HomeMy WebLinkAboutCCMin_56May9sus REGULAR MEETING, WEDNESDAY, MAY 9, 1956 Meeting called to order at 7:30 P.M., the following council members being present: William R. Utecht, Mayor; George J. Shavor, Trustee; Harold C. Nilsen, Trustee; Clyde J. Stewart, Clerk. Absent: David P. Cartwright, Trustee. Vdilliam E. Olsen, Treasurer, and Frank N. Graham, Attorney, were present. Minutes of regular meeting, April 25, 1956, were heard and corrected on page 672, by addition of the words, "On or before July 1, 1956," in connection with when Mr. Stepnitz was asked to bring in another plan for development of Associated Investors' land along Arona. Minutes of regular meeting-April 25, 1956, were then approved as corrected. Minutes of the April 25, 1956 Public Hearing were heard and approved as read. Water Lorris l~illiams, 16511 Maple Knoll Drive, and Leo Ohman, 1635 Garden shortage Avenue appeared before the council, Mr. Williams' stating that he wished to call the council's attention to the water shortage in the area between Larnenteur and Ruggles and Pascal to Fry streets. The situation in the area, he said, ranged from low water pressure to- no water at all. Mr. Williams furnished a memo on the water situation in the affected area. Write Water After a full discussion, Utecht moved that the Clerk write the Department Water Department, City of St Paul, attention of Mr. Leonard N. Thompson, advising that we are having difficulty with the water pressure, especially in the Maple Knoll area, and teq~est•.ng that a meeting be-set up for working out a possible solution.-`.; Seconded by Stewart and motion carried unanimously. F3.ameburger t~ir. Ray Price, of the Flameburger, said that the smoke situation smoke problem is something they are trying .to take care of at their establishments here and in Minneapolis. He reported they .are seeking advice from • an eastern firm and will keep the council informed as to developments. Ralph Keller, Mr. Keller indicated he wished to have his property rezoned to 1830 W. Larpenteur Business district for a depth of 1300 feet from the center line of Larpenteur and asked how he .could. expedite his request for such rezoning. Mr. Keller was informed that a petition for the proposed rezoning could be filed with the council. Private policing- William Jeffrey, 1973 Tatum, of the Suburban Police Patrol, a Wm. Jeffrey, private policing system, informed the council that his Company 1973 Tatum was interested in extending their services in directing traffic -and assisting with parking of cars for business property owners in Fal con Heights. After discussion, Shavor moved that Mr. Jeffrey discuss his proposal with Public Safety Supervisor Don Arndt to see haw it fits in with our policing operations. Regn. #80 On motion by Shavor, seconded by Utecht, it was voted to approve Clerk's office. the said requisition covering supplies needed by the Clerk. Regn. #81 Requisition No. 81, covering supplies needed by the Fire Department, Fire Dept. was considered. Utecht moved approval, seconded by Nilsen and so ordered. Anderson, dated May !~, 1956, University was read, offering his support to the Mayor and Council in acquiring opposing the University's action towards acquiring more lands Falcon Hts. in Falcon Heights. land League's Circular and questionnaire relative to the League of Minnesota Annual Municipalities annual convention at Detroit Lakes, June 13, 14 aril Convention 15, 1956, were read. Power Co. payt. Village Engineer Carley's letter of May 3, with proposal in for street triplicate covering the payment of damages to the Village by the damages Northern States Power Company for damage to Village streets caused by the installation of natural gas mains, was read. Shavor moved approval of the proposed schedule of charges and that the Clerk be authorized to execute the proposal for the Village. Seconded by Nilsen and motion carried unanimously. Fire Dept. Letter from Fire Chief Grumke was read relative to the recent commended State Fire School and benefits derived by himself and other members of our Fire Department who attended. After discussion of this matter and operations of our Fire Deparment under the Volunteer Fire Chief plan since January 1, 1956, Utecht moved that a letter be written to our Fire Department, espee~.all~y with respect to performance of duties, increased volunteer firemen memberships, improved attendance at drills, and complete and informative reports, commending the Chief, the operational officers, .the volunteer firemen and the tlrrree paid firemen for their good work and cooperation in making this possible. Seconded by Shavor and motion carried unanimously. Condition of Firemen