REGULAR MEETING, WEDNESDAY, AUGUST 8, 195b
Meeting called to .order at 7:110 P.M., the following council members being present:
William R. Utecht, Mayor; Harold C. Nilsen, Trustee; and Clyde J. Stewart, Clerk.
Absent: George J. Shavor, Trustee; David P. Cartwright, Trustee; and Frank N. Graham,
Attorney. Also present: William E. Olsen, Treasurer, and B. C. Hart, Attorney.
Minutes of July 25, 1956 were read and with reference to alley surfacing, on page 703,
were corrected to read "Engineer Ljungren estimated the cost of engineering at about
X100.00," instead of "Engineer Ljungren estimated the cost at about $100.00." The
minutes were then approved as corrected.
Arrest tag Public Safety Supervisor Don Arndt appeared before the council,
books stating that a supply of arrest tag books were needed. He said
the revised tags book would be in triplicate, with the Court,
the violator and arresting officer each receiving a copy. Said
he would recommend purchase of 100 books and that these could be
purchased from the Inter City Printing Company, of St Paul, for
X52.60. Utecht moved that Arndt be authorized to order 100 of
the arrest tag books for the Public Safety Department. Seconded
by Stewar t and motion carried unanimously.
.Maple Knoll. Don Arndt also reported that the meeting scheduled for August 6, 1956
traffic with the Citizens' committee of Maple Kno11 had been postponed by
agreement until Monday evening, August 13, 1956.
Maple Knoll A petition was received signed by A. J.Steinworth, Jr. and 17 other
barricade residents of Maple Knoll, objecting to the proposed barricading
objected to of the entrance to Maple Knoll drive off Snelling avenue. On motion
by Utecht, seconded by Stewart, the petition was referred to Trustee
Nilsen for use at Maple Knoll Citizens' meeting on August 13, 1956.
Christensen's Who
Building Inspector Nick ChristensernRho~was in attendance at ,the
donation= to council's meeting, announced that he wished to donate X200.00
Parks & from his building inspection fees to the Village of Falcon Heights
Playgrounds .Parks and Playgrounds fund. Utecht moved that the council go
on record as thanking and commending Nick Christensen on behalf
of the Village and its citizens for his generous contribution to
the Parks and Playgrounds fund. Seconded by Stewart and motion
carrieds unanimously.
J.P: returns Treasurer Olsen brought up the question as to proper procedure
in connection with the handling of finds colled~d by the Justice
of the Peace, and whether checks in~payment of fines should be
made payable to the Village or to the Justice of the Peace.
After discussion, the question was referred to Attorney Hart for
checking and report.
"Daylighting'- Engineer L~urigren's letter of August 8, 1956, was read relative.
Maple Knoll to his suggestion for improving visibility at the intersection of
drive & Garden Maple Knoll drive and Garden avenue, stating (1) The lot abutting
ave. inter- on the south of the short piece of Garden Avenue connecting Maple
section Knoll and Snelling Avenue be lowered to match the lawn of the house
on the next lot to the south and (2) also the lot abutting Garden
.avenue on the north be lowered likewise. After discussion, including
.the water situation in Maple Knoll, Nilsen moved that the Engineer's
letter and sketch be turned over to Mr. Christensen for use in
connection with issuing of building permits for Lots 1, 3, 9 and 10,

(cont'd) -Maple Knoll Addition, and that consideration be given to
Mr. Ljungren's recommendation for sloping Lots 1 and 10
to daylight the southwest corner of Lot 10 and the northwest
corner of Lot 1 so that visibility is improved, and that no
permission be granted for hook-up of water on Lots 3, 9 and
10 until the water situation in Maple Knoll is alleviated.
Seconded by Utecht and motion carriedunanimously.
Water in The matter of disposing of the water in the drainage area at
drainage area, Idaho and Snelling avenues was discussed and referred to
Idaho & Snelling Engineer Ljungren for recommendation.

1687 Larpenteur Ave. Citizens' committee meeting which he was informed would be
held the evening. of August 13th.
Reqn. #89 covering report forms needed by the Fire Department and three
Fire Dept. mop heads, was approved on motion by Nilsen, seconded by Utecht.
Reqn. #90 for 1 carton hand towels for use in Village Ha11 rest rooms
was approved on motion by Utecht, seconded by Nilsen.
MGI License #80 Master Gas Installer's license No. 80 issued to Dahl's Gas
Heating Company,.St Paul, Minnesota, as of July 26, 1956,
was approved on motion by Nilsen, seconded by Utecht.

