volunteer Fire Chief Earl W. Grumke's letter of November matters 23, 1955, was read, reporting as follows: "~ that a meeting of the entire Falcon Heights Volunteer Fire depar tment, excepting two members, was held November 22, 1955, and the following action taken: "It was voted 1O-`to 5 to have a volunteer Fire thief instead of a paid Chef and to hire a third driver to fill the resulting vacancy. "That the Council forward an application blank for said position to Ray Merkle, who is on leave of absence from the department because of service in the Army. He has been with various fire service departments in the service and has expressed his desire to become a full time fireman in Falcon Heights if a position were open. We understand he will be discharged from the Army in December. "That Earl Grumke be elected to serve as Volunteer Fire Chief until the annual Department election itt 1957. "The Department feels that the paid men should be remunerated at the same rate as the volunteers for aYfwering alarms and attending drills on their off time." Paid men After discussion, Cartwright moved that the paid firemen when off remunerated duty be compensated at the same rate as received by the volunteers for attending for attendance at drills and fire calls. Appointment Cartwright moved that xe record in the minutes that Kenneth Barthel declined by declined the position of paid fireman as provided for in the Kenneth minutes of November 9, 1955. Seconded by Stewart aryl so ordered. Barthel Acting 3T~~ The Clerk then read a letter, dated November 23, 1955, from Acting Fire Chief's Volunteer Fire Chief Grumke, ss folloxs: letter 11-23 "Enclosed find work schedule for the two paid firemen. You xill note it is drawn up to December 31, but can be changed at any time xhen a third man xould start. "Also find enclosed the five inventory sheets. The volunteers checked these sheets over, and you xill note there are several items crossed off. These items should not have been listed as they xere the sleeper's personal property. "Also, the item of shirt shields hasn't been checked. Many of the badges are missing, and at the first opportunity xe xill check them. y" I think xe will have to replace a number of them." "Am I correct that the two paid men new working the present schedule rill be compensated accordingly?" Inventory After discussion, Shavor moved that the inventory submitted xith approved. Acting Volunteer Fire Chief Grumke's letter of November 23, 1955, be accepted, sub3ect to his personal certification. Seconded by Cartwright and motion carried unanimously. Payt. to Geo. Aster discussion, Hustrulid moved that payment to George E. Swanson Swanson of df termination pay and accrued vacation pay, as recorded in the termination pay minutes of November 9, 1955, be authorized as of November 23, 1955. & accrued Seconded by Stenzinger and motion carried unanimously. vacation pay. Schedule for Hustrulid then moved that the proposed work schedule for the two paid txo paid men firemen be approved as an emergency schedule as presented by Acting Volunteer Chief Grumke, said schedule to be in effect until the third paid fireman is employed. Seconded by Cartwright and carried unanimously. Emergency Cartwright moved that as an emergency measure to cover the period until compensation- the third paid fireman can be hired, that ~heh of the present two paid two paid fire- firemen be paid additional compensation to cover the extra hours at men the rate of ;125.00 per month, commencing as of November 15, 1955. Seconded by Stewart and motion carried unanimously. Merit system The C]e rk reported that Fireman Stanley P. Schultz had passed the increase -Fireman advanced First Aid course (Red Cross) as of November 13, 1955, S.P.$chultz as per Sec. 7, Ordinance No. 31. Hustrulid moved that in accordance xith the ordinance that Fireman Stanley P. Schultz be given a salary increase from X6280.00 to X285.00 per month, effective beginning the last half of November, 1955. Seconded by Shavor and so ordered. Cartxright moved that the Clerk be authorized to xrite to the Board of County Commissioners accordingly. Seconded by Stewart and carried unanimously. Klatt's better from Village Engineer Milner W. Carley, dated November 23, 1955, Addition- relating to final acceptance of Ruggles and Albert streets, Klatt'a acceptance addition, and question of drainage of Ruggles Avenue at Hemline, of streets xas read. In vier of the Village engineer's recommendation that said streets be accepted for maintenance by the Village and that our village engineer be instructed to observe this intersection in the Spring of 1956, and to cooperate xith the County at that