REGULAR MEr,TING, THURSDAY, FEBRUARY 23, 1956
Meeting called to order at 7:30 P.M., with the following council members present:
William R. Utecht, Mayor; Harold C. Nilsen, Trustee; and Clyde J. Stewart, Clerk -
David P. Cartwright, Trustee, arriving at 8:30 P.M. Absent: George J. Shavor,
Trustee. Also present - William E. Olsen, Treasurer and Frank N. Graham, Attorney.
Minutes of February 8, 1956 were heard and approved as read.
Minnesota Dope: of letter from the Minnesota Safety Council, dated February
Safety 13, 1956, relative to Don Arndt providing Mr. R. V. Juetten,
Council Assistant Secretary of the Minnesota Safety Council, with
information needed for completing the 6afety'_Council's annual
reports in connection with the various traffic safety contests
in which Falcon Heights participates, was read and ordered filed.

Fire inspections, Letter dated February 15, 1956, from the Village of Lauderdale was read,
Lauderdale relative to fire inspection reports regarding the Currier Manufacturing
Company and Pearley's Place being referred to Lauderdale's fire
inspector, Mr. J. Langenberger, with instructions to inspect the
properties and report on same to Falcon Heights.
Village The Clerk submitted proofs of the Village Financial Statement for
Financial the year ended December 31, 1955, to be published in The Rose Tribune.
Statement After discussion, Nilsen moved approval of said financial statement.
Seconded by Utecht and motion carried unanimously.
Bills: On motion by Utecht, seconded by Nilseh, the following bills were

Variance Mr. Earl Horazdovsky, 1l~63 West Idaho, appeared before the council
request - in connection with his and Harold Horazdovsky's variance request
Horazdovsky on which the Village Planning Commission held a public hearing on
February 16, 1956. Mr. Horazdovsky was informed that the council
was awaiting a letter from the Planning Commission with the Commission's
findings and recommendations.
Automobile Paul Manke, President of the St Paul Customs Automobile Club, together
CluB to use with other members, appeared before the council to request use of
Village Hall the apartment meeting room in the Vil]~e Hall for meetings of the
Club, preferably on Monday evenings. Manke explained that the
C1utI consists of 15 teen age members who are interested in the care
and operation of automobiles, and especially in promoting safety and
courtesy in connection with driving. After discussion, Utecht moved
that the Club be allowed to hold meetings generally in the apartment

meeting roomof the Village Hall on Monday evenings, if this does not conflict
xith Village meetings. Seconded by Nilsen and so ordered.
Parks & Mrs. Maxwell Johnson and Chairman Bernard J. Rechtiene reported on
Playgrounds activities of the Parks & Playgrounds committee. Mr. Rechtiene
read the minutes of a recent meeting of the committee relating to
action taken by the committee to investigate the possibility of
developing a playground area zest of Snelling; check on locations
for a tennis court; consider use of the Village Hall for various
recreational pro3e~ts; investigate the feasibility of leveling
off and utilizing the drainage area at Idaho and Snelling for
neighborhood children; and develop a recreational program for
children in age groups not provided for under our school program,
Mr. Rechtiene announced appointment of a sub-committee, consisting
of eight teen agers xho xill meet xith and present their ideas to
the Parks arri Playgrounds Committee. The Clerk xas asked to
contact Architect Buetow regarding construction suitability of
the Village assembly. hall for teen age dancing.
Blanket Liability Attorney Graham summarized his letter of February 23, 1956,
Policy 9 LB 15001 about checking the Indemnity Insurance Company of North America
approved. blanket liability policy No. 9 LB 15001, covering the Village
to Jany~ary 12, 1956, xith the newly issued blanket liability
policy No. 9 LB 21211, covering the Village to January 12, 1959.
The attorney stated he xas satisfied that the coverage under

it xas under the old policy and, if anything, is a little broader."
The Mayor presented a 1955 summary by months of tags issued by
each Village police officer, hours on duty, patroling mileage
with totals and percentage breakdown. The summary xas discussed
xith Public Safety Supervisor Don Arndt.
The question of requiring Village police officers to log in and
log out xas considered. Utecht moved that the Public Safety
Supervisor be requested to instruct Village police officers to
log in and log out at the Village Hall and Fire Station. Seconded
by Nilsen and motion carried unani.ously.
After discussion, Cartwright moved that except in cases of
emergency, no unauthorized person shall be permitted to ride
in police cars or fire apparatus while on official business.
Seconded by Stewart and motion carried unanimously.
Pedestrian Proposals for improving our pedestrian cross xalk on Larpenteur
cross xalk near Snelling, xere discussed. Don Arndt xas asked to check
on and report back on blinker type lights suggested for the
crossing.
Load limit In connection xith policing load limit violations, Arndt suggested
signs that Village streets should be posted. Cartwright moved that
our street commissioner be requested to order installing of load
limit signs on Village streets when this work is done by the County
on their own roads. Seconded by Utecht and motion carried
unanimously.

Business The matter of having a business development committee.
development check into ways of attracting new business enterprises
to our Village as a means of enlarging our tax bash,
• was discussed. Also discussed was a report prepared
in 195Lt for the Vila ge by C, D. Loeks, Planning Consultant,
in this connection, which the Clerk stated he had. on file.
The Clerk will refer the report to ~,Zayor Utecht for study.
Streets The matter of securing a report on our street maintenance
program was discussed, and the Clerk was asked to see if
Village Engineer Carley could not give the council a
report in this connection at our next meeting.
Election Judges ~On motion by Utecht, seconded by Cartwright, the following
Primary Election, were appointed as Judges to serve at the Presidential
March 20,1956 Primary Election, to be held Tuesday, larch 20, 1956:
