REGULAR MEETING, WEDNESDAY, MARCH 28, 1956
Meeting called to order at 7:35 P.M•, all council members being present as follows:
William R. Utecht, Mayor; George J. Shavor, Trustee; David P. Cartwright, Trustee;
Harold C. Nilsen, Trustee; Clyde J. Stewart, Clerk. Also present - William E. Olsen,
Treasurer, and Frank N. Graham, Attorney
Minutes of regular meeting, March 14, 1956, and special meeting, March 22, 1956, were
heard and approved as read.
Books requested A letter was read from County Assessor Ronald V. Powers, relative.
for Board of to an instructional meeting for assessors scheduled for March
Review meeting 29, 1956, to which the council Was invited to send a representative.
After discussion, Cartwright moved that the Clerk Write the
County Assessor and request that the personal property and real
estate books be made available for a Board of Review meeting
some time between Juice 1 and July 15th. Seconded by Shavor and
motion carried unanimously.
Minnesota Benefit Letter was read from the Minnesota Benefit Association as to
Association 1955 state legislation permitting Villages to pay part or
all of the costs of group insurance for Village employees.
Stewart moved that the letter be referred to our attorney
for checking-and report. Seconded by Shavor and motion carried
unanimously.
Underwriters on ~ A letter from the National Board of Fire Underwriters on
building inspection building inspection and fire hazards was read and referred
to Building Inspector Nick Christensen.
Bills: On motion by Shavor, seconded by Utecht, the following
bills were ordered paid:

nance and spoke favorably regarding the proposed ordinance. To inform
interested citizens, it was then agreed. to have the Village
attorney prepare a summary of the proposal for publication as
a-news item in the next issue of The Rose Tribune.
Maple Knoll Public Safety Supervisor Don Arndt reported that he and Officer
traffic check Earl Smith during the rush period on three evenings had checked
traffic on Maple Knoll drive because of motorists turning off
to avoid signal at Snelling and Larpenteur. Results of the check,
he said, did not warrant installing stop and go signs, but that
they would recommend installing of "Watch out for Children"
signs. Cartwright then moved that the Street Commissioner be
requested to order the installation of "Match out for Children"
signs - one at Fry street and Maple Knoll, one at St Marys and
Maple Knoll and one at Maple Knoll and Garden.. Seconded by
Nilsen and motion carried unanimously.

Police On recommendation of Public Safety Supervisor Don Arndt,
badges ~ Utecht moved that the purchase of one ~ci~ coat badge
and one hat badge for Village policing be authorized.
Seconded by Shavor and so ordered.
Teen Age The matter of using the Village hall assembly room for
dance teen age dancing was discussed with respect to whether the
floor had been adequately constructed for this purpose.
~, Building Inspector Christensen agreed to make arrangements
°~ for checking into the matter. It was also agreed that the
:Mayor should write the Parks & Playgrounds committee that
the teen age dance could be held in the hall on April 6 if
desired, subject to the following: (1) that none of the
group. be permitted on the fire station apron or in the fire
station on the first floor (2) that the hall be vacated at
11 P.M. and that it be swept and left in the same condition
as found, such cleaning to be done prior to noon of the
following day. (3) That all cars of the teen agers must be
removed from parking grounds at the station when the. dance
is over (~.) That the dance be adequately supervised. The
matter of providing drop cloths to cover the two fire
engines during the dance was discussed with Fire Chief
Grumke.
Ordinance No. 38 A proposed Fire Department ordinance was read and discussed.
Acting Volunteer Fire Chief Grumke's letter of March 28, 1956,
Fire Department was read, advising that the proposed ordinance had been sub-
mitted to senior Volunteer Firemen department officers and
that they had expressed their approval. Shavor then moved
adoption of ORDINANCE N0. 38, AN ORDINANCE PROVIDING FOR THE
ESTAffi~ISHMENT AND GOVERNMENT OF A VOLUNTEER FIRE DEPARTMENT
AND PROVIDING FOR THE REPEAL OF ORDINANCE N0. 31 PASSED
FEBRUARY 9, 1955 AND THE REPEAL OF ORDINANCE N0. 37 PASSED
OCTOBER 26, 1955. Seconded by Cartwright and the following
vote taken and recorded:
Ayes: Utecht, Shavor, Cartwright, Nilsen, Stewart
Nays: None
Mayor Utecht declared Ordinance No. 38 adopted by a
unanimous vote and ordered publication of same.
State Fire Fire Chief Grurnke's letter of March 28, 1956, was read
School recommending that two registrations for the Minnesota State
Fire School, April 23-27, 1956, be made - one for Fireman
Merkel and one for the Fire Chief, both not having attended
previously. Cartwright then moved that Fireman Raymond L.
Merkel and Fire Chief Earl Grumke be registered for the
Minnesota State Fire School, the week of April 23-27, 195b,
in accord with Chief Grumke's letter. Seconded by Nilsen
and motion carried unanimously.
Asst.Chiefs take Letter from Fire Chief Grumke, reporting that he will be
over in Chief's out of town from April 2 to April 17, and that the two
absence assistant chiefs will take over in his absence, was read.
Utecht moved approval, seconded by Cartwright, and motion
carried unanimously.
F.D. Reqn. Requisition #77 for 3 loose leaf binders, floor mop~iight burs,
desk pen & holder, and used washing machine for Fire Dept. was
approved on motion by Cartwright, seconded by Shavor.

Bldg. permit Build ing inspector Christensen submitted an application for
ok'd for building permit, together with plans for a one-story masonry
restaurant and steel building, 50x70, to be constructed on Larpenteur
avenue afar St Mary's avenue. Owner of 'the proposed building,
Nick Labalestra, 1899 Larpenteur Avenue West, whose plans are
to operate a restaurant at this location. The Village attorney
checked and reported that the permit requested was in accord
with ordinance provisions. Cartwright then moved that said
..application for building permit be approved, subject to
concurrence of the Planning Commission. Seconded by Stewart
aril motion carried unanimously.
Snow at Street Commissioner Nick Christensen reported on complaint
Blomberg's Store received from Robert Blomberg regarding snow piled in front
of his store on Hamline due to snow plowing operations.
After discussion, the Street Commissioner was authorized to
have Strandquist's Texaco Station remove the snow with their

to Falcon Hts.
Municipal Court- Availability/of Roseville's municipal court scheduled to
Roseville start on May 1, 1956, was discussed. It was agreed that
the council would take no action in the matter until after
the Village attorney checks with the League of Minnesota
Municipalities regarding procedure under the joint powers
act.
Adjournment: On motion, the meeting adjourned at 11 P.M.
