REGULAR MEETING, WEDNESDAY, DECEMBER 28, 1955

The meeting was called to order at 7:115 P.M., with roll call recording the
following council members present: George J. Shavor, Acting Mayor; Andrew
Hustrulid, Trustee, and David P. Cartwright, Trustee. Absent: Robert E.
Stenzinger, Mayor, and Clyde J. Stewart Clerk. Also present - William E.
Olsen, Treasurer, and Frank N. Graham, Attorney.
Minutes of the regular meeting held Wednesday, December 7, 1955, and of the
Canvassing Board meeting held on the same day, were not presented and will be
read at the next regular meeting of the council.
Bills: On motion by Cartwright, seconded by Hustrulid, the following
bills were ordered paid:

Paint spray- Building Inspector Christensen reported that he talked to the
ing plant, owner of the Texaco station who said that there had been some
Texaco station discussion about building a new stall at the station. The
owner appreciates that a building permit will have to be
applied for before any changes can be made. He also indicated
that there had been some talk but no definite plans that any
addition might be used for a paint spraying booth.
Report Shell William Utecht reported he had a number of complaints that the
station Shell station at Albert and Larpenteur had been staying open
changed hands- very late in the evening. It was reported that this station
staying open had changed hands in the last few months, and Mr. Cartwright
late is to check the matter. It was suggested that the Clerk check
the license issued to the station to determine what hours were
set for the operationof the station. It was pointed out that
if there has been a change in-ownership, the new owner will
have to apply for a new license since the licenses are not
transferable.
Skating Cartwright reported that the skating rink had been completed
rink and was in operation under the supervision of Kenneth P. Shellum,
951 Shryer, Roseville, as skating supervisor. During the holidays
the hours are from 9:00 to 5:00 each day and on Sundays the
hours aro from 1:00 to 5:00. It was thot that the rink would be
opened on school days between 3:30 to 5:30. Cartwright reported
that lights were in the process of being put up and that they
hoped to have evening skating at the rink soon.
Comprehensive A question was raised as to whether the comprehensive insurance
insurance coverage would protect the Village if there were any accidents
question on the rink and the Village attorney was requested to check this
matter with Mr. Hite.

Fire insurance On motion of Cartwright, seconded by Hustrulid, the Clerk was
on warming authorized to take the steps necessary to put X500 worth of
house fire insurance on the new warming house if upon check it
appeared that the present fire insurance would not cover the
warming house. This motion was unanimously carried.
Warming On motion by Shavor, seconded by Hustrulid, Cartwright was
house - authorized to do whatever is necessary to have a step and
step & stove a stove guard built and installed at the warming house.

Sanitary There was a discussion of the recent developments with respect

sure that Falcon Heights' position is protected.
Constable Attorney Graham reported that he had received a letter from
Swanson Constable Swanson dated December 12, 1955, asking certain
questions with respect to Justice of the Peace and Constable
fees. Attorney Graham was instructed to answer the letter
with copies to the councilmen.
A discussion was had with respect to additional costs which
might become payable to Constable Swanson where he was required
to appear before the Justice of the Peace in connection with a
Costs ,violation for which he had issued a tag. To avoid the situation
payable which could arise in these cases where the costs to persons
to Constable tagged by ~+bBSttb~e ~ansonfYP~st~e higher than the cost tagged
Swanson by the other peace officers, Cartwright moved, seconded by
Hustrulid, that any costs payable to Constable Swanson be paid
by the Village on presentation of a claim by Constable Swanson
rather than being added to the costs assessable against the
violator. This motion was unanimously carried.
Tax Treasurer Olsen reported that he .had received a December tax
Settlement settlement of X13,120.55.
Apartment Cartwright reported that the firemen had painted one bedroom
bedroom and were fixing up the living quarters in the apartment
painted etc. recently vacated.
Transfer from The Treasurer reported that the outstanding bonded indebtedness
Fire Equipt. on fire equipment had been paid off as scheduled by resolution
Bond Sinking adopted on August 9, 19It9, and that the present unused balance
fund to V.H.& in this fund amount~$ to X361.12. Hustrulid moved to authorize
Fire Sta. Bond transfer of X361.12 from the Fire Equipment Bond Sinking fund
sinking fund.. to the Village Hall and Fire Station Bond sinking fund. Seconded
by Shavor and motion carried unanimously.
