REGULAR MEETING, WEDNESDAY, MARCH 11~, 1956
Meeting called to order at 7:35 P.M., all council members being present as follows:
William R. Utecht, Mayor; George J. Shavor, Trustee; David P. Cartwright, Trustee;
Harold C. Nilsen, Trustee; Clyde J. Stewart, Clerk. Also present: William E. Olsen,
Treasurer, and Frank N. Graham, Attorney.
Minutes of February 23, 1956 were heard and approved as read.
Ice Cream Stand Application of Norman Brausen and Marvin Fortney for a license
license to operate an Ice Cream Stand at 1702 North Snelling Avenue,
was considered. Cartwright moved .~,~~r~va1 of said application
sub3ect to payment of the 9~10.00'license fee, and that the
applicants be reminded to renew the license on or before June
30, 1956. Seconded by Shavor and motion carried unanimously.
Apartment meter The Cle rk requested approval of arrangement made with the
ehangover Northern States Power Company whereby the electric service
account for the apartment in the V},].lage Hall, formerly in
the name of George E. Swanson, be changed over to the Village
of Falcon Heights. After discussion, Shavor moved that the
Clerk be authorized to approve the change over, and that he
be requested to investigate the possibility of effecting a
saving by adding the service to the main Village Hall meter.
Seconded by Utecht and motion carried unanimously.
Sanitary Sewer
Engineers Letter of February 29, 1956, was read calling attention to
change in our sanitary engineers' firm's name, Toltz, King,
Duvall, Anderson and Associates, Incorporated, successors
to Toltz, King and Day, Inc.
Weed Inspector After discussion, Utecht moved appointment of Paul L. Coppini
as Village Weed Inspector for 1955• Nilsen seconded, motion
carried unanimously and Paul L. Coppini duly declared appointed
to said office.
Swanson payment The Treasurer read a letter from George E. Swanson dated
for phone calls March 6, 1956, enclosing a check in the amount of X6.39,
minus allowance which he said represen tad X11.39 which he owed the Village
for work bench for long distance calls minus X5.00 for Swanson's interest
in the work bench at the fire station. Utecht moved that
the check be accepted and the matter closed. Seconded by
Cartwright and motion carried unanimously.
Insurance- add'1. Letter was read from The Keller Corporation advising tha t
prem. on warming the Village had been billed incorrectly for premium covering
house the warming house under fire and extended policy number
55C33715 and that the additional premium due amounts to X3.00.
Cartwright moved that payment of said additional premium be
authorized. Seconded by Shavor and carried unanimously.
Insurance bidding The proposal for securing bids vn the various insurance
proposed policies carried by the Village was discussed. Cartwright
moved that Lynn Matteson, William Torgerson and W. A. Mortensen
be appointed as a committee to study the matter and submit
their recommendations. Seconded by Shavor and motion carried
unanimously.
Workmen's Workmen's compensation policy number 6-952757 with the Mutual
Compensation ins. Service Insurance Company and renewal premium to March 10,
1957 in the amount of ~3l~6.88, was considered. After dis-
cussion, Cartwright moved approval, seconded by Stewart and so
ordered.

