REGULAR. MEETING, WEDNESDAY, JULY 11, 1956
Meeting called. to order at 7:30 P,M., with all council members present as follows:
William R. Utecht, Mayor; George J. Shavor, Trustee; David P. Cartwright, Trustee;
Harold C. Nilsen, Trustee; Clyde J. Stewart, Clerk. Also present: Frank N. Graham,
Attorney. Absent: William ~. Olsen, Treasurer ~~..,
Minutes of regular meeting, June 27, 1956, were heard and approved as read.
Cigarette licenses:
Applications to sell cigarettes at retail, together with $12.00 check
covering annual license fee, were received from each of the following:
Flameburger Corporation
ffiomberg Drug Store
National Tea Company
Approved on motion by Nilsen, seconded by Utecht.
Ice cream stand license
On motion by Utecht, seconded by Nilsen, application of Norman Brausen
and Marvin Fortney to operate. an ice cream stand at 1702 N. Snelling
Avenue, was approved.
Off Sale beer license
On motion by Utecht, seconded by Nilsen, application of the National
Tea Company for bff-safie beer license at 1553 Larpenteur Avenue West,
approved.
Gasoline Service Station license (Shell)
Application to operate a gasoline filling. station at 11107 Larpenteur
Avenue West, was received from Carroll J. Nelson, manager and station
operator, Shell Oil Company, together with check for ffi40.00 covering
license fee thru June 30, 1957: On motion by Cartwright, seconded by
Stewart, issuance of the license was authorized.
Master Gas Installer licenses
On motion by Stewart, seconded by Utecht, it was voted to approve
issuance of Master Gas Installer license to each of the following
firms
Standard Heating Company
H.O. Soderlin Plumbing & Heating Company
Gas Equipment Company
Requisition No. 86
covering rubber stamp for building inspector, linoleum and office
supplies for Clerk's office, was approved on motion by Utecht, seconded
by Nilsen.

Dachtera charge, Item on policeman Henry Dachtera's bill for June, charging
meeting with
Custom's Club, 3~ hours, 18 miles, for meeting with the Customs Club the
evening of June 11, was discussed. Utecht moved that none
disallowed. of the Village police officers be paid for attending extra
curricular meetings unless authorized by the council, acrd
that payment to Dachtera for atte~nce at said Customs Clu b
meeting, included in Villa ge check No. lt250, be deducted
from Officer Dachtera's policing and mileage claim for July.
Seconded by Shavor and motion carried unanimously,

traffic Mr.Frank Skog, 1607 Mamie Knoll Drive, with three other Maple Knoll
residents appeared before the council to report there were 27
signers to the petition to barricade the entrance to Maple Knoll
from Snelling avenue and 17 residents who were opposed. Mr. E.W.
Spring, 1665 Garden, inquired if any consideration had been given
to the placing of stop signs at intersections, and was informed
this had been considered. After discussion and in accord with
the wishes of Maple Knoll residents in attendance, Utecht moved
that the matter be .referred to Public Safety Supervisor Don
Arndt with instructions that he contact Messrs. James E. Brown
and E.W. Spring, of the Maple Knoll Citizens' Committee, for
the purpose of arranging a meeting with residents of the area
as a means of reaching agreement on the problem, with the under-
standing that all concerned be given two weeks' advance notice
of the proposed meeting, including Trustee Nilsen who will
represent the Council. Seconded by Stewart and motion carried
unanimously.

