Carley & Associates, engring to 10-22 & street map,$501.75 Sanitary Seger Letter of November 7, 1956, from Toltz, King,Duva11, Anderson & Engineers Report Associates, reporting that they have studied the proposed ~. - sanitary sewer system for the Village and that the proposed improvement is feasible, and could best be made as shown on a draxi.ng attached to their letter, the drawing marked Exhibit A. Estimated cost of constructing the sanitary sewer xas estimated at approximately X775,000.00, including the X88,000.00 required to be paid the City of St Paul and cost of the metering station required by City Ordinance No. 10829, granting Falcon Heights permission to connect its sewer system to St Paul's sewer system and restoring streets to present conditions. Our engineers' letter also stated more detailed plans and cost fignrea xere being prepared and these xould be .available about November 20, 195b. Tank Truck - Fire Chief Grumke~s letter of November 5, 1956, xas read ' Fire Dept. relative to areas, of the Village not aervice~ by xater mains and his proposal to secure a used tank trultk (19lt2) to service these areas. Mr. Grumke irted on inspection of the truck by himself and3other members of the Department, that they xere agreed it xas a good truck for the purpose, atxl that it might be secured thru the Pure Oil Compar~r for X1.00 and other consideration. The letter also pointed out that if the truck is secured it xould have to be converted to a fire truck by inatallat ion of red lights, siren, portable pump, etc. After discussion, Utecht moved that the Fire Chief be authorized to secure the truck for 9~i.oo and other consideration as per the Pure Oil Company~s offer. Seconded II by Cartxright and motion carried unanimously. The Fire I Chief xas aaloed to determine and report on xhat total cost ~ xould be for converting the truck into a tank truck suitable II for Fire Department purposes. Saar removal The queat3on of accumulation of snow along streets, such as in front of the Bl.omber Store due to rkin of 8 , pa g cars xas discussed. Placing of 'No Parking' signs at such times xas considered. Trustee Nilsen xas asked to check on costs of such signs. ~~ 34 Snow Plowing Letter from the Village Engineer, dated October 24, 1956, and Sanding enclosing xork orders on the County for proposed snow ploRing and sanding of Vil,la.ge streets as per list attached, was considered by the council. N~.lsen moved that the cork be authorized and the xork order xecuted for the Village and sent to the County Engineer. Seconded by Cartwright and motion carried unanimously. In connection with the 2 per cent apportionment xhich Firetawns Fire Dept. Relief receive annually from the State; a letter dated October 26, 1956, Association from the Insurance Division, State of L[innesota, xas read relative to a plan now in force, providing for the Fire Underwriters Inspection Bureau screening all applications for insurance to see that the correct Firetown receives credit for the property insured. This, it xas stated, applies to all policies written in the Twin City metropolitan area. It was pointed out that all premiums and assessment collected by all insurance companies for fire, lightning and sprinkler leakage insurance on property located xithin Falcon Heights sand Lauderdale are to be credited to Falcon Heights. Of this amount, 2 per cent will be given to our Village as relief money to be placed in the special fluid of our Fire Department Relief Association. Weed Inspector's Report of the Village Weed Inspector, Mr. P.L. Coppini, was Report received and read. Public Safety Report dated November 5 from the Public Safety Committee was Committee report- read relative to Officer Dachtera's request for a complete Dachtera uniform uniform. The Committee reported that the sheriff's office opposes other departments copying their uniform; that full- . time officers in some other communities are furnished uniforms or yearly clothing allowances, but this does not apply to pert time personnel. The committee xas in agreement not to recommend purchasing uniforms at this time for paxtttime officers or constables. After discussion, Cartwright moved ~ ; th at the report of the Public Safety Committee with regard to the uniform question be accepted and the Public Safety Supervisor be asked to inform Officer Dachtera of the council's action and instruct him as to xhat type of uniform he should wear. Stewart seconded and motion carried unanimously. Curfew ordinance The curfew ordinance proposal and some samples of curfew ordinances secured by our attorney were discussed. Stewart moved that the curfew ordinance matter be referred to Trustee C~rtxi-#ght for preparing a suggested curfew ordinance for the council's consideration. Seconded by Utecht and motion carried unanimously. ''~ Fire Dept. Relief Attorney Graham's letter of October 31 was read as to xhat Assn. funds the law is on the question of ccaitrol aad investaent of fire department relief funds. ~ e~ 7 Hal Newell It was reported that a letter written to Hal Newell requesting equipment the return of Village-owned Fire Department equipment in his possession, had not been complied with. After discussion, Utecht moved that the Public .Safety Supervisor be instructed to ask Officer Kenneth Schmidt of the Sheriff's force to call on qtr. Newell and ask for the return of the rain coat, boots, :-:helmet and any other fire department equipment belonging to the Village of Falcon Heights, as previously requested in the Clerk's letter of October 27, 1956. Seconded by Stewart and motion carried unanimously. Alley oiling- In connection with payment due the Village for oiling of the Seaborn alley opening on Albert and Pascal between Idaho and Iowa .~ - avenues; Trustee Nilsen turned over to the Village Treasurer X29.00 received from G.S. Seszborn to apply on this account, leaving a balance of l6t~2.3b. Seaborn's request that the Village consider maintaining this alley was also discussed. Utecht moved that the Village Engineer be requested to inspect '' the alley to see if it meets improved alley standards for such maintenance and to report back to the council. Seconded by Nilsen and motion carried unanimously. ~ Associated In- Shavor reported he had contacted Mr. Stepnitz further vestors' vacant regarding requirements to be met by owners of the property. property Shavor said he was informed more dirt had been moved in, that catch basin was put in, sign would be installed, etc. Voting The Clerk reported that Roseville had loaned us five used booths voting booths for use in Election district No. 3 at the General Election, that these are needed by the Village and ', requested authority to purchase same. Cartwright moved that the Clerk be authorized to purchase the five voting boti]Oha at a price which he cons id era reasonable. Seconded by IItecht and motion carried unanimously. Tree Trimming. Trustee Nilsen reported further on tree trimming costa furnished by Yr. Schultz, St Paul tree trimmer. He said Mr. Schultz estimated it would cost about X2,000 to trim the 400 boulevard tress in the Northome area. As i~o costa pday; he estimated ~tt0 per day for a crew of three men, plus .-for equipment. Trustee Nilsen was asked to see Mr. Parker Anderson about superviaixig the work on a fee basis. Dead animals Arrangements for picking up dead animals when reported were discussed. Hearing- proposed Utecht introduced the following resolution and moved its Sanitary Sewer adoption.
