REGULAR R~'r,ETING, 1,'EDN~SDAY, APRIL 25, 1956
Meeting called to order at 7:30 P.I~4., the following council members being present:
William R. Utecht, Mayor; George J. Shavor, Trustee; David P. Cartwright, Trustee;
Harold C. Nilsen, Trustee; Clyde J. Stewart, Clerk. Also present - William E. Olsen,
Treasurer, and Frank N. Graham, Attorney.
Minutes of regular meeting, April 11, 1956, were heard and approved as read.
F,D. Regn #78, Requisition No. 78, covering 20 subscriptions at X61.00 each
Smoke-Eater for our Fire Department personnel to May 1957, to the Smoke-
Eater publication, was considered, Utecht moved approval,
seconded by Nilsen, and so ordered.
Reqn. #79 covering handcuf€s and case requested by Public Safety department
Handcuffs & as equipment needed by Officer Dachtera. Cartwright moved
case ~ that the handcuffs and case be purchased as requested. Seconded
by Utecht and so ordered.
Noiiee to The Clerk read a notice to Falcon Heights dog owners regarding
Falcon Heights the initial registration of dogs in Falcon Heights as required
dog owners by Ordinance No. 39. The Clerk said it was proposed. to publish
the notice in The Rose Tribune of April 26, 1956, subject to
council approval. Cartwright moved that the council accept
the notice as read. Seconded by Shavor and motion carried
unanimously.
Bills: On motion by Cartwright, seconded by Shavor, the following bills
were ordered paid:
Kenneth P. Shellum, remove skating rink planks,
clean warming house, etc., $4.00
St Paul Stamp Works, 200 dog tags and "S" links, 16.75
Toltz,King,Duvall, Anderson ~ Associates, sanitary sewer
engineering services, Warch, X67.52
Recessed Meeting was recessed at 8:29 P.M.
Resumed Meeting resumed at 9:15 P.M.
Insurance The committee appointed to study Village insurance coverage,
Committee consisting of Lynn Matteson, William Torgerson and W, A. Mortenson,
reports appeared before the council. The committee's recommendation, as
presented by Mr. Mortenson, was that the Villa ge arrange all of
its insurance policies to expire on a common date and that the
Village set up specifications for coverages and advertise for
bids. After discussion, it was agreed that the common date for
expiration of the policies would be August 1. The committee's
report was accepted with thanks.
5-yr old boy Fire Chief Grumke referring to a call received by the Fire Department
reported setting on April 25, 195b, regarding a 5-year old boy lighting fires with
fires. matches at 1382 West Larpenteur, presented a report from the
deputy sheriff who investigated the matter, the deputy sheriff's
report indicating that the parents and not the boy were at fault.

Associated 1R. F. Stepnitz, Manager of Associated Investors, Inc. properties,
Investors- appeared before the council relative to complaints about parking
parking on property along Arona in the rear of the Associated Investors
business block, and letter they had received from the Villa ge
attorney in this connection. Mr. Stepnitz informed the council
that most of the cars being parked on the lot at this time belonged
to workmen xho are employed on construction of our new shopping
center. In .the discussion that followed, Mr. Stepnitz promised
to screen in and landscape the Associated Investors' vacant
property along Arona, and he was asked to bring in another plan

Standard Oil Building Inspector Christensen presented application from the
building permit Standard Oil Company for permit to install two new gasoline
pump islands on their filling station property at Snelling and
Larpenteur, also for widening one driveway. Cartwright moved
approval, seconded by Nilsen, and motion carried unanimously.
E.J. Pennig On motion by Utecht, seconded by Cartwright, it was unanimously
building permit voted to appro~ra~,building permit application of E.J, Pennig for
construction of a house on the ne¢~th 218 feet of Lot 8, Annie
Hendrickson Acre Lots, the property to have access from Fry street
by private lane.
li~idening Village The Clerk presented a phoned report by Village Engineer Carley,
Hall driveway- estimating that 520 yards of fill would be needed in connection
fill with the proposed widening of the driveway west of the Village
. Hall. This, Mr. Carley said, would provide for widening the
drive 20 feet for driving and some angle parking. He said this
would leave the slope about the same as at present, xith bottom
of the slope about 8 feet from the property line. After discussion,
Nilsen was appointed as a committee of one to handle the matter.
Building Inspector Christensen will check with contractors regarding
the needed fill.
League survey Letter and questionnaire from the League of Minnesota Municipalities
of platting & regarding a survey they are making of the platting and subdivision
subdivision control practice in Minnesota, was referred to the Villa ge attorney
control in Minn. for handling.
Service Lanes, Letter of April 17, 1956, from J,E.P. Darrell, Director, Traffic
Snelling Ave. and Planning, State of Minnesota, regarding our inquiry about
traffic use of the service lands along Snelling Avenue, xas read.
Mr. Darrell said overly restrictive limits have proved ineffective
on service roads and other streets. As a better way to discourage
the improper use of lanes, he suggested the judicious install anon
of stop signs at some of the more important cross streets. After
discussion, it xas decided to hold the letter over for further
consideration,
Speeding on Public Safety Supervisor Don Arndt's report regarding Officer Smith's
Fairview Ave. investigation of reported speeding on Fairview Avenue between
Roselawn and Larpenteur, xas read. In view of considerable early
morning and late afternoon traffic, the Public Safety Supervisor
recommended posting of 30 m.p.h. signs in the area, two signs to
be placed in each direction. Cartwright moved, that xe xrite the
Board of County Commissioners, quoting the Public Safety Supervisor's
reco~nendation. Seconded by Utecht and motion carried unanimously.

Report on The Mayor reported on his investigation of a police call to
Officer Dachtera 1880 Roselawn Avenue received by Officer Henry Dachtera and
referred by Dachtera to the Sheriff's office, resulting in
serious delay. The Mayor's written report included copies
of letters to Officer Dachtera and Safety Supervisor Don
Arndt, also copy of a letter from Dachtera dated April 1l~, 1956.
In summarizing, the Mayor stated his investigations disclosed
discrepancies in Dachtera's report as to time the call was
completed at 1880 Roselawn, and between verbal and written
statements made by Dachtera regarding the taking of a passenger
along in his car when patrolling contrary to instructions.
The report also covered other police assignments covered
unsatisfactorily by Officer Dachtera. Don Arndt reported
a considerable improvement in Officer Dachtera's attitude
since January, the Mayor said, and it was agreed not to recommend
taking action against Dachtera at this time. It was proposed
that Arndt work out a time schedule to provide for more frequent
policing and that he discuss it with Dachtera. In summing up,
the Mayor writes:
Recommendation "In my own opinion the Village does not-have a strong police
officer in Mr. Dachtera. However, I would like. to go along on
the basis of giving the man every chance to become one and to
correct his thinking so that he will realize he must deal with
his superior who in turn is responsible to the council.
"It would be my recommendation that the situation be watched
closely in the hope that efficiency will increase. It is my
further recommendation that any future failures to carry out
orders or to answer calls be considered grounds for dismissal.rr
Cartwright moved that we accept the report and recommendation.
Seconded by Shavor and motion carried unanimously.
Sweeping & As to sweeping and oiling of our. streets; Street Commissioner
oiling streets Christensen will ask Village Engineer when this work should be
done.
Complaint re The Mayor reported on receiving of a complaint regarding smoke
Flameburger from The Flameburger. The Mayor was asked to check and report
smoke on the matter.
