REGULAR MEETING, WEDNESDAY, AUGUST 22, 1956
Meeting called to order at 7:35 P.M., the following council members being present:
William R. Utecht, Mayor; George J. Shavor, Trustee; David P. Cartwright, Trustee;
Harold C. Nilsen, Trustee; and Clyde J. Stewart, Clerk. Also present: William E.
Olsen, Treasurer, and Frank N. Graham, Attorney.
Minutes of regular meeting, August 8, 1956, were heard and approved as read.
Petition re Lyle F. Warnock, Jr., 1642 Snelling Drive, appeared before the
Applebaum council with a petition signed by himself and 22 others
parking etc. residing on Snelling Drive and West Idaho avenue in the vicinity
of Applebaum's Food Market, requesting that the owners of
Applebaum's be asked to stop the following practices: (1)
Using the unpaved lots adjacent to 16l~2 Snelling Drive as a
parking area - that said lots should be closed off or be paved
or oiled. (2) Littering area surrounding store with refuse and
waste paper. (3) Rubbish burning other than evening hours.
After discussion, it was agreed tbat Trustee Shavor should
contact the owners of Applebaum's Market regarding matters
referred to in the petition.
Bills: On motion by Nilsen, seconded by Cartwright, the following
bills were ordered paid:
Electronic Center, Inc., 1 - W/2 12" speaker & 100 ft wire, X38.75
The Rose Tribune, Adv. for bids for insurance, 7-19-56, $5.25
St Paul .Machinery Mfg. Co., 6 bottles polish for fire trucks, ffi5.l~0
Ramsey County Treas., street work, July, $1,169.18
F.D. Reqn. #91 to repair tarp for Engine No. 2, one creeper for getting under
fire trucks, and two cans of medication for burns, was approved
on motion by Utecht, seconded by Cartwright.
Gas main Request of the Northern States Power Company, dated July. 26, 1956,,
extension was read for installing ~'s mains on Tatum street south to
Larpenteur and west on Larpenteur for 600 feet and north across
private property to service Hermes Floral Company, 2001 W.
Larpenteur. The request was approved on motion by Utecht, seconded
by Stewart.
Off-sale beer On motion by Stewart, "seconded by Cartwright, application of
license - Grays S.S.Grais and A.M. Grais for an off-sale beer license at Gray's
Drug Drug Store, 1552 West Larpenteur Avenue, was approved.
Cigarette license- On motion by Utecht, seconded by Stewart, application for
Grays Drug cigarette license at Gray's Drug Store, 1552 West L.arpenteur Avenue,
was gpproved.
Grudem bldg. Mr. Irvin Grudem, of Grudem Brothers Company, appeared before the
1790 W. Larpenteur council regarding the building code matter at 1790 West Larpentaur.
Mr. Grudem said they have two or three prospective tenants and
asked for additional time to determine what thei~erequirements are.
It was agreed that Mr. Grudem would report back at the council's
September 26, 19515 meeting either by letter or in person.

Tree Trimming The proposed trimming of boulevard trees was discussed with
respect to streets and nature of work to be done on the trees.
John Schultz, 217 North Snelling, St Paul, who is in the tree
trimming business and. who was present, was asked to check the
boulevard trees on California avenue between Pascal and
Albert and to report back a# b~Zr Se~tembef' 3.Q~ ~9~~+ nieeting~
on the nature of the work required. Attorney Graham said he
would check with South St Paul and West St Paul on procedural
matters.
J.P. fines Attorney's letter of August 9, 1956, relative to remitting of
fines collected by the Justice of the Peace for ordinance
violations and the question of receiving checks in payment of
such fines, was read. After discussion, the Mayor was asked
to talk with Public Safety Supervisor Don Arndt about checking
out with the Treasurer in connection with such remittances by
accounting for arrest tags by number.
Fuel oil The Clerk brought up the matter of fuel oil requirements and
was asked to secure competitive bids from a few fuel oil
companies on No. 2 fuel oil for the Village Hall and Fire Station
on a keep-fill basis for the 1956-57 season.
Maple Knoll Trustee Nilsen reported on the meeting Don .Arndt held with about 30
traffic Maple Knoll citizens on August 13, 1956, including Sheriff Gibbons
and County Traffic Engineer William Chenoweth. Proposals for
controlling traffic were discussed, including proposed 'no turns'
and the proposed one-way system. No action by the committee was
taken, Nilsen said, pending completion of a survey of traffic
on Maple Knoll streets by Mr. Chenoweth. Nilsen also reported
that the Cardinal Construction Company had cut down lots near
the entrance to Maple Knoll off Snelling Avenue so as to day-light
the corners. The matter of asking the State Highway Department
to develop an improve' s~g~a~ system for controlling traffic at
the intersection of Larpenteur and Snelling avenues, was: also
discussed he said.
Dip signs, On motion by Nilsen, seconded by Utecht, it was voted unanimously
Arona-Calif. to request the County to install 'Dip' suns each way on Arona
at California Avenue.
Letter to Trustee Shavor reported he had talked with Don Julen relative
Stepnitz re to the council's letter to Mr. Stepnitz, regarding the property
property west west of Arona and. south of the business district. Julen said
of Arona he wanted to go over the letter with Mr. Stepnitz on his return
from a trip, and that they would let. the council know as soon
as possible what their answer is.
State Highway Letters of August 1, 1956 from the Department of Highways was
letter re blocking read relative to statutes referring to blocl4'of trunk highways
of highways for for local celebrations. '"f

