REGULAR MEETING, WEDNESDAY, SEPT. 12, 1956
Meeting called to order at 7:35 P.M., the following council members being present -
William R. Utecht, Mayor; George J. Shavor, Trustee; Harold C. Nilsen, Trustee;
Clyde J. Stewart, Clerk. Absent: David P. Cartwright, Trustee. Also present -
William E. Olsen, Treasurer, and Frank N. Graham, Attorney.
Minutes of August 22, 1956 meeting were heard and approved as read.
Cigarette On motion by Nilsen, seconded by Shavor, application to sell
license - cigarettes at retail at the Nelson Shell Station, 1407 Larpenteur
Shell Sta. Avenue West, was approved.
Cigarette On motion by Utecht, seconded by Nilsen, application to sell
license & cigarettes at retail and application for off-sale license at
Off sale - the Lido Cafe, Nicholas Labalestra applicant, was approved.
Labalestra The council directed that Mr. Labalestra's application for an
"On Sale" license, together with X635.00 check covering license
fee, be returned to him on the basis that the ordinance requires
a business to be in operation for at least six months preceding
.said application.
Fire trmek Indemnity Insurance Company of North America policy CAL 68580,
insurance providing publics liability and property damage on Vila ge-owned
prems. fire trucks, ~~gether with statement for annual premium of X280.60
to July 25, 1957, and Indemnity Insurance Company of North America
policy No. IH 116186, providing fire and additional coverages on
each of the fire trucks, with statement for annual premium of
X61.25 to July 25., 1957, were presented and considered. Nils en
moved that payment of the annual premium be authorized, seconded
by Utecht, and motion carried unanimously.
Williams, Letter was read from Lorris Williams, dated August 31, 1956,
Chairman, tendering his resignation as Chairmanof the Planning Commission,
Planning stating the action was necessary because of his transfer to
Commission Chicago. Utecht moved that the resignation be accepted and
resigns that appropriate resolution of thanks azd appreciation be prepared
and furnished Mr. Williams. Seconded by Nilsen and motion carried
unanimously.

North Letter dated September 5, 1956, from Mayor Stanslaski, of New Brighton,
Suburban was read relative to a meeting of all mayors, councils and police
Mayors, chiefs of the North Suburban areas on .Monday, September 2lt, at the
Councils, New Brighton Vill age Hall, beginningR at 7:30 P.M., with Mrs. Blank
meet reporting on the new detention setup and Wesley Chandler reporting
on the telephone service in the northwest area.
Columbia Copy of letter dated September 7, 1956, from the W.F. Stepnitz Agency
Transportation to Columbia Transportation Company, St Paul, asking the latter to
Co. parking discontinue parking their bus #!t6 behind the Associated Investors
business property on the basis that the lot is restricted to employee
parking only.
League's Circular letter from the League of Minnesota Municipalities relative
Regional to the 1956 series of regional meetings sponsored by the League,
meetings September 2!t to October 25, a~~_,read. Proposal to attend the
meeting at Anoka set for October 11, was discussed.
County Circular led~ter from Wesley (Bud) Chandler relative to the agreement
Police reached by suburban communities relative to the Ramsey County police
radio radio communication system. The proposal calls for installation by
the sheriff's office of an adequate radio station at the County
tool house for 2!~-hour answering dispatching service with ~eo3i~a~pe~sonael,
requiring five additional deputy sheriffs, the County to bear half of
the estimated cost, or X10,000, the other half, or $10,000 to be paid
by Civil Defense. Participating communities numbering about 10, including
Falcon Heights,~could then be on the same radio system. Proposed charges
were adjusted to X300.00 per year for the first unit and 9100.00 for
each additional car. After discussion, the following resolution was
adopted by a unanimous vote, on motion by Utecht, seconded by Nilsen-
copy to be forwarded to County Commissioner Lucille Blank -
WHEREAS, the Village Council, Village of Falcon Heights,
has recognized the advantages of integrating all police services
to avoid duplication of units responding to a-call; and
WHEREAS, this community recognizes the advantages of
calling upon neighboring communities for assistance in cases of
disaster.
NOW, THEREFORE, BE IT RESOLVED that this community go on
record as endorsing the acquisition by the Sheriff's department
of a radio system capable of allowing all police departments and
communities to avail themselves of its facilities.
Insurance The Clerk reported meeting with seven resident representatives of
Committee insurance companies on Tuesday evening, Auguat 28, 1956, who are
to advise the council on preparing specifications coverin ~in
surance
-
protection needed by the Village. The Clerk reported that ~g~n
Matteson and Rudolph W. Wolfgram, Sr., were appointed by the committee
to prepare specifications as recommended by the committee for submission
to the council at its September 26, 1956 meeting. The Clerk also
reported on suggestions received from the Insurance committee as to
~¢e8 we may secure for our Fire Department its rightful share of the
2 per cent premium tax on fire insurance policies.
Fuel oil Letter was read from the Thorne Coal & Oil Company, quoting a rate
bids of .119 cents per gaL3~on on No. 2 fuel oil for the Village Hall and
Fire Station for the 1956-195? heating season on a keep-fill basis.
Also letter from the Snelling Company was read, quoting a rate of

