REGULAR MEETING, WIDNESDAY, FEBRUARY 8, 1956
Meeting called to order at 7:110 P.M., with the following council members present:
William R. Utecht, Mayor; David P. Cartwright, Trustee; Harold C. Nilsen, Trustee;
Clyde J. Stewart, Clerk. Also present; William E. Olsen, Treasurer, and Frank N.
Graham., Attorney. Absent until 9:50 P.M., George J. Shavor, Trustee
Minutes of the January 25, 1956 meeting were heard, Statement on page 6119, regarding
Earl Horazdovsky requesting permission to build an addition, 17xl~It, at the rear of
the filling station, was corrected to read "at the side of the filling station."
The minutes were then approved as corrected.
Dog The following residents appeared before the council to complain about
Problem problems that dogs are creating in their neighborhood, such as tipping
over garbage cans, digging, etc: Mrs. John C. Kelsey, 11170 California
Avenue West; Mrs. L.P~. Nolan, 11G85 West California; Mrs. Herbert C. Horton,
11168 West California; Mrs. A.H. Paschall, 1476 West California; J. F.
Dixon, 1195 West California, and Mrs. W.W. Pr2ebe, 1!}91 West California.
Inquiry eras made as to the licensing of dogs or other controls. After
considerable discussion, Stewart moved that the Mayor appoint a committee
of three to study dog licensing and control and how such measures are
working out in nearby communities. Seconded by Cartwright and motion
carried unanimously. trustee Nilsen was than appointed to head the
committee.
Regn. #75 covering office supplies for Clerk, 500 3¢ postage stamps for Treasurer
and Clerk, and reprinting 150 copies of revised monthly statement for
Treasurer, was approved on motion by Cartwright, seconded by Utecht.
Regn #76
Fir® Dept. On motion by Cartwright, seconded by Utecht, requisition No. 7b was
approved, covering running board enamel, two log books, light bulbs, etc.
Treasurer's The Treasurer's bond with The Fidelity and Casulaty Company of New York,
Bond in the amount of $61,000.00, for the period January 1, 1956 to December
31, 1957, was presented and found to be in approved form by the Village
attorney. The Cle rk was ordered to file same.
J.P. bond The Clerk reported that he was informed by Justice of the Peace elect,
and bath Donald Nelson, that the latter had filed his 8oad ~in the' aaoiait of500.00
with the Secretary of State as requireci~also that he had filed his oath
of office.

Variance Letter and plans were received in connection with the request of
Request Earl Horazdovsky and Harold Horazdovsky for a variance in the sideyard
Horazdovsky provisions of the Village ordinance to permit the building of an
addition bn the north side of their gasoline filling station at 1565
Hamiline Avenue North, for use as a lawn mower repair shop. After
discussion, Stewart moved acceptance of the request and that it be
referred to our Planning Commission, with the suggestion that the
Commission's public hearing thereon be held prior to the council's
next regular meeting. Seconded by Cartwright and motion carried
unanimously.

Civil Defense Veronica S. Kjelland, Civil Defense director, Women's division,
reported to the council on attendance at two meetings of the Women's
(Veronica S. Organizations for Civil Defense held in St Paul. It was announced at
Kjelland) these meetings Mrs. Kjelland said, that a revision of Civil Defense
air raid instruction is under way. rdeanwhile, officers were urged
to inform their areas "to be watchful of the Alert Signal and to
observe present plans until revisions are completed. The council
expressed thanks to Mrs. Kjelland for her very good report and
requested that she prepare a series of articles on Civil Defense
for publication in The Rose Tribune with other Village Hi-Lites.
Advisory The Mayor announced that Chairmen of the various committees, including
Committees Public Relations, Parks & Playgrounds, Police Survey and Legislative
to meet committee, will hold meetings prior to the next council meeting and will
report to the council in turn.
Skating Cart~rright reported on attendance at the skating rink and use of
rink the warming hous®. Operations will continue as Aong as conditions
remain suitable, he said.
Stan The ,Clerk reported that the Mayor had discussed with him a proposed
Seaborn resolution of thanks for our former street commissioner, Stan Seaborn.
Resolu+iort The following resolution was then introduced and adopted by a unanimous
vote, on motion by Stewart, seconded by Utecht:
WHEREAS, G.S. (Stan) Seaborn served as Street Commissioner, Village
of Falcon Heights, Minnesota, from April 1919 to January 1956.
THEREFORE, BE IT RESOLVED, That the Village Council hereby expressed
on behalf of the Village of Falcon Heights and its citizens, thanks
and appreciation to Stan Seaborn for services rendered during his
long period of public service.

Cars at Cart:right sported that cars behind the Shell gasoline station
Shell Station at Albert an Larpenteur, were left there by the former operator
of the statio , Mr. Taylor. Cartwright said Taylor has been
contacted several times regarding the matter, but has done nothing
about removing the cars. Taylor will be called again, Cartwright
said.
Proposed A revised Fire Department ordinance to replace Ordinance No. 31
Fire Department -was discussed. Acting Volunteer Fire Chief Eaxl Grumke was
ordinance present. Attorney Graham was. requested to prepare a proposed
Fire Department ordinance. It was also agreed that our attorney
would work with Chief Grumke in drafting the ordinance.
Annual Report of Annual Report of our Fire Department-ter ~r~, together with
Fire Department a letter relating to the report and suggestions for increasing
the efficiency of the engines, was read and discussed.
On recommendation that pumps on engines 1 and 2 be checked over
~danufacturer to by the pump manufacturer, Cartwright moved that pumps on both
check engine engines be checked over by the pump manufacturer as requested
pumps by the Chief. Seconded by Stewart and so ordered.
With respect to'an AC converter for one of the engines, and
AC converter, replacing of some of the volunteer firemen's raincoats; the
raincoats Chief was asked to make regular requisition for these items.
Annual Report Cartwright then moved acceptance of the Annual Report of our
approved. Fire Department, and that the Chief be commended for his very
complete and excellent report on the Department's activities.
Seconded by Utecht and motion carried unanimously.
Police Police activities were then discussed, especially plans for
officers logging in and logging out. The Clerk was asked to
arrange with Don Arndt to attend our next meeting so that these
and other matters pertaining to our policing could be discussed
with him.
Traffic tag In connection with the issuance. of traffic tag books to and
books to Fire their usec'by our F~:re Department; the council agreed that
Dept. such tags be issued only by the Fire Department officer in
command, and that Fire Chief Grumke and Public Safety Supervisor
Don Arndt should get together ~€~rorking out details accordingly.
North Suburban After discussion, Car~rright moved that Bernard J. Rechtiene
Recreational Council be appointed as Falcon Heights representative on the North
representative Suburban Recreational Council which will consider recreational
planning in School District No. 3. Seconded by Utecht and
motion carried unanimously.
