REGULAR MEETING, WEDNESDAi', DECEMBER 7, 1955
Meeting called to order at 8:05 P.M., xith all council members present
as follows: Robert E. Stenzinger, Mayor; George J. Shavor, Trustee; Andrea
Hustrulid, Trustee; David P. Cartxright, Trustee; Clyde J. Stewart, Clerk. Also
present - William E. Olsen, Treasurer, and Frank N. Graham, Attorney.
Minutes of November 23, 1955 were heard and approved as read.
Req'ns. On motion by Cartwright, seconded by Stenzinger, requisition
Nos. 69 No. 69 and No. 70, covering supplies for Fire Department,
and 70 were ordered approved.
Xmas tree Application from N. L. Hermes for license to operate an Xmas
lot license. tree lot at 1707 Snelling Avenue North until December 2tt, 1955,
Hermes together xith check for X7:0.00, covering license fee, xas
considered. Approval voted on motion by Shavor, seconded by
Cartwright.
Xmas tree Also application from Clyde Melton, 938 Watson Avenue, St Paul,
lot license. to operate an Emas treat lot at 1702 Snelling Avenue North
Clyde Melton (Dairy Way) xas received, together x ith check for X10.00 cover-
ing license fee. Ordered approved on motion by Shavor, seconded
by Cartwright.
L.W.V. letter Letter of December 1 from the League of Women Voters relating
re skating to the skating rink at Idaho and Snelling, and a proposed rink
rinks zest of Snelling Avenue, xas read. It xas reported that the
rink at Idaho and Snelling had been flooded. Hustrulid said
that the matter of providing a skating rink west of Snelling
xas investigated some time ago and that the main problem xas
the rater supply. Said the green houses xere the only source
of rater supply and that they did not respond to the idea.

smm~ner. The League's letter xas referred to Mr. Hustrulid
for handling.
Fire Dept. Letter xas read from Acting Volunteer Fire Chief Earl Grumke,
Ray Merkel's recommending that Ray Merkel, applicant for paid fireman
hours vacancy, be allowed to xork xith the two full-time paid f ice-
men for about ten days so as to familiarize himself xith the
duties of a fire motor operator. After discussion, Cartwright
moved that the hours of Ray Merkel. for the first ten days of his
employment be set at the discretion of the Acting Volunteer
Fire Chief. Seconded by Stewart and motion carried unanimously.
Ray Merkel Cartwright then moved that Ray Merkel be employed as a paid fire-
employed as man beginning January 1, 1956, at the rate of X275.00 per month,
paid fireman but that he be encouraged to attend Volunteer firemen's drills in
advance of that date if he xishes to do so. Seconded by Shavor
and carried unanimously.

Apartment room Acting Volunteer Fare Chief Grumke's letter of December 5 was
for F.D. sleeper read, requesting that one of the bedrooms of the recently
vacated Village Hall apartment be designated for Fire Department
use for extra sleepers. It xas so ordered on motion by
Cartwright, seconded by Shavor.
Drapes and xork A note dated December 5, was read from George Sxanson, relative
bench offered to soma personal property he left temporarily at the Village Hall

Drapes and and Fire Station, including drapes and rods and a work bench, s ~3
cork bench which property he is willing to leave if paid for by the
offered by Village. The Clerk stated that Harold Imhoff, former paid-
Swanson (cont'd) fireman, reported that he had constructed the Work bench during
his employment as fireman, using materials belonging to the
Village except for the drawers which were removed from a desk
owned by Swanson. Cartwright moved that George Swanson be paid
X5.00 for his interest in the work bench. Stenzinger
seconded and motion carried.
Speed limit Letter of December 6, 1955, was read from the Ramsey County
signs Roselawn Board of Commissioners, stating that 30-mile per hour Bpped
limit signs were installed on Roselawn avenue from the: nest
county line to Fulham on November 28, and that on the same
date !t0-mile per hour signs were installed on Roselaxn from
Fulham to Snelling avenue, with 30-mile per hour signs being
installed on Roselawn from Snelling to Victoria. The Clerk
was asked to inf orm Public Safety Supervisor Don Arndt
accordingly.
Blanket liability After some: discussion of the matter, Shavor moved that Blanket
policy #9 LB liability policy #9 LB 15001 be renewed on a 3-year basis, with
15001 renewed the intention of reviewing all of our insurance policies so as
to have July 1 as a common expiration date for same, Seconded
by Stewart and motion carried unanimously.
Cassin and As to cost of extending the water main in west Iowa to supply
Magnuson refund Lot 2, ffik 10, and Lot 13, Blk 8, Northome Second Addition;
on cost of water the Clerk reported a net refundable balance of X130.05 to be
main extension, refunded to Robert P. Cassin, 861 E. Cottage Avenue, St Paul,
West Iara and Mr. Norman Magnuson, 15l~0 West Iowa, who had deposited
X700 to cover the cost of this work as estimated by the Water
Department, City of St Paul. The Clerk said the understanding
was that one-third of the net refundable balance, or ~It3.35, be
refunded to Mr. Cassin, and that two thirds, or $86.70, be
refunded to Mr. Magnuson. Approval of said refunds was ordered
on motion by Shavor, seconded by Stenzinger.

Water agree-
ment Farmers Proposed agreement with the Farmers Union Grain Terminal
Union. Association to December 27,.1956, for continuing water extension
from GTA property to the Village Hall, was approved on motion
by Shavor, seconded by Stewart.
Transfer to After discussion and on advice of our attorney, Cartwright moved

to a subdivision of the general funds fit®m which the funds
originated. Seconded by Shavor and motion carried unanimously.
Street bill Cartwright then moved that the balance due for street work
balance paid performed by the County in May and June 1955, amounting to
X11,309.67 be paid. Seconded by Stenzinger and motion carried
unanimously.
Pay for Vol. After discussion, Cartwright moved that the volunteer firemen
firemen flooding be paid on the basis of drill time for their work flooding
rinks on other. .skating rinks on nights other than drill nights when authorized
than drill nites by the Aciting Volunteer Fire Chief. Seconded by Stenzinger
and so ordered.
In connection with the wiring and operation of the warming

opinion. Seconded by Stenzinger and motion carried unanimously.
Drapes & On the question of purchasing drapes and rods left in the Village
rods - Swanson Hall apartment by George Swanson; Hustrulid moved that Cartwright
be authorized to offer Swanson ~l~5.00 for the drapes and traverse
rods. Seconded by Cartwright and so ordered.
Paint spraying The Clerk reported recaa~ng information that Strandquist's
Texaco filling station, at Hamline and Hoyt, propose to install
a paint spraying plant. After discussion, our attorney was
asked to check the statute regarding this matter, ~ d the
Clerk was instructed to inform Building Inspector Christensen
of the proposal.