State Fire School Letter from the League of Minnesota Municipalities relating. -
to the Minnesota State Fire School, with sessions scheduled ~-z3*L7
for the. University's St Paul Caaapus and the State Fair Grounds,
was read. Shavor moved that the letter be referred to
Acting Fire Chief Earl Grumke. Seconded by Cartxrigh t and
so ordered.
Horazdovsky Letter from the Falcon Heights Planning Commission relative
variance to the public hearing held on the request of Earl and Harold
request Horazdovsky fora variance in the sideyard provisions of
the Village zoning ordinance to permit the building of an
addition to their gasoline filling station, xas read. After
discussion of the matter with Mr. Earl Horazdovsky, the council
voted unanimously to adopt the following resolution xhich was
moved by Cartwright and seconded by Stewart:
Approved.- RESOLVED, upon recommendation of the Falcon Heights Planning
Commission, dated February 29, 1956, the Village Council finds
that granting the variation request of Earl and Harold Horazdovsky,
relating to sideyard provisions of Section 10 of Ordinance No. 8,
rill not materially affect adversely health, safety or general
xelfare or public or private property, and hereby authorizes
said applicants to build an addition to the north side of their
gasoline filling station as proposed and that the building
inspector is authorized to issue a building permit to cover
the addition.
Mayor Kitts Mayor Harry W. Kitts, of Roseville, appeared before the
of Roseville council and spoke on matters of interest to both villages,
xith respect to possible sanitary sewer hookup with Roseville
in certain areas, a proposed metropolitan police force,
availability of Roseville's municipal court to Falcon Heights,
and proposed cooperation between the Villages on fire protection
arrangements. It was agreed that Fire Chiefs Lynch and Grumke
should continue their discussion of the matter with a view to
submitting a proposal. In the discussion that followed,
Mayor Kitts reported that Roseville did not have a dog pound
but xas trying to work out arrangements with the Humane Society.
Garbage collection and providing for dump facilities were also
discussed.
Pedestriap Cross- The council discussed xith William Chenoweth, Ramsey County
xalk traffic engineer, possible improvements to our pedestrian
crosswalk. Mr. Chenoxeth reported on traffic control studies
which were recently made at the intersection of Larpenteur and
Snelling avenues. After discussion, Utecht moved that. since
it appeared from the report that the pedestrian cross-walk,
which is now designated with lines and signs, requires more
complete controsl so as to promote the movement of Sehicles
during the peak time for travel because of Snelling avenue
traff is during evening and morning hours, that the Clerk
xrite the Board of County Commissioners about utilizing signal
facilities not now in use at St Marys and Larpenteur at the
pedestrian cross-walk location. Seconded by Cartwright and
motion carried unanimously.

Maple Knoll Letter from h4r. Walter H. Pahl, 1604 Maple Knoll drive,
traffic-signs inquiring about having one or more traffic signs
installed on ~daple Knoll drive between Garden and. St Marys,
was read. The Clerk reported that Don Arndt and Officer
Earl Smith were checking on traffic in the area and would
submit a report at our next megtila~ meeting. It was agreed
to withhold action on the request until then.
Parks & Playgrounds Report of the Parks & Playgrounds committee, dated Bdarch 14,
1956, and signed by Chairman Rechtiene, relating to a proposed
Vill age youth center pro3ect and inquiring as to availability
of the Village Hall assembly room, was read. On the question
of budget allowance to provide for minimum equipment estimated
at X600 plus grading and weed control, Cartwright moved that
the Parks & Playgrounds committee be advised that X1,000 would
be set up for this year and that they should arrange their
budget accordingly. Seconded by Nilsen and carried unanimously.
Village Hall Cartwright read a memorandum dated March 14, reporting on
dancing a phone conversation he had with Architect Gerald Buetow.
~Ir. Buetow was quoted as saying the floor in the Village
Hall assembly room was designed with sufficient strength
for use as a dance floor, and that while rhythmic pounding
might develop hairline cracks in the concrete floor, that
this was remote and would in no way damage the building or
impair its safety.

Village Hall Andrew Hustrulid reviewed proposed plans for Villa ge Hall "
improvements- assembly room improvements, including an improved heating
bids system, an acoustical ceiling, two louvers for proper air
circulation, etc. After discussion, Cartwright moved that
we publish a request for bids on the plans asusubmitted
with the various alternates as given. Seconded by Utecht
and motion carried unanimously.
Proposed Fire The proposed Fire Department ordinance was discussed with
Department Fire Chief Grumke. At the Chief's request, it was agreed
ordinance that he should submit the proposed ordinance to officers of
the Volunteer firemen for any suggestions they may have.
Paid Firemen's Letter was read from Fire Chief Grumke, reporting that paid
salaries increased Firemen Stanley P. Schultz and Bertrand J. Slama have each
completed three-year periods of service, that both men are
working to complete the Red Cross First Aid instructor rating,
and that they have completed all other requirements and are
entitled to increases as set up in the ordinance. After
discussion, ShavorG oYed~that the report of the Fire Chief
be accepted and tha~~the said two paid firemen be given
salary increases to X300.00 per month, commencing as of
March 1, 195. Seconded by Stewart and motion carried un-
animously.
Special Meeting After discussion, it was ordered to hold ~,~~pecial meeting.
at the Village Hall, Thursday evening,Mcommencing at 7:30 PM,
for considering matters pertaining to a proposed dog
ordinance.
Streets Street Commissioner Christensen reported that he and Engineer
Carley checked on drainage conditions at Ruggles and Arona
where it was felt see filling should be put in, also that
#1se-Ruggles near Hamline should be built up to promote drainage.
Measures to improve drainage in the alley behind the Rees
business properties wl~t'also discussed..