Merkel's letter of May 8, 1956, was read relative to the Village Hall continued unsatisfactory condition that the Hall and chairs are acct Scout left in following the Scouting program meeting. After discussion, meeting Utecht moved that the district Scout representative be informed that no further Scouting program meetings can be held in the Village Hall until the council is furnished with a make-up of the group as to place of residence and also names of the supervisors. Seconded by Shavor and so ordered. Drainage- Letter was read from Mr. Lyle C. Tobias, President, Falcon Manor, 1511 W. Larpenteur Inc., relative to a drainage problem in front of 1511 ~~est Larpentaur. Shavor moved that the letter be referred to the County Engineer's departmen t, with the request that if possible the matter be corrected.. Seconded by Stewart and motion carried unanimously. Increased Don Arndt r?ported he had worked out a proposed schedule for increasing policing Sat. evening police patroling, especially on Saturday evenings. Said he evenings. had talked with Officer Dachtera who agreed to work extra hours except Tuesday evenings. Arndt said maximum hours allowed by the council were 12 hours per officer per week at present. He recommended that the maximum be increased to 25 hours to be tried out for a six week period. Af ter discussion, Utecht moved that we extend the permissive working hours to a maximum of 25 and that same be continued in force until such time as the Police Investigating Committee brings in its report. Seconded by Nilsen and motion carried unanimously. s7s Stop and Go It was reported. that re-activating of the stop and go signal on Signal - Farmers Larpenteur avenue, opposite the Fanners Union Grain Terminal. Association garage, is the cause of a number of complaints. Union After discussion, it was agreed that Trustee Nilsen should discuss the matter with the Farmers Union to see if the signal could not be turned off during da,~t~ periods when not needed, especially during daytime. Load limit A memorandum from Trustee Dartwright was read relative to a viol ation - large semi-truck loaded with sod driven over Holton and Ruggles Wagner streets the evening of May 1, 1956 in violation of posted street load limits. The matter was discussed with Don Arndt who informed the council the case would be heard in Justice of the Peace court on Thursday. Bids re3ected, Bids on the proposed remodeling of the Village Hall heating system Village Hall and Village Hall assembly room improvements ware received and heating system tabulated. After a full discussion and nn recommendation of the Committee Chairman, Andrew Hustrulid, it was moved by Utechf that said bids be re3ected and that all bidders be so notified with return of their certified checks. Seconded by Stewart and motion carried unanimously. Fire truck Fire Chief Grumke's letter of Riay 9, 1956, reporting on tests tests - Chief's which were run on No. 1 fire truck on May 8 by Howard Stiff, recommendations Engineer, Minnesota Motorized Fira Equipment Company, also approved the Chief's recommendations for taking care of both engines No. 1 and No. 2, were read. Nilsen moved that the report and recommendations with respect to taking care of both engines be approved. Seconded by Shavor and motion carried unanimously. Proposed Letter was read from Wesley Chandler, Chairman, Mounds View Tarn garbage Board, relative to a meeting called for May 18 at the Mounds View plan. Town Hall to consider an appropriate place to dispose of refuse and garbage for our communities. After discussion, Utecht moved that Cartwright be asked to attend the meeting. Seconded by Shavor and motion carried unanimously. Weed notice On motion by Stewart, seconded by Utecht, it was voted to inform the Ramsey County Weed and Seed Inspector that the Village of Falcon Heights agrees to pay its proLorationate share of weed noticse publications for the year 195b. 67~~ Variance request, Report and recommendation of the Planning Commission was read John J. Keller on the request of John J. Keller for a variance in the side yard provisions of Section 10 of Ordinance No. 8, to permit the west wall of a building to be placed two feet from the west line of property at approximately 1790 West Larpenteur, was read. The Planning Commission reported that the Commission held a public hearing on said variance on May ~, 1956, and the Clerk's affidavit of posting stated that notices of said hearing s. APr.zg / S6, were posted in the Village's three posting places' f]'he ~ 9 Planning Commission made the following findings and recommended the granting of said request subject to the provision that roof water from