time in having it drained to the best of their ability, Cartwright moved that the Village Engineer's recommendation be approved and the streets be accepted for maintenance by the Village. Seconded by Shavor and motion carried unanimously. (Engineer Don Carley being present during the discussion). Mileage of In connection xith-the County Engineer certifying to the County Village-mein- Auditor by March 15 of next year the actual number of miles of tained streets roads xithin the Village as a basis for allocation to Falcon Heights from the County road and bridge fund, and the County. Engineer's request of October 28, 1955, that xe check the street list and mileage and notify them of any additionior deletions: Engineer Don Carley reported the streets and mileage had been checked, He furnished the Clerk xith a copy of a list of Village maintained streets, showing a total street mileage of 8.20 miles, including streets in the new Maple Knoll and Klatt's additions. Engineer Carley stated he xould check xith the County Engineer the following reek and furnish the County Engineer's office with a corrected list of the Village's total street mileage at that time. Street On the matter of the proposed street program for Falcon Heights; program Engineer Don Carley said he had discussed this xith his father, Milner W. Carley, and that their plans are to go ahead xith the street program starting in January. "Falcon Woods" Letter of November 19,1955, from the Falcon Heights Planning .subdivision Commission xas read, relating to the plat of "Falcon Woods" and action of the Planning Commission as follows: (1) Approved the preliminary plat of Falcon Woods subdivision prepared by Donald 0. Carley, dated September, 1955, and modified by Gage Construction Company's sketch proposal. (2) Final approval rill be given after the final plat is submitted, as covered in the rules and regulations for platting in the Village of Falcon Heights. After discussion (Mr. Gage of the Gage Construction Company being present), Shavor moved acceptance of our Planning Commission's recommendations and that the Council approve the preliminary plat of Falcon Woods subdivisAon in accordance xith the Company's sketch pro~gsal No. 3. Seconded by Stenzinger and carried unanimously. Gage request Prior to final approval of the plat, Mr. Gage asked if it xould be to build tyro possible for his Company to build a couple of houses on Roselanm houses avenue in order to keep his present construction force xorking. Attorney Graham advised that he could build the houses, but that they could not be sold until final approval of the plat. 633 Village election- After discussion, Cartwright moved that the polling place Plac• - for the annual Village election, December 6, 1955, be at Polls open, the Village Hall, 16l~4 West Larpenteur, for both precincts 12 noon-8 P.M. Nos. 1 and 2, and that the hours the polls are to be open on election day shall be 12 Noon to 8:00 P.M., Seconded by Shavor and motion carried unanimously. Dec. 1!~ regular Following a discussion of the matter, Shavor moved that due meeting advanced to 8bsence of a quorum on December 14, 1955, that the next to Dec. 7, 1955 regular council meeting be advanced to Wednesday, December 7, 1955, beginning at 7:30 P.M. Seconded by Cartwright and - motion carried unanimously. Filings for office The Clerk read the six filings for Village office to be voted and filing fees on at the annual Village elction, December 6, 1955, and turned over to Treasurer Olsen the $6.00 received for filing fees. Mayor asks Swanson's The Mayor handed to each council man a copy of a letter reinstatement dated November, 23, 1955, signed by the Mayor, asking that- George Swanson be reinstated as Fire Chief with the privilege to resign from his position with a clear record. It was pointed out by Trustee Cartwright that George Swanson was given the opportunity to resign prior to the council's action of November 9, 1955, in dismissing Swanson as Fire Chief but that Branson refused. The question was also asked why George Swanson had not made said request direct to the council. No action was taken with respect to the Mayor's letter. Fire Chief Cartwright then moved that the council sustain and re-affirm dismissal its action taken at the regular meeting of November 9, 1955, rm-affirmed in regard to the removal of George E. Swanson as Fire Chief. Seconded by Steuart and the following vote taken and recorded: Ayess Cartwright, Hustrulid, Shavor, Stewart Nays: Stenzinger The motion was declared passed by a four fifths vote. Bills: On motion by Cartwright, seconded by Shavor, the following bills were ordered paid: Northwestern Bell Tel.
