Shavor, Acting Mayor; David P. Cartwright, Trustee; Harold C. Nilsen, Trustee; and Clyde J. Stewart, Clerk. Absent: Willim R. Utecht, Mayor. Also, present: William E. Olsen, Treasurer, and Frank N. Graham, Attorney Minutes of May 23, 1956 meeting were heard and approved as read. Cigarette Applications for licenses to sell cigarettes at retail, licenses together with check for $12.00 from each, covering annual license fee to July 1, 1957, were received from the following: Farmers Union GTA Flaherty Lanes Applebaum Food Markets, Inc. F~3con Heights pharmacy Approval of said applications was voted on motion by Nilsen, seconded by Cartwright. 1 Off Sale On motion by Cartwright, seconded. by Nilsen, applications received from the following firms for off sale beer licenses to July 1, 1957, were approved: Falcon Heights Pharmacy Applebaum Food Markets, Inc. Flaherty Lanes On Sale Application for On Sale beer license, together with check for X35.00, covering annual license fee to July 1, 1957, was received from Flaherty Lanes. Approved on motion by Nilsen, seconded by Cartwright. Gasoline Service Application to operate a gasoline filling station at 1667 Sta, license, F.U. North Snelling Avenue, together with check for ~30.~ covering annual license fee to July 1, 1957, was received from the Farmers Union GTA. Application approved on motion by Cartwright, seconded by Nilsen. Requisition #82, covering minute book paper, postage stamps and other supplies Clerk's needed in the Clerk's office, was read. Approved on motion by Cartwright, seconded by Nilsen. Requisition #83 covering one gallon of disinfectant and 2~" adapter, was Fire Dept. approved on motion by Nilsen, seconded by Cartwright. Minn. Motorized Fire Chief Grumke reported on bills received from the Minnesota Fire Truck C©. Motorized Fire Truck Company for repacking of Engine No. 1 bill pump. One of the bills he said is not in accord with the Company's quotation of May 12. He said request has been made for ari itemized account. The Chief also reported on sending compound gauge from one of the fire engines to the Marsh Instrument Company, of Skokie, Ill. for repairs estimated to cost ~5 to $b. Thompson, General Maple Knoll Manager, Water Department, St Paul, xas read relative to the Water Department's study of the Maple Knoll area rater service situation. The le tter and data sheet information xere discussed xith representatives of the Maple Knoll committed including Frank Skog, 1b07 Maple Knoll drive; Mrs Henry Van Hoven, 1615 D~pl.e Knoll drive; Mr. W.H. Pahl, 16011 Maple Knoll drive, and Mr. Leo Ohman, 1635 Garden. Shavor then moved that two copies of the Water Departmen is letter be turned over to the Maple Knoll committee for their consideration, that Shavor be the council's representative at any memrhit~ee meetings on the matter, and that the building inspector be instructed not to issue any further building permits in Maple Knoll until the rater situation is corrected. Seconded by Nilsen and motion carried unanimously. Maple Knoll Mr. W,H. Pahl, 16011 Maple Knoll drive, reported to the council traffic that some motorists xere by-passing the stop and go signal at Snelling and Larpenteur avenues, driving from Snelling Don Arndt via Maple Kno11 and F'Ygr streets to Larpenteur. ~r,~~Pahl proposed that a temporary barricade be erected and (y~ri d out for th / rSr U~~(~n Gnr- d StY'ec~ YO os ~, ere ~SO p/SC/S protection of children. i ~a~ety ~u~ervis ~r $on Arndt JL-G~, reported that this matter xas discussed xith Mr. J,E. Broxn, of the Maple Knoll committee, at a recent meeting of the Public Safety comr--ittee, at which State Traffic Engineer, Mr. Darrel], and County Traffic Engineer Chenoxeth xere present. Arndt reported rec~i~pg xord that two or three property oxners in the area~ob~ected to the proposed barricading of Maple Knoll drive. Attorney Graham questioned the legality of barricading a public street. Shavor moved that the request for traffic control thru Maple Knoll be referred to our Public Safety committee, xith the request that they consult xith Mr. Chenoxeth ' on the various proposals made, and if possible to recommend a solution to the council. Seconded by Stexart and. motion carried unanimously. ~~~;~-i Proposed Don Julen, representing Northome Shopping Center, Inc., presented Shopping plans covering proposed improvements in the new shopping area Center at the southeast corner of Larpenteur and Snelling avenues. improvements Julen reported that the property owner had made application for a building permit to remodel the west wall of Applebaum's store and for the necessary curb cuts for entrance and exit purposes. After discussion, Cartwright moved that the Remodel west building inspector be authorized to issue permit for remodeling wall of Applebaum's of the west wall of Applebaum's store. Seconded by Nilsen s~b~re and motion carried unanimously. After discussion of the proposed driveways and blacktopping, Cartwright moved that the building inspector be authorized to issue permit for driveways and blacktopping of the parking Driveways and area immediately beyond the Cities Service filling station, blacktopping subject to said plans and specifications, with permission to secure engineering advice from the Village engineer if necessary to determine proper elevations and drainage, and approval of of necessary curb cuts for entrance and exit purposes by the County Traffic engineer. Seconded by Shavor and motion carried unanimously. Mr. Julen also discussed with the council and neighborhood p qty residents, Mrs. Ora C. Wood, 1525 Idaho AvenueV~j and Mrs. Frank Vacan-~ pro C p. Convey, 1531Idaho Ave. ~dest, proposed improvements for the on Rron a bchina Northome Shopping Center's vacant property on Arona avenue biz 6~K. Julen said they would like to use the lot on Arona for employees' parking, would like to see culverts in there, improvement of the boulevard, planting of a shrub screen and the installation of sidewalks by the owner depending on pedestrian traffic. Streets and Cartwright read a letter from Mayor Utecht regarding the alleys status of street and alley work and recommending