State Fair Letter of July 25, 1956, from H.D.. Johnston, Supt. Space

On motion by Utecht, seconded by Nilsen, it was voted to
approve said applications.
Gas main, Fry Request of the Northern States Power Company to install
between, Maple gas mains in Fry street between Maple Knoll and Larpenteur
Knoll & Larp. avenue was approved on motion by Nilsen, seconded by Utecht.
Tree Trimming Copy of Attorney Graham's letter of July 31, 1956, outlining
the procedure to be followed in connection with trimming of
boulevard trees in the Village and assessment of costs, was
read. In connection with the first step; namely, the
resolution to be passed by the council determining on what
streets the trees are to be trimmed and the nature of the work
to be done on the trees, Utecht moved that the matter be
referred to Trustee Cartwright with request that# the
information if possible be made available for the August
22, 1956, council meeting. Seconded by Stewart and motion
carried. Trustee Nilsen said he would also check on the
matter with Mr. Schultz.
Local improvement Copy of letter from our attorney under date of July 27, 1956,
procedure summarizing the statute covering local improvement procedure
with reference to cons trotting or improving any street, alley,
sidewalk, gutters, curbs, etc., was read. As a means of
informing interested citizens regarding the step-by-step
procedure, the Clerk was asked to include it with other
council meeting items in the Village Hi-Lites.
Load limit, Engineer Ljungren's letter of August 8 was read, recommending
Arona between placing a restriction of 10,000 lbs. gross vehicle weight
Crawford and on Arona street between Larpenteur and Crawford avenues, based
Larpenteur. on the Village attorney's ~$tte~~advisin g that the statute
authorizes the Village to do so. After discussion, Nilsen
moved that said section of street be posted against a gross
weight on any single axle exceeding three tons, also that "No
Dumping" signs be installed at the drainage ages, Idaho and
Snelling, one sign at the southwest corner of the pond and
one sign on Idaho. Seconded by Stewart and motion carried.
Maple Knoll On motion by Nilsen, seconded by Utecht, it was voted to
traffic survey make request on the Board of County Commissioners that
the County Traffic Engineer make a complete survey of traffic
on streets in the Maple Knoll area.

Grudem bldg. Attorney Graham's letter of August 7, 1956 was read regarding
matter, 1790 Mr. Irvin Grudem, of Grudem Brothers Company, reporting back
W. Larpenteur to the council on the building code matter at 1790 W. Larpenteur
on August 22 instead of August 8, 1956. i
Insurance The Clerk reported that no bids had been received on insurance
coverage for the Village asadvertised, since it had been agreed
informally to revise the specifications to provide for broader
insurar~ce protection. Also letter of July 27 from William H.

~erring to renewal of the Comprehensive Automobile
Liability Policy and the Automobile Physical Damage Policy which
expired July 25, 1956, and stating he xould provide this coverage
without charge to the Village until such time as nex coverages
are placed as per the bid letting of September 1st, providing
there are no accidents or claims. For any time after September
1, the Clerk reported Mr. Hite as saying the Village would. be
subject to billing on the basis of the short term rate. After
discussion, Stewart moved that resident representatives of
insurance. companies as suggested be asked to meet as a committee
to advise the council on preparing specifications covering the
insurance protection needed by the Villagewith the request that
the Committee submit its report as early in September as possible.
Seconded by Nilsen and motion carried.
Proposed letter A proposed letter to Mr. Stepnitz was read listing specific
re property west requirements to be met by the oxners of the property west of
of Arona and Arona and south of the business district prior to any rezoning
south of Larpenteur. consideration of the said property, It was agreed to refer
the proposed letter, together xith a map of the area, to
Attorney Hart for checking and report.
Blacktopping Trustee Nilsen reported on the proposed }~lacktopping of the
V.H. Par king Village Hall and Fire Station grounds, submitting a sketch
area prepared by Engineer Ljungren with two proposals, one for
Area A, including 1400 sq. yds. with 2" bituminous hot mix
parking lot surfacing W $1.60 per sq. yd. or X2,240; and one
for Area B, 1150 sq. yds. f~ X1.60 per sq. yd. or ~1,8lt0 -
above prices including shaping of the parking area to drain,
working in loose gravel on top, priming the base. and placing
2-inch plant-mix bituminous surfacings. Nilsen also reported
on the work being done on our streets and alleys.
Voting booths The Clerk reported that additional voting booths would be needed
in Election District No. 3, beginning with the General Election
in November. It was agreed that the Clerk should check with the
City of Minneapolis to see if that City will not have a supply
of voting booths for sale prior to the general election if as
reported th ey are going to install voting machines.