the new building be diverted away from the property of Mrs. Peter J, Kelle r: "(1) There are special circumstances affecting the premises for which the variance is requested; "(2) The granting of this request is necessary for the preservation and enjoyment of substantial property rights; and "(3) The granting of this request will not materially affect adversely the health, safety, or general welfare, or public or private property." After full discussion, and acting in accord with the Planning Variance Commission's recommendation, Stewart moved that the request of approved. John J. Keller for a variance in the sideyard provisions of Section 10 of Ordinance No. 8, to permit the building of the west wall of the building to be erected on property at approximately 1790 Larpenteur Avenue West, two feet from the westerly line of said property, instead of five feet from said line as required by said section of Ordinance No. 8, be and it hereby is granted, subject to the condition that provision shall be made to insure that roof water from the building to be erected will not be permitted to reach the adjoining property to the west. Seconded by Nilsen and motion carried unanimously. Tatum sign In connection with contimzing complaints regarding the street sign on the south side of Larpenteur avenue at Tatum because it is not readily visible, Shavor moved that we write the County Engineer to see if a duplicate sign could be installed at the northwest corner of Larpenteur and Tatum, if some established policy precludes moving the present sign. Seconded by Nilsen and motion carried unanimously. Engr. Correction of drainage problem at Arona and Calif ornia. 2. Recommendation on maintenance of seven improved albs. 3. Recommended changes in drainage at west end of Hollywood Court drive. I~. Recommendation on snow removal and oiling of streets. 5. Recommendation as to repairing road in Klatt's Addition so as to improve drainage. 680 Drainage 6. Midway Sign The proposal and application for permit from the Midway Sign Co. request Company to install a four-foot metal and plastic sign at to install 1702 North Snelling, for the P~arv and Norm Tasty Freez, sign denied. were discussed. Shavor moved that the application for said permit be denied and that the Clerk so advise the Midway Sign Company in returning the permit fee. Seconded by UtecYt and motion carried unanimously. Availability of The Clerk reported on phoning the County assessor regarding books on personal our le tter of March 29, 1956, asking if the personal property property and and real estate books for Falcon Heights could be made real estate available to the council between June 1 and July 15. The assessments County assessor said that while no communities in Ramsey County had held Board of Review meetings for some time, that the assessor's office would be glad to make the books available and would let. us know when the books are ready for inspection. Stairway door Regarding poor condition of the stairway door at the west side of the Village Hall, Shavor moved that the Clerk secure two or three bid~n a new door for the stairway opening. Seconded by Utecht and motion carried unanimously. Village Hall The proposed widening of the drive to the parking area at drivcaray the Village Hall and difficulty of getting sufficient fill for this purpose, were discussed. It was agreed to postpone widening of the drive until we can secure enough fill to complete the project.. Light truck The matter of securing a smell. truck as recommended by Village for street Engineer Carley for limited emergencies, such as filling holes work proposed. in streets, was discussed. Bills: On motion by Utecht, seconded by Shavor, the following bill was ordered paid: St Paul Book ~ Stationery Co., office supplies, Clk., X7.29 Sheriff's letter Sheriff Gibbons' letter of May 16 to the Mayor was read, re radio system relating to the Sheriff's proposal to install and operate for County a two-way radio communication system for the entire County. The letter stated that combining the present four systems of police communication in the County under one station with a transmitter operated by the sheriff's office would greatly assist with policing problems in subdivisions of rural Ramsey County. After discussion, Stewart moved that the letter be referred to our Public Safety Committee for study and recommendation as to (1) the Village's share of costs and har determined (2) degree of Village participation in the plan (3) whether the Village is to supply equipment, such as cars and radio, and (1~) that the Committee submit its report on or before June 13. Seconded by Utecht and motion carried unanimously. J