termination of the Village engineer's services. Vernon L. Ljungren, of the Village Engineer's staff, was present and reported on a meeting Don Carley had with Mr. Crampton of the County Engineer's office, at which street work to be done by County forces was discussed. Bm2hh respect to drainage at Arona and California, L~nngren reported that permission was not received until this evening from Mr. Stepnitz to run the water into the ditch west of Arona. Crampton, he said, informed the Villa ge Engineer that our streets and improved alleys, incldding Hollywood Court, would b e taken care of in less than a month. After discussion of the Arona and California drainage matter, Cartwright moved that we authorize~t the Village Engineer to correct the situation by surface drainage into the ditch on the west side of Arona. Seconded by Shavor and motion carried unanimously. Street plan- The Clerk reported that the Chairman of the .Planning Commission technical assistance had discussed the matter of preparing an over-all primary authorized street plan for the unplatted areas south of Larpenteur and west of Snelling, with Mr. Ljungren. He said the Planning Commission members do not have the time to make the survey and do the work, and that the Commission feels we should have. a professional job. He mentioned the question as to a higher governmental unit observing such primary streets, but said R~~~~~ that Mr. L~ungren reported that in such cases an ordinance Street plan passed by the council has. taken. care of this. Attorney for area south Graham reported that we have a resolution passed by the of Larpenteur Village council, establishing the Falcon Heights Planning and west of Commission, s~p~aering the Planning Commission to lay out ' I Snelling street plans. The attorney was asked to furnish Mr. ' L3ungren with a copy of the resolution. Shavor then moved that the Planning Commission be authorized to employ the necessary technical assistance for preparing a street plan for the area south of Larpenteur and west of Snelling sufficient for filing. Seconded by Cartwright and motion carried unanimously. Tastee Freez Mr. Norman Brausen, one of the operators of the Tastee Freez, sign - 1702 N. 1702 N. Snelling Avenue, and his attorney, Mr. Phillip J. Snelling Maguire, ~ if some plan could not be worked out for placing of a sign on the property at 1702 N. Snelling. Suggested changes in the height and position of the sign were discussed from a public safety standpoint. Following this discussion, Cartwright moved that in view of the suggested changes as to the height and position of the Tastee Freez sign, that our building inspector be authorized to issue a building permit sub3ect to the following requirements: (1) That the sign be located at or as near as possible to the north line of the Tasty Freez building and not beyond the building line of Webers. (2) That the sign be set in satisfactory abutments {3) That the sign be enclosed by curbing at least 5 feet in diameter. (lt) That the base be either painted or covered with Scotch light reflecting material so the sign can be seen in the dark. Seconded by Shavor and motion carried unanimously.. Advertise for In view of the report that Andrew Hustrulid had checked bids - Village Hall over specifications and that we were ready to advertise for heating and bids, Shavor moved that the Clerk and Attorney prepare and assembly room publish advertisements for bids for the Village Hall heating improvements system and for the Village Hall ceiling, walls and windows. Seconded by Nilsen and motion carried unanimously. Mower for grass Fire Chief Grumke's letter of June 13, 1956 was read relative slope west of Village to the type of mower needed for keeping the grass slope and Hall ditch west of the VilZ$ge Hall in orderly condition ~ r~~r~sssl~, The Chief expressed the opinion that if plans are to fill up the ditch and enlarge the parking lot, a light mower would serve the purpose; otherwise the Chief said a heavy power feed type mower would be required. Damaged pedestrian The Clerk reported he had discussed with Mr. B. E. Scott, cross walk stop Insurance Agent, Pioneer Building, St Paul, the damage to sign the pedestrian cross walk stop sign caused by Alfred C. Keller, 1599 Cornray, St Paul. Mr. Scott said their insured, Mr. Keller, admitted his liability, also that bill for repairing the sign should be mailed to the insurance company. Rezoning request Letter of June 11, 1956 from the Planning Commission was read, submitted by Ralph with respect to the Co2arnission's recommendations regarding J. Keller - Planning the petition dated May 15, 1956 submitted by Ralph J. Keller, Commission's to rezone from Farm Residence district to Business district recommendation certain properties described in the petition. It was aggreed to refer the Planning Commission's letter to Mayor Utecht .~..~~ .,~ ! i Legislative report - J.P's., Constables, police protection Ad3ournment: upon his return to the Village. The Clerk read a reports dated May 25, 1956, from Mayor Utecht relative to matters receiving consideration by a State legislative interim committee on May 24. The. big ma3ority of communities represented at the meeting favored elimin ation of the offices of Constable and Justice of the Peace, the Mayor said. He also said the feeling was there should be a centralized radio dispatching system under the Sheriff's off~.ce with each Villa ge maintaining its own police system. Olsen, Treasurer, and B. C. Hart, Attorney. Minutes of June 13, 1956 meeting were heard and approved as read. GTA Mr. James A. Gallaher, of the Farmers Union Grain Terminal Addition Association, and Mr. Ray R. Gauger, St Paul architect, appeared before the council and presented plans for an addition to the west end of the GTA's office building. The proposed three-story addition, 121 feet long by 56 feet wide, will match the present building construction, Mr. Gallaher said. After discussion of the plans and proposed addition, Nilsen moved that our building instructor be authorized to issue the necessary building permit. Seconded by Cartwright and motion carried unanimously.