Fuel oil .133 cents a gallon on said fu~1 oil requirements, Utecht. moved
that the low bid submitted by Thorne Coal and Oil Company be
accepted. Seconded by Stewart and motion carried unanimously.
Police A special committee appointed earlier this year to make a study of
Committee our police system submitted its report to the council. Mayor
reports Utecht also submitted a separate report on the matter. Members
of the committee, who were present, were: Messrs. Edwin Johnson,
Paul Co~rpini and William Olsen. The reports, which were read,
recommended. a four-man, full time police force to repl ace the
present three part-time police officers. Recommended salaries
were $400 monthly for a police chief and $375 monthly for each of
three full-time policemen. Also proposed was purchase of a squad
car equipped with two way radio. Total cost to the Village was
estimated at $21,800.00 less estimated fines of $11,500.00. After
some discussion, the council agreed to hold the reports over for
further study with the idea of developing additional information.

Johnson Heating Bill for remodeling of the Village Hall from the Leslie
Co. bill H. Johnson Heating Company, based on the contract price
(remodeling of X1,035.00, was discussed with the Village attorney.
On motion by Utecht, seconded by Stewart, it was voted
V.H. heating) unanimously to make payment of 85 per cent of the
contract price, subject to checking of the heating system
and approval by Trustee Nilsen and Building Inspector
Christensen, it being understood that balance of the
contract price will be paid when final completion of the
contract is accepted by the council.
U.Bf M.condemnation Gregory Keller, 1038 N. Avon, St Paul, appeared before
proceedings, Kelle r the council and reported that John J. Keller and
properties. Christine R. Keller had received notices from the University
of Minnesota that the University was going ahead with
condemnation proceedings against the Keller's Larpenteur
Avenue properties, and that a court hearing on the matter
would belheld on September 19,E 19 6Jn~~,fter discussion, of
the matter, Mr. Keller informe~~e owners would go ahead
with the street lay-out plan for development of the property.
Treas. reports on Treasurer Olsen reported that the Falcon Heights State
~5,21~5.50 deposit Bank had not credited the Village account for an August 23
deposit of $5,215.50, and that he had called this to the
bank's attention and that the bank acknowledged receipt of
the money and promised to credit the Village account in
September.
Cities Service Oil Building Inspector Christensen reported that the Cities
Co. sign Service Oil Company proposed to put ~ip a sign, 11 ft.
high by 8 ft. wide, on its filling station area at
Larpenteur and Snelling avenues. After discussion, Utecht
moved that the matter be referred to our Public Safety
Supervisor to see if any traffic hazard is. involved.
Seconded by Stewart and motion carried unanimously.
Letter requesting After discussion, Utecht moved that a letter be written
U.•of M. to meet to Mr. Middlebrook, of tkie University of Minnesota, with
with council & copies to President Morrill of the University and Senator
Senator Andersen Elmer L. Andersen, requesting a meeting at which President
re condemnation Morrill, Mr. Middlebrook, a committee from the Board of
proceedings Regents, Senator Andersen and members of the Village council
could discuss the matter of the proposed condemnation of
certain property in the Village of Falcon Heights by the
University of Minnesota. Seconded by Nilsen and motion
carried unanimously.
Ramsey County Letter of August 28, 1956, from Sheriff Gibbons, asking
radio system - how many units our Village would hook into the proposed
1 hookup for Ramsey County radio system if an agreement on cost is
Village reached. Utecht moved that the Sheriff be informed
that our Village is interested in one hookup. Seconded
by Nilsen and motion carried unanimously.
Tree Trimming Mr. John Schultz, 217 N. Snelling, St Paul, reported that
at the request of the council he had examined the trees in
the Northome area of the Village and that in his opinion
the cost to trim the boulevard. trees would vary from X2.00
to X12.00 per tree, with possibly some trees that need no

(cont'd.) run from $5.00 to $b.00 per tree. Mr. Schultz advised the
council that it is practicable to trim all the trees in the
area bounded bg Shelling avenue on the west, Larpenteur
Avenue on the north, Hamline Avenue on the east and Hoyt
Avenue on the south. After discussion, Stewart moved that
the Village attorney prepare the necessary notice to set a
public hearing on the matter for October 10, 1956, ~t the
Village Hall, beginning at 7:00 P.M., as required by statute
for this trees^tn~mming work to be done in the said Northome
area. Seconded by Utecht and motion carried unanimously.
Addl. Village After discussion, Shavor moved that the following additional
Hall impvts. construction and decorating work be authorized in the Village
authorized Hall (1) install ceiling in entrance hall; (2) paint firemen's
quarters; (3) paint men's and women's toilet rooms; (4) paint
radiator guards - the aboice work to be done in accordance with
detailed description in Dean Lundholm's letter dated September 7,
1956, and work to be awarded. to the lowest bidders and to be
under the direction of Trustee Nilsen. Seconded by Stewart
and motion carried unanimously.
