Legislative The Clerk read a reports dated May 25, 1956, from Mayor Utecht
report - J.P's., relative to matters receiving consideration by a State
Constables, legislative interim committee on May 21~. The. big ma3ority
police protection of communities represented at the meeting favored elimin ation
of the offices of Constable and Justice of the Peace, the
Mayor said. He also said the feeling was there should be a
centralized radio dispatching system under the Sheriff's
office with each Villa ge maintaining its own police system.
Adjournment: On motion, the meeting adjourned at 12:10 midnite.

Meeting called to order at 7:35 P.M., all council members being present as follows:
William R. Utecht, Mayor; George J. Shavor, Trustee; David P. Cartwright, Trustee;
Harold C. Nilsen, Trustee; Clyde J. Stewart, Clerk. Absent: Frank.N. Graham,
Attorney. Also present: William E. Olsen, Treasurer, and B. C. Hart, Attorney.
Minutes of June 13, 1956 meeting were heard and approved as read.
GTA Mr. James A. Gallaher, of the Farmers Union Grain Terminal
Addition Associ ation, and Mr. Ray R. Gauger, St Paul architect, appeared
before the council and presented plans for an addition to the
west end of the GTA's office building. The proposed three-story
addition, 121 feet long by 56 feet wide, will match the present
building construction, Mr. Gallaher said. After discussion of
the plans and proposed addition, Nilsen moved that our building
instructor be authorized to issue the necessary building permit.
Seconded by Cartwright and motion carried unanimously.
Bills: On motion by Stewart, seconded by Shavor, the following bills

Community Copy of letter dated June 13, 1956, from the Board of Supervisors,
meeting, Town of Mounds View, was read relative to a meeting of
Mounds View representatives of suburban communities, beginning at 8 P.M.,
Town Hall June 28, 1956, at the Pdounds View Town Hall, for the purpose
of discussing general problems concerning suburban areas.
Rezoning Messrs. Adrian Keller, lIt1~0 Belmont St., Village of Roseville,
request of and Gregory Keller, 1038 N. Avon, St Paul, appeared before
Mrs. Julien the council to discuss a letter received by Ralph J. Kelle r
Lee, Ralph regarding our Planning Commission's recommendation on the
Keller and rezoning request of Mrs. Julien V. Lee, Ralph J. Keller and
others others, especially the Commission's request that the owners
submit a plat plan for the south 1,002 feet of the property
described in the petition. It was suggested that they contact
and work out the matter with the Planning Commission.
Bldg. at Building Inspector Christensen reported that construction work
1790 W. on the building at about 1790 West Larpenteur had been stopped,
Larpenteur pending compliance with the sideyard provision of the ordinance
violates as modified, providing that the west wall of said building be
side yard two feet from the westerly line of tg~dproperty. After a full
provision discussion of the matter, Cartwright moved that the C]e rk be
authorized to send official notice to the owners of the property
in question, notifying them that their present building is in
violation of sideyard requirements established when the building
permit was authorized, and that they be instructed to correct
the violation. Seconded by Utecht and motion carried unanimously.
Public Safety Don Arndt reported on the Public Safety committee's meeting on
committee June 7, 1956 with State Highway Traffic Director, Mr. J.E.P.Darrell,
report - traffic and County~Praffic Engineer, Mr. William Chenoweth, regarding traffic
problems problems especially at Snelling and Larpenteur avenues. Mr. Arndt
reported that all members of the committee were present, including
Milton Bohn, Neil Gordon, Earl Grumke and Arndt. Arndt said the
Committee's recommendations were as follows: (1) Provide a wider
area north of Larpenteur and west of the National Tea Store for
bus stop and discharging of passengers; (2) installation of a guard
rail between the service lane and-National Tea property; (3) additional
.sidewalks in shopping center on south side of Larpenteur. Arndt
said the Committee recommended speed zoning on Fairview avenue of
lt0 miles per hour as based on a recent survey completed by t he-County
Traffic Engineer. For controlling traffic from Snelling avenue
thru the Maple Knoll area, the Committee recommended establishing of
one-way traffic on Maple Knoll drive and Garden avenue. Arndt said
this recommendation was made after study by the ICna~t~r~'raffic
Engineer and the Committee of a suggestion by some residents to
barricade the entrance to Maple Knoll from Snelling. The council
agreed to refer the latter recommendation to the Maple Knoll Citizens'
committee for the purpose of determining the wishes of the me~ority
of residents in that area. The. council also agreed that Arndt
Public Safety should see Mr. Collins, of the National Tea Store, about the