Fire engine Trustee Cartwright read a letter from Fire Chief Grumke, regarding
fuel pumps, (1) having fuel pumps on both fire engines checked against vapor
hydrants & locking (2) proposed installing fire lines or culverts under each
water lines roadway at Larpenteur and Snelling to reduce fire hazards and provide
for keeping the drainage area pumped out (3) ask Water Department
to install a hydrant on each corner of the Snelling-Larpenteur
intersection (4) extend water main from west end of Hollywood Court
so as to provide hydrant service for St Mary's street, the Hermes
shopping area and the Grain Terminal.
Water situation In this connection, Attorney Graham reported. that the Board of Water
reported on by Commissioners, City of St Paul, have Nick Labalestra's request
attorney for water main extension to service his restaurant building, also
our council's letter regarding installation of water lines and
hydrants at locations on Larpenteur west of Snelling avenue, a
request from N.L. Hermes to increase the size of the water main
serving his shopping area, and other requests for extension of
water mains outside the City from communities other than Falcon
Heights. These matters, Mr. Graham said, were referred to
St Paul's technical committee for review and report.
Firemen's
Regional A letter from Fire Chief Grumke was also read, relative to
Association meeting of the Capital City Firemen's Regional Association
meeting at and the S~ Croix Valley Firemen's Regional Association at the
V.H., proposes Village Hall and Fire Station in October. In the same letter,
painting the Fire Chief suggested that the firemen's dormitory, shower
dormitory,etc. and kitchen be given a second coat of paint to improve
appearances. It was agreed that the Fire Chief should secure
two or three bids on the paint job for consideration at our next
meeting.
Fireman Schultz Letter from Fireman Stanley P. Schultz was read relative to
brother-in-law his brother-in-lax, Chester Sorenson, staying at the fire
as sleeper station as a sleeper until Schultz' home is completed, with
the understanding that Sorenson would not serve as a volunteer
or answer fire calls, but would answer the phone, help clean
up the station and do any work assigned to him by the Chief.
Schultz indicated his brother-in~law would like to join the
Department as a volunteer after the first of 1957 when he will
be 21 years of age. After. discussion, Utecht moved that the
matter be referred to the Fire Chief with power to act as he
sees fit. Seconded by Cartwright and motion carried.
Checks The matter of prompt handling of checks in payment of claims
against the Village was brought up by the Mayor and discussed
at some length.
Obscene The Mayor asked as to what could be done to eliminate the sale
magazines of obscene magazines in the Village and reported that he had
talked with a store owner in this connection.
Bldg. permit Application for building permit and plans covering the proposed
Gray's Drug remodeling of the store at 1550 West Larpenteur, including
Store new ceiling and floor, was received from the Northeme Shopping
Center, inc. and Associated Investors. After discussion,
Utecht moved that the building inspector be authorized to issue
the necessary permit. Seconded by Cartwright and motion carried
unanimously.
Primary Election On motion by Utecht, seconded by Shavor, it was voted unanimously to
Judges appoint as election jud es to serve at tthh Primary Election, Sept. 11,
1956, Mrs. Janet Otis, ~rs. Anne Hustruli~ a1~d Mrs. Vera Thorne for
1 1- Election district No. 1, and Elmer B. Rowley, Mrs. Ethel E. White
and Mrs. Paul Coppini for Election district No. 2.

Cigarette On motion by Nilsen, seconded by Shavor, application to sell
license - cigarettes at retail at the Nelson Shell Station, 1l~07 Larpenteur
Shell Sta. Avenue West, was approved.
Cigarette On motion by Utecht, seconded by Nilsen, application to sell
license & cigarettes at retail and application for off-sale license at
Off sale - the Lido Cafe, Nicholas Labalestra applicant, was approved.
Labalestrs The council directed that Mr. Labalestra's application for an
"On Sale" license, together with X35.00 check covering license
fee, be returned to him on the basis that the ordinance requires
a business to be in operation for at least six months preceding
.said application.
Fire trick Indemnity Insurance Company of North America policy CAL 68580,
insurance providing publics liability and property ,damage on Vi17a ge-owned
prems. fire trucks, ~~gether with statement for annual premium of $280.60
to July 25, 1957, and Indemnity Insurance Company of North America
policy No. IH 116186, providing fire and additional coverages on
each of the fire trucks, with statement for annual premium of
X61.25 to July 25., 1957, were presented and considered. Nils en
moved that payment of the annual premium be authorized, seconded
by Utecht, and motion carried unanimously.
Williams, Letter was read from Lorris Williams, dated August 31, 1956,
Chairman, tendering his resignation as Chairmanof the Planning Commission,
Planning stating the action was necessary because of his transfer to
Commission Chicago. Utecht moved that the resignation be accepted and
resigns that appropriate resolution of thanks azd appreciation be prepared
and furnished Mr. Williams. Seconded by Nilsen and motion carried
unanimously.