Garage permitted Mr. Wayne Sorenson, 1537 West Iowa, appeared before the Council
16 ft. from to request permission to build a detached garage 16 feet from
adjoining property instead of 20 feet from the garage on the adjoining property
at 1529 6Vest Iowa. A letters dated July 9, 1956, with notarized
signature of Mr. James C. McGuire as the owner of the adjoining
property at 1529 west Iowa, was read, agreeing to Mr. Sorenson's
request. After a full discussion of the matter and applicable
ordinance provisions, Shavor moved that Mr. Sorenson's request
be approved. Seconded by Cartwright and motion carried
unanimously.
Weeds Mr. Robert Pagenkops, 1697 N. Hamline, reported that the
vacant property on the northwest corner of Hamline and
Larpenteur was badly infested with needs Anal that nothing
had been done about cutting them. Mr. Pagenkops was
asked to call the matter to the attention of Village Weed
Inspector Paul Coppini.
County Assessor
to make books
available for
review by council
The Clerk reported that as requested by the Council, he had
contacted the County Assessor regarding assessment books for the Village
being made available for review by the Council. After discussion,
it was agreed to ask County Assessor Powers if this could be done
on Friday evening, July 27, beginning at 7:00 P.M.
Engineering Letter from Johnson & Weinel, Associated Engineers, 7320 Upton
service Avenue South, Minneapolis, was read relative to municipal
engineering services offered by this firm. The letter was
ordered filed on motion by Utecht, seconded by Shavor.
Centralized police- Letter of July 9, 1956, from Gordon E. Olson, Village Manager,
radio service North St Paul, was read, inviting the Mayor, other members of
the Council and the Police Chief to a meeting of suburban
Ramsey County communities set for Monday evening, July 23, in
North St Paul. The le tter stated that the purpose of the meeting
is to enable the communities to get together on what is wanted
in the way of centralized police service. The Mayor indicated
he would attend.
Municipal Liquor Attorney Graham's letter of July 9 to Mayor Utecht, relative
store to statutes restricting the sale of liquor near the fairgrounds
arxi University Farm Gampus, also statuAes which will have to be
amended to permit the sale of liquor within the Village area.
Fire Engine #1 to Letter of July 6, 1956 from Fire Chief Grumke relative to
New Brighton for Asst. Chief V. J. Hermes and FMO Stanley Schultz accompanying
Natl Civil Defense Engine No. 1 to NeR Brigh ton., July 20, 1956, for the National
drill Defense drill, was read. After discussion, Cartwright moved
that our Fire Department be authorized to take part in the
National Civil Defense drill on July 20, and that Assistant
Chief Hermes and Firemen Schultz be allowed drill time. Seconded
by Utecht and motion carried unanimously.
Fire Dept. drills, Letter from Fire Chief Grumke relative to the Fire Department's
Idaho & Snelling difficulty in finding a location for drills other than at
Idaho aril Snelling drive. After discussion, Trustee Cartwright
was asked to inform the Chief that drill practice could be
resumed at the Idaho and Snelling location.

Citizens meeting Mayor Utecht's report of July 10, 1956 xas read rela tine to
re property west meeting he and Trustee Shavor held vrith some 23 citizens
of Arona between regarding the property zest of Arona between Larpenteur and
Larpenteur and Idaho avenues. The report stated that the citizens were
Idaho unanimous in rejecting the plan offered by Mr. Stepnitz
and offered a number of suggestions which the citizens
committee felt should be carried out xith respect to the
property. After some discussion, Cartwright moved that
the report be referred to Trustee Shavor and our Village
attorney for study and recommendation. Seconded by Stexart
atxi motion carriedx unanimously.
Bldg. code Building contractor, Irvin Grudem, 635 N. Prior, St Paul,
violation discussed appeared before the council to discuss matters pertaining
with Contractor to the building at 1790 West Larpenteur, pending compliance
Irvin Grudem xith the sideyard provision of the ordinance as modified,
and the Village Council's letter of June 28, 1956, to the
owners of the property in this connection. Minutes of May
9, 1956, with respect to action taken on the request for
variance in the side yard provisions of Section 10 of Ordinance
No. 8, to permit the rest xall of said building to be placed
two feet from the rest line of the properly at 1790 West
Larpenteur, was read for Mr. Grudem's information.. It xas
then agreed that no further action on this matter xill be taken
until the council's August 8, 1956 meeting, at which time Mr.
Grudem will report back to the meeting.
Alley oiling G.S. Seaborn, 1423 Iowa Avenue West, asked the council to
requested by authorize oiling of the alley which opens on Albert and
Seaborn Pascal between Idaho and Ioxa avenues, the understanding
being that an amount sufficient to cover cost of the xork
would be deposited with the Village Treasurer. Mr. Seaborn
then turned ever to the Village $40.00 which the County
estimated would cover cost of oiling the alley to a xidth
of 12 feet. The Clerk xas then asked to place the necessary
xork order.
Streets and Vernon L. Ljungren, of our Village Engineer's staff,. appeared
alleys before the council to report on the status of xork being done
on streets and alleys. He said the xork order and plan for
correcting the drainage at Arona aryl California avenues had
bean placed, and that xork on this project xill be done along
with other street maintenance, including patching, filling of
lox spots to promote drainage, and. oil seal coating of alleys.
Dirt purchased After discussion, Utecht moved that Trustee Nilsen be authorized
for zest slope to purchase 550 yards of dirt from the Mobile Crane Construction
of Village Hall Company at 30 cents per cubic yard, this to include dozing xork
property in connection with using the dirt as fill on the slope zest of
the Village Hall. Shavor seconded and motion carried unanimously.

Bids on After a full discussion of the matter, Cartwright moved that
Insurance coverage we advertise for bids on all of our Village insurance, the
called for advertisement to be published in The Rose Tribune of-July 19,
1956, ~&b bids to be accepted until 7:00 P.M., August 8, 1956,
at the office of the Village Clerk, 1lt32 California Avenue West,
all coverages to be effective September 1, 1956. Seconded by
Shavor and motion carried unanimously.