should contact Mr. Jones of the State Highway Department, at
St Paul Park, as suggested by Mr. Darrell, regarding the additional
area needed for bus stop. Also agreed that letters be sent, thanking

received from Milton Bohn, Chief Patrol Deputy, regarding the setting
up of a tyro-way radio for rural Ramsey County under the direction of
the sheriff. It was proposed to install a 250-watts base trans-
mitterl~with a 150-ft antenna, the radio to be manned 2Lt hours a day
by personnel of the Sheriff's department, with the idea of having
all of the Ramsey County surburban police and sheriff's force on
one system. Mr. Bohn's letter stated that assistant County
Attorney Robert G. Flynn, advised that there is no law that allows
the County of Ramsey to sell services to the Villages, so an
enabling legislative act would. have to be passed in order to hook
all of them on. Costs to the Village were estimated at $250.00
a year for the first car, $100.00 a year for each additional car
and $450.00 per set.

the property and proposed improvements as agreed to by Mr. Step-
nitz, Stewart moved that Mayor Utecht and Trustee Shavor be
appointed as representatives of the Council to meet with the
Citizens committee of the area and inform them that Mr. Stepnitz
is agreeable to making the folloxing improvements on said property
fronting on Arona: Seconded by Cartxri~t and motion carried
unanimously -
(1) Establish a buffer zone of 20 ft. for screen playing, consist-
ing of Lombardys and Lilacs.
(2) That the additional 80 ft. north of the buffer zone be .graded
and maintained in grass with no parking until such time as permission
is given by the Village council.
(3) That sidewalk and curbing be installed on the west side of
Arona, and buffer zone of 20 f t. planted to trees as named in
paragraph (1).
(4) The alley to be an entrance only off Arona with all exits on
Snelling drive properly marked.
(5) That there will be no parking for tlhe purpose of shopping
at rear of the store. Parking shall be for tenants and their
employees only.
(6) Install catch basis directly south of the north and. south
alley in the buffer zone.

was approved on motion by Utecht, seconded by Stewart.
Reqn. #85 covering Fire Dept. supplies, two rubber rain coats, two pair
firemen's rubber boots, etc., approved on motion by Cartwright,.
seconded by Nilsen.
Master Gas The Cle rk reported that master gas installer licenses Nos.
Installer 69 thru 75 had been issued to the following firms which
licenses had complied with ordinance requirements:

#71 - Triangle Heating, Inc.
#72 - Pierre Aircon Co.
#73 - Custom Furnace & Air Conditioning Co.

Cartwright moved approval of said licenses, seconded by
Nilsen, and motion carried unanimously.
Cigarette Applications to sell cigarettes at retail, together with
licenses check in each case for $12.00 covering annual license fee,
were received from the following:
Lyle's Cities Service
Allan C. Fritsche (Standard Oil Service)
The Pioneer Vending Co. (Falcon Oil)
Utecht moved. approval of said applications, secondeld by
Cartwright, and motion carried.
Gasoline Service Applications to operate gasoline filling station thru June
Station licenses 30, 1957, together with check covering license fee, was
received from the operator of each of the following stations:
Baden's Pure Oil Service
Lyle's Cities Service
Falcon Oil Company
Strandquist's Texaco Service
Allan's Standard Station
Cartwright moved that said applications be approved. Seconded
by Utecht and motion carried unanimously.

Street Trustee Nilsen reported on checking with Mr. Vernon. L.
work Ljungren, of the Village Engineer's staff, who stated that
work on our Village streets will continue as planned,
weather conditions permitting. Nilsen reported that
Culvert question had developed as to the need for installs tion of
questioned a drainage culvert at the intersection of Ruggles and Holton.
It was agreed he should ask Ljungren to hold off on this part
of the work.
Alley between Trustee Nilsen reported on a request to have County forces
Pascal & Albert patch and oil the alley opening on Pascal and Albert avenues
to be patched between Iowa and Idaho. After discussion, Shavor moved that
and oiled by the Village order improvement of the alley by County forces
County upon receipt by the Village Treasurer of payment from
.adjoining property owners in sufficient amount to cover all
costs, it being understood that the work will be mainly
patching and oiling, and that this alley will not be
permanently improved and will not be maintained by the Village.
Seconded by Stewart and. motion carried unanimously.
Tree trimming The need for trimming of~~oulevard trees was discussed.
It was agreed that next winter would be a more advantageous
time to have the work done